Overseas Guests Visiting Punggol: Visas, SG Arrival Card, SIM Cards and Fares

Exterior of Punggol MRT station with the LRT interchange above

For overseas guests visiting Punggol, check three things first: whether their passport needs a Singapore visa, that it has at least six months’ validity, and that they submit the free SG Arrival Card within three days before arrival. Once here, they can tap their own contactless Visa, Mastercard or Amex card on buses and trains.

Having family or friends to stay is a joy. Sorting out their admin early means the first evening is spent catching up, not queueing.

This page is part of eduKate Punggol’s When You Need Help in Punggol, our practical guides for life’s occasions, big and small. It covers the entry admin for visitors: visas, the SG Arrival Card, fares, SIM cards and tax refunds. For where to take them, see our guide to hosting visitors in Punggol.

Quick answer

  • Visa: check ICA’s visa requirements list. If your guest needs one, apply online as their local contact with Singpass, through an authorised visa agent, or at a Singapore Overseas Mission. ICA does not take visa applications at immigration counters.
  • SG Arrival Card: free on ICA’s website or the MyICA app, within three days before arrival, counting the arrival day. Paid websites are not ICA.
  • At the border: a passport with at least six months’ validity, proof of onward travel, and enough money for the stay.
  • Getting around: tap a foreign contactless card (a $0.60 admin fee applies per day of use for Mastercard and Visa), or buy a Singapore Tourist Pass from S$17 for one day (SimplyGo’s figures; check live).
  • Phones: foreign passports cannot be used to register postpaid SIM cards, so visitors use prepaid SIMs or eSIMs.

Overseas Guests Visiting Punggol: What to Sort Out First

Send your guests this list well before they travel. Start with the visa check, because it may mean an application.

  1. Check whether a visa is needed. ICA says travellers holding a document from a listed country or place need a valid Singapore entry visa. The list is on ICA’s visa requirements page.
  2. Apply early if one is needed. A local contact with Singpass or Corppass can apply online, or the guest can use an authorised visa agent appointed by a Singapore Overseas Mission, or the mission itself.
  3. Check the passport. ICA requires all travellers except Singapore passport holders to have at least six months’ validity. Only individually issued passports are accepted.
  4. Pack the basics. ICA asks short-term visitors to have proof of onward travel, such as tickets or visas, and sufficient cash.
  5. Check for yellow fever. Anyone who was in a yellow fever risk country within six days before arriving must show a valid vaccination certificate.
  6. Submit the SG Arrival Card. It includes an electronic health declaration. Submissions open three days before arrival, counting the arrival day, so for a 30 June arrival they open on 28 June.
  7. Check the length of stay. ICA’s Visit Pass validity tool shows how long your guest may stay. Extensions can be applied for online, subject to approval.
  8. Sort out fares and a phone plan. Ask them to enable their bank card for overseas use, and choose a prepaid SIM or eSIM.

Where to Get Help and Travel Passes

Which Situation Fits You

Your guest needs a visa

As their host with Singpass, you can apply online yourself. ICA also mentions a Visa-Free Transit Facility for eligible visa-required travellers staying under 96 hours, which can suit a stopover visit.

Guests coming overland from Johor Bahru

Foreign visitors need an SG Arrival Card at Woodlands and Tuas too; only residents are exempt there. ICA’s MyICA QR code is not for first-time foreign visitors, so they show their passports. The RTS Link is not open: LTA said on 2 October 2026 that it expects service to start in February 2027, subject to safety certification. Our bus or train to Johor Bahru guide has the current options.

A parent staying for several months

Check the Visit Pass validity tool on arrival and apply for any extension online before it runs out. For longer family stays, our guide to the Long-Term Visit Pass explains the options.

Guests who plan to shop

Visitors aged 16 and over may claim GST back through the electronic Tourist Refund Scheme (eTRS) if they leave from Changi or Seletar Airport. The conditions are below.

Guests arriving late at night with luggage

The Tourist Pass kiosks at Changi Airport MRT run until midnight, or they can simply tap a contactless card. Our guide for a visitor with luggage in Punggol helps with the first night.

Fares, SIM Cards and Tax Refunds

SimplyGo’s pages carry no last-updated date, so check live before your guests arrive. At the time of checking in October 2026:

  • Contactless bank cards: foreign-issued American Express, Mastercard and Visa cards with the contactless symbol work on buses and trains, as do Apple Pay, Google Pay, Samsung Pay, Fitbit Pay and Garmin Pay. Maestro, Cirrus and NETSPay are not accepted.
  • Foreign Bank Card Admin Fee: $0.60 per day of use for Mastercard and Visa. The guest’s own bank may add its fees.
  • Singapore Tourist Pass (unlimited travel): 1-Day S$17, 2-Day S$24, 3-Day S$29, 4-Day S$37, 5-Day S$45. Not valid on premium services such as Sentosa Express, RWS8, and express and niche buses.
  • Adult stored-value card (SimplyGo EZ-Link): S$10, made up of a S$5 non-refundable card cost and S$5 of value. Some top-up kiosks do not take foreign cards.
  • SIM cards (IMDA): registration needs government-issued ID, and foreign passports cannot be used for postpaid SIMs. We have not checked telco prices.
  • Tourist Refund Scheme (IRAS): for visitors aged 16 or over who are not Singapore citizens or PRs; departing aircraft crew and certain pass holders are excluded. Spend at least S$100 including GST at one retailer, combining up to three same-day receipts, and leave with the goods within two months via Changi or Seletar Airport. Refund agencies deduct a handling fee.

Neighbour’s Tips

  • Send guests the ICA link yourself. The SG Arrival Card is free, and ICA warns about fake or misleading websites.
  • Do not let them submit too early. The window opens three days before arrival.
  • Tap with the same card or phone every time. Our SimplyGo guide explains why mixing them causes trouble.
  • Buy the Tourist Pass at Changi Airport MRT on the way in, since we could not find a sales point in Punggol.
  • Remind them to keep shop receipts if they plan to claim the GST refund at the airport.
  • If their health changes before arrival, they can use “Update SGAC”. ICA says false declarations may be prosecuted.
  • Save 995 and 999 in their phones on day one.

If It’s Urgent

Visitors use the same emergency numbers as residents: 995 for an ambulance or fire and 999 for the Police, as listed on gov.sg. If a guest gets a call or message demanding money or personal details, or lands on a website charging for the SG Arrival Card, check with ScamShield on 1799, available 24/7.
