The short answer: Punggol has 11 primary schools: Edgefield, Greendale, Horizon, Mee Toh, Northshore, Oasis, Punggol Cove, Punggol Green, Punggol View, Valour and Waterway. All are co-educational. Ten are government schools and one, Mee Toh, is government-aided. In the 2026 P1 registration exercise, five of them balloted in Phase 2C.

What Stands Out About Each School

Every MOE primary school teaches the same national syllabus, so the real differences lie in location, school culture and signature programmes. Each school has an Applied Learning Programme (ALP) and a Learning for Life Programme (LLP). The notes below are a starting point, and each school’s individual guide will go deeper.

Edgefield Primary School

The first primary school in the Punggol 21 estate, opened in 2002. It sits among the older, established blocks around Edgefield Plains and had plenty of Phase 2C places in 2026. Greendale Primary School

On Edgedale Plains, next to Greendale Secondary, with MOE Kindergarten @ Greendale on campus. Its ALP teaches design thinking (“Learning by Design”) and its LLP is in outdoor education. It had the lowest Phase 2C demand in Punggol in 2026 (16 applicants for 126 places), which makes it a dependable option for families near the Edgedale cluster. Horizon Primary School

Also on Edgedale Plains, with an MOE Kindergarten on campus. Horizon is built around student leadership (“every child a leader”), runs a STEM ALP and offers 16 CCAs, including Bowling and Robotics. Mee Toh School

The oldest school on this list by far. It was founded in 1954 by Venerable Kong Hiap near Leong San See Temple, became government-aided in 1957, and relocated to Punggol in December 2004, starting classes here in January 2005. It keeps its Buddhist heritage and is affiliated with Manjusri Secondary School, which gives its students priority in Secondary 1 posting to that school. Northshore Primary School

Punggol’s newest primary school, admitting its first P1 cohort (together with its MOE Kindergarten) in January 2021. Its ALP is built on game design and making, and its LLP on outdoor education by the coast. It serves the fast-growing Northshore and Punggol Coast side of town and balloted in 2026. Oasis Primary School

On Edgefield Plains, within walking distance of Oasis LRT and the Oasis Terraces neighbourhood centre. Opened in 2016 as a “new-generation” school, it has an MOE Kindergarten, Kindergarten Care and a student care centre on campus. Its ALP is in language arts and its LLP is “Lead with a Heart”. Punggol Cove Primary School

On Sumang Walk, with MOE Kindergarten @ Punggol Cove on campus. Its ALP is in Languages (C³, Confident Communicators and Collaborators) and its LLP is in music (GEMS@PC). Punggol Green Primary School

On Punggol Walk in Punggol West, with MOE Kindergarten @ Punggol Green on campus. Its ALP is in STEM and Sustainability (the IGNITE programme) and its LLP is in Community Service and Student Leadership (APPLE). All 12 of its CCAs are open to girls and boys. Punggol View Primary School

At Punggol Place. Its LLP centres on outdoor experiential learning, with an annual OEL Week that includes camps for Primary 4 to Primary 6. It did not ballot in 2026.

Valour Primary School

Opened in 2020 at Punggol Central, with MOE Kindergarten @ Valour on the same campus. Its LLP is in Sports and Outdoor Education (Nature & Adventure @ Valour). It balloted in 2026.

Waterway Primary School

On Punggol Drive. It avoided a ballot in 2026 by a single place (64 applicants for 65 places), so it is the school most likely to tip into balloting next year.

What Is Changing for the Next P1 Intake

In April 2026, MOE announced that because birth cohorts are shrinking from 2027, it will gradually reduce the P1 intake at most primary schools over the next few years, starting with the 2026 registration exercise. MOE says this is to avoid school mergers and relocations and keep schools spread across Singapore.

For Punggol parents, this means that fewer places and fewer children can cancel each other out. Do not assume a school that had spare places this year will have the same margin next year, and check the live vacancy figures during registration. Punggol also keeps growing, especially around Northshore, Punggol Coast and the Punggol Digital District, which our Punggol Timeline tracks.

How to Build Your Shortlist

  1. Start with distance. Use OneMap to see which schools are within 1km and 2km of your home. Distance matters in balloting, and a short, safe walk matters every school day for six years.
  2. Check the daily journey. Punggol’s schools are close together, but an LRT loop or a busy road can make a nearby school awkward to reach. Walk the route at school hours before you decide.
  3. Look at the programmes. If your child loves the outdoors, the performing arts or building things, the ALP and LLP notes above are a good place to start. Every school’s full list is on MOE SchoolFinder.
  4. Consider after-school care. Several Punggol schools have an MOE Kindergarten or student care centre on campus, which can make the P1 transition and working-parent logistics easier.
  5. Pick a strong second choice. Choose a school you would be genuinely happy with, ideally one that did not ballot last year.
