NRIC Re-Registration at 15 and 30 for Punggol Residents: Where to Go and What to Bring

Exterior of the One Punggol building in Singapore.

Most of the NRIC re-registration Punggol residents need is done online with Singpass. Fifteen-year-olds in government or government-aided schools have their biometrics taken at school. Adults turning 30 re-register online. You then collect the new card at the ICA Services Centre near Lavender MRT or at a designated post office.

For many families, the only real outing is to pick up the card, and you get to choose where.

This page is part of eduKate Punggol’s Essential Information for Punggol, our quick answers and where-to-go lists for everyday life in Punggol. It covers who must register at 15 and re-register at 30, where to go, what to bring, the fees, and how to avoid a wasted trip out of town.

Quick answer

  • Who: Singapore Citizens and PRs register their IC at 15 (before their 16th birthday). They re-register at 30 (before their 31st birthday) and at 55 (before their 56th), unless they were issued a replacement IC in the last 10 years.
  • Age 15, in a government or government-aided school: apply online before the school’s biometrics day. The card is collected at school.
  • Age 30: ICA sends an SMS or Singpass app notification. Re-register online within one year to get the subsidised fee. Processing is usually within seven working days.
  • Collect in person: ICA Services Centre, 2 Crawford Street (Lavender MRT), or a designated post office by appointment. Book collection within three months.
  • Fees: S$10 for citizens, S$50 for PRs.
  • Help in Punggol: ServiceSG Centre One Punggol, 1 Punggol Drive #01-01, walk-in Monday to Saturday, 9am–6pm.

Which Route Fits Your Family

Your teen is 15 and in a government or government-aided school

This is the easy one. The school arranges a biometrics day and you get two weeks’ notice. Your job is to finish the online application before that date. On the day, your teen brings their Student Identification Card (the EZ-Link card). The new IC is collected at school, so nobody needs to take leave.

Your teen is 15 but missed the school day, or is not in such a school

ICA sends a notification on the 15th birthday. Complete the online application, then book a biometrics appointment in person at the ICA Services Centre. After biometrics, you can book next-working-day collection at a designated post office instead of going back to Lavender.

You are turning 30 (or 55)

Look out for the SMS or Singpass app notification. Re-register within one year of that date and the subsidised fee applies. You do the whole application online, and the only trip is to collect the card. If you were overseas during the re-registration period, ICA asks you to re-register within one year of your return.

You are stuck on Singpass or the form

Walk into ServiceSG at One Punggol with your phone. Officers there help with government e-services, and no appointment is needed. Our ServiceSG One Punggol guide explains what to prepare.

Your IC is lost or damaged, not due

That is a replacement, not a re-registration. Follow our guide to a lost NRIC in Punggol instead.

How to Register or Re-Register, Step by Step

  1. Wait for the notice. At 30, ICA sends an SMS or Singpass app notification. At 15, the school tells you, or ICA notifies you on the birthday.
  2. Sort out the photo first. You need a recent passport-sized digital colour photo, taken within the last three months and meeting ICA’s photo guidelines. Our passport photo guide covers size and format.
  3. Apply online with Singpass. Use ICA’s online application, upload your documents and pay the fee.
  4. Give biometrics (age 15 only). This happens at school on the designated day, or at the ICA Services Centre by appointment.
  5. Wait for approval. For re-registration at 30, ICA says processing is within seven working days, and longer at peak periods or if the photo or documents need fixing. You get an SMS and an email.
  6. Book collection within three months. Choose the ICA Services Centre or a designated post office in ICA eAppointment.
  7. Collect in person. Bring your current IC. At the ICA Services Centre, take a queue ticket at the self-service ticketing kiosk, or use a self-collection kiosk if you have an appointment there.

What to Prepare

  • Everyone: the digital photo, your Singpass, and your current IC on collection day.
  • Students at the school biometrics day: the Student Identification Card (EZ-Link card).
  • Citizens adding a religious name: a baptism or religious certificate.
  • Changing a name: a deed poll. At 15, this needs parental consent.
  • At 30, if you want your married name: your marriage certificate (optional).
  • PRs: a digital image of your current passport’s personal-particulars page. If your name has changed, update your passport first.
  • Documents not in English: include official translations. For registration at 15, ICA asks for originals, copies and translations.

