Bicycle or PMD stolen in Punggol? Make a police report as soon as you can, online through SPF e-Services, at the kiosk at One Punggol or at Punggol Neighbourhood Police Centre, and put the serial number, brand, model and photos into that first report. If the thief is still there, call 999.
Walking back to an empty rack is a horrible feeling, especially when you ride every day. A clear, detailed report is the most useful thing you can do right now.
This page is part of eduKate Punggol’s When You Need Help in Punggol, our practical guides for life’s occasions, big and small. It covers what to do after a bicycle or PMD is stolen: the police report, which details to include, what happens with an LTA-registered e-scooter or power-assisted bicycle, and buying a replacement safely.
Quick answer
- Theft happening now: call 999, or SMS 70999 if it is not safe to talk.
- Police report: online through SPF e-Services, at the self-help kiosk at One Punggol, or at Punggol Neighbourhood Police Centre (open 24 hours). No fee is stated.
- Put everything in the first report. SPF’s 7-day “add details” service does not cover bicycles or PMDs.
- Registered e-scooter or power-assisted bicycle (PAB): we could not find an LTA rule for reporting a stolen one. Make the police report, then ask LTA through OneMotoring what to do about the registration. Deregistering is free.
- Buying a replacement second-hand? For a registered e-scooter or PAB, insist on LTA’s online ownership transfer.
Bicycle or PMD Stolen? What to Do First
Work through these in order. The first report matters most, so take ten minutes to get it right.
- Stay safe. If you see the thief, do not chase them. Call 999 if the theft is happening or anyone is threatened.
- Gather the details. Find the frame or serial number, brand, model and colour, your photos of the bike or PMD, the receipt, and note where and when you last saw it and how it was locked.
- Look for cameras. Note any CCTV near the rack or along the path. In March 2026, SPF said it identified a man behind a series of bicycle and PMD thefts in Yishun using police cameras and CCTV footage.
- Lodge the police report. SPF’s online report is for crimes that do not need immediate police action, such as theft. Its form asks for serial numbers and photos of stolen items, and you can attach up to 5 files of 10MB each.
- Put everything in that first report. SPF’s follow-up service for adding details within 7 days covers only cameras, laptops, mobile phones and other IMEI devices, portable media players and watches. Bicycles and PMDs are not on the list.
- Registered e-scooter or PAB? Contact LTA. We could not find an LTA process or deadline for a stolen device on its pages, so ask LTA through OneMotoring what to do with the registration.
- Keep your report number somewhere safe. You may need it if the device turns up or when you contact LTA.

Which Situation Fits You
It was an ordinary bicycle
LTA’s registration rules on this page cover e-scooters and PABs, so for an ordinary bicycle the police report is your main record. The frame number and a clear photo help show the bike is yours if it is found.
It was a registered e-scooter
LTA requires e-scooters to be registered, with their registration and identification marks displayed. Its page explains deregistration through OneMotoring with Singpass, at no fee, but we could not find anything on it about theft. Make the police report first, then ask LTA whether and when to deregister. Note that LTA says registration by individuals is no longer allowed; only new e-scooters for sale or hire by retailers and companies can be registered after inspection.
It was a power-assisted bicycle
PABs used on roads and cycling paths must be type-approved, sealed and registered. We could not find instructions for a stolen PAB on LTA’s PAB page either. Report it to the police, then ask LTA about the registration. Deregistering a PAB is free.
Only the registration mark was taken
If the registration mark is gone but the UL2272 mark remains, LTA says to file a police report and replace the mark at your periodic inspection, for $20. If both marks are missing, file a police report and email LTA_escooter_insp@lta.gov.sg for a new mark at least one week before your inspection is due.
It turns up again
Let the police know, quoting your report number. If you have already deregistered an e-scooter, LTA says to make sure it is not kept or used on any public paths.
Costs, Rules and Penalties
- Police report: no fee is stated.
- Deregistering an e-scooter or PAB: free.
- Transferring ownership: $7 for an e-scooter and $11 for a PAB, non-refundable.
- Replacement e-scooter registration mark: $20, at the periodic inspection.
- The penalty for theft: SPF says theft under Section 379 of the Penal Code “carries an imprisonment term of up to three years, a fine, or both”.
- Riding an unregistered or deregistered e-scooter on cycling paths: first-time offenders face a fine of up to $2,000, up to 3 months’ jail, or both (LTA).
Buying a replacement. LTA says the current owner of a registered e-scooter or PAB must transfer it online within 7 calendar days of handing it over, and the new owner must confirm within 5 calendar days or the transfer lapses. Non-UL2272 e-scooters cannot be transferred. SPF’s online check for items reported lost or stolen does not cover bicycles or PMDs, so a proper LTA transfer is your best protection.
Neighbour’s Tips
- Write the serial number into the report, not a follow-up. The 7-day add-details route does not take bikes or PMDs.
- Mention every camera you noticed. CCTV footage helped SPF identify the Yishun thief.
- Keep your e-scooter registration details with your report. You will need them when you contact LTA.
- Be wary of a bargain. A seller who cannot do the LTA transfer for a registered e-scooter or PAB is a reason to walk away.
- Photograph your next bike on day one and keep the serial number in your phone.
- Park smarter next time. Our bicycle parking and theft-safety guide and theft prevention guide cover locks, racks and records.
If It’s Urgent or Gets Worse
If the theft is happening in front of you, or someone threatens you, call 999, or SMS 70999 if it is not safe to talk. Do not try to wrestle a bike back.
If a recovered e-scooter or e-bike comes back damaged or smoking, keep away from it and call 995. Our PMD and e-bike fire safety guide explains the risks at home.
Frequently Asked Questions
Should I report a stolen bicycle to the police?
Yes. It is quick, no fee is stated, and the report is your record if the bike is ever found. You can file online, at the kiosk at One Punggol or at Punggol Neighbourhood Police Centre.
Do I have to tell LTA if my e-scooter is stolen?
We could not find an LTA rule for reporting a stolen device on its e-scooter and PAB pages, as checked in October 2026. Make the police report, then ask LTA through OneMotoring what to do with the registration.
Can I add the serial number to my report later?
Not through SPF’s 7-day add-details service, which excludes bicycles and PMDs. Include the serial number, brand, model and photos in your first report.
Can I check whether a second-hand bike was stolen?
SPF’s online check does not cover bicycles or PMDs. For a registered e-scooter or PAB, the LTA online transfer is the safeguard.
What is the penalty for stealing a bicycle?
Theft under Section 379 of the Penal Code carries up to three years’ jail, a fine, or both.
Does deregistering my e-scooter cost anything?
No. LTA says there is no fee to deregister an e-scooter, and none for a PAB either.

Once the report is in, there is not much more you can do except keep your report number handy and stay hopeful. When you are ready to ride again, take a photo, write down the serial number and lock it to a fixed rack in a busy area covered by CCTV. Punggol’s park connectors are waiting.