Fees and Deadlines

  • Registration at 15: S$10 for Singapore Citizens, S$50 for PRs.
  • Re-registration at 30 or 55: S$10 for citizens, S$50 for PRs. Pay by Visa, Mastercard, AmEx, internet direct debit (DBS/POSB, OCBC, UOB or Standard Chartered) or PayNow.
  • Post-office collection: no extra fee since 1 October 2021.
  • Uncollected cards: ICA destroys ICs not collected within three months, and the fee is not refunded.
  • Late re-registration: in a 2022 parliamentary reply, MHA said re-registration is compulsory for those born in or after 1962. Late re-registrants are asked why they were late, but still get the subsidised fee. For those born before 1 January 1962 it is optional, and a higher fee of $60 applies if the one-year window is missed.

Fees were checked in October 2026 on ICA’s registration and re-registration pages.

Neighbour’s Tips for NRIC Re-Registration in Punggol

  • Dodge the busy days. ICA lists Mondays, Fridays, school holidays and the day before or after a public holiday as peak periods at the ICA Services Centre. The 2026 year-end school holidays run from 21 November to 31 December, so go before then if you can.
  • Leave the car at home. ICA says there is no public parking at the ICA Services Centre, only a drop-off bay at the Crawford Street entrance. The MRT is far less stressful.
  • Do not skip the school deadline. Secondary students usually never need to visit ICA. The catch is that the online form must be done before the school’s biometrics day.
  • Get the photo right the first time. ICA says delays may occur if the photo or documents do not meet requirements. A photo that misses the guidelines is an easy way to lose several days.
  • Set a phone reminder. Three months to collect sounds generous until it is week eleven. Book your collection slot the day the approval SMS arrives.
  • Bring the old card. You need your current IC to collect the new one, so do not throw it out early.
  • Watch the post-office window. Post-office collection is open for four days from your appointment date. Miss it, and you rebook for a slot two working days after the window lapses.

If It Is Urgent or Out of Hours

  • No 24-hour counter: the ICA Services Centre is open on weekdays only. ICA’s call centre (6391 6100) has a 24-hour automated information line. Officers answer Monday to Friday, 8am–5.30pm.
  • Need an IC for something tomorrow: call ICA during office hours or use the enquiry form to ask about your options.
  • Card lost or stolen: see our lost NRIC guide for reporting and replacement.
  • Passport and IC at the same time: our passport collection guide explains ICA collection appointments.

Frequently Asked Questions

Do I have to re-register my NRIC at 30?

Yes, if you are a Singapore Citizen or PR and have not been issued a replacement IC in the last 10 years. Re-register before your 31st birthday. The same rule applies at 55, before your 56th birthday.

Can I re-register my NRIC at ServiceSG One Punggol?

Officers there can help you complete the online application. ICA says biometrics for 15-year-olds happen at school or at the ICA Services Centre, and collection is at the ICA Services Centre or a designated post office.

Does my 15-year-old need to go to ICA?

Usually not, if they attend a government or government-aided secondary school. Biometrics and collection happen at school. Just finish the online application before the school’s date.

How long does re-registration take?

ICA says applications are processed within seven working days. It can take longer at peak periods or if the photo or documents need to be redone.

Which post office near Punggol can I collect my IC from?

We could not confirm the current branch list, so check SingPost’s ICA collection page and book through ICA eAppointment. The branch choices appear when you book.

What happens if I forget to collect my new IC?

ICA holds it for three months. After that, the card is destroyed and the fee is not refunded, so you would have to apply and pay again.

NRIC Re-Registration, Without the Fuss

Get the photo right, apply as soon as the notice arrives, and book collection the day you are approved. Do those three things and the whole job takes a few minutes online and one short trip. For a 15-year-old, a new IC is also a small milestone, so it is worth a family supper afterwards.
