Scrapping your car from Punggol means deregistering it online with LTA, taking it to an LTA-appointed scrapyard or export zone, and sending LTA the disposal documents within one month. Then claim your PARF and COE rebates within 12 months. Selling instead? Transfer ownership online within 7 days.
Letting go of a car is a big decision, and the rebates are worth getting right. Ten minutes of checking before you book the scrapyard can make a real difference to what you get back.
This page is part of eduKate Punggol’s When You Need Help in Punggol, our practical guides for life’s occasions, big and small. It covers the two ways to end car ownership, selling or deregistering to scrap or export, and how to claim your PARF and COE rebates, including the new, lower PARF schedule for COEs from February 2026.
Quick answer
- Selling: the seller starts the transfer online in OneMotoring with Singpass, after being paid. Ownership must be transferred within 7 days.
- Scrapping or exporting: deregister online with Singpass, then scrap the car at an LTA-appointed scrapyard or store it at an Export Processing Zone. Submit the disposal documents within 1 month of deregistration.
- Rebates: PARF and COE rebates are valid for 12 months from deregistration. Cash them online, or use them against the fees for your next car.
- New PARF rates: for cars whose COE came from the second February 2026 bidding exercise onwards, the PARF rebate runs from 30% down to 5% of the ARF, capped at $30,000.
- More than 10 years old: there is no PARF rebate.
How to Plan Selling or Scrapping Your Car
These steps follow LTA’s OneMotoring pages. Decide first, then work through them in order.
- Check your PARF tier and the car’s age. The date your COE was obtained and the car’s age at deregistration decide the rebate. The table below shows the three schedules.
- Clear what you owe. A transfer needs no outstanding loans, road-tax arrears or financing. LTA collects any road-tax arrears or outstanding payments during deregistration, and rebates need all LTA matters and loans cleared.
- If selling, get paid first. LTA advises transferring only after you have received payment, “especially for cheques”. The buyer needs valid motor insurance in their name for the full road-tax period.
- Start the transfer. In OneMotoring, use “Transfer Vehicle” with Singpass and enter the vehicle number and the buyer’s ID number and name. The buyer confirms through “Confirm/Reject Vehicle Transfer” and pays; you both get an SMS when it is done.
- If scrapping or exporting, book first. The scrapyards and Export Processing Zones need an appointment.
- Deregister online. To keep your PARF rebate, deregister at the scrapyard or export zone, or before exporting. Without a PARF rebate, choose the authorisation option, and an authorised person takes the car in within 8 calendar days.
- Send the disposal documents within 1 month of the deregistration date.
- Claim the rebates within 12 months. LTA notifies the last registered owner of any rebates and arrears.

Which Situation Fits You
You are selling to a private buyer
You, the seller, start the transfer, and only once the money is in your account. If the car needs an inspection before its road tax can be renewed, it must have passed.
You are selling to a dealer
LTA’s caution is clear: do not hand over your vehicle ownership or sale proceeds to a dealer unless they will transfer ownership and physically hand over the vehicle you bought. Never let anyone else use your Singpass. Dealers can move the car temporarily into their own name under the Temporary Transfer Scheme, and must transfer it to a buyer within 3 months, with extensions in 3-month blocks.
Your car is under 10 years old
You may qualify for a PARF rebate if it is a private, off-peak, company or private-hire car that was new when registered. Deregister before it is more than 10 years old, and do not lay it up first: LTA says the car “must not have been laid up before”.
Your COE came from February 2026 or later
Cars whose COE was obtained from the second February 2026 bidding exercise are on the new schedule. The rebate is much lower: 30% of the ARF up to 5 years, falling to 5%, and never more than $30,000. Check the table before you decide.
You are exporting the car
You can store it at an Export Processing Zone for up to 12 months. Submit the export documents within 14 calendar days of the car leaving the zone, or by the end of the 12 months, whichever is earlier. For export within 2 years of registration, the COE rebate is capped at 80% of the quota premium.
An older parent is giving up the car
If they cannot use Singpass, book the LTA Customer Service Centre through the feedback form. Our guide to when an older parent should stop driving covers the conversation and getting around Punggol afterwards.
PARF and COE Rebates When Scrapping Your Car
The PARF rebate is a percentage of the Additional Registration Fee (ARF) you paid, based on the car’s age at deregistration and when the COE was obtained (OneMotoring, updated 12 February 2026).
| Age at deregistration | COE obtained before Feb 2023 | COE obtained Feb 2023 to Feb 2026 | COE from the 2nd Feb 2026 bidding exercise |
|---|---|---|---|
| 5 years or less | 75% | 75%, cap $60,000 | 30%, cap $30,000 |
| Over 5 to 6 years | 70% | 70%, cap $60,000 | 25%, cap $30,000 |
| Over 6 to 7 years | 65% | 65%, cap $60,000 | 20%, cap $30,000 |
| Over 7 to 8 years | 60% | 60%, cap $60,000 | 15%, cap $30,000 |
| Over 8 to 9 years | 55% | 55%, cap $60,000 | 10%, cap $30,000 |
| Over 9 to 10 years | 50% | 50%, cap $60,000 | 5%, cap $30,000 |
| Over 10 years | Nil | Nil | Nil |
LTA’s own example: a car aged over 5 to 6 years with $200,000 ARF would get 25%, or $50,000, under the new schedule, but the cap brings it down to $30,000. Under the previous schedule, the same car would have got 70%, capped at $60,000.
The COE rebate is the quota premium you paid, multiplied by the unused COE months and divided by 120. LTA’s example: $16,897 × 29.1 ÷ 120 = $4,097. The engine and chassis numbers must match LTA’s records.
Getting the money. Encash online with Singpass, or at an LTA counter by appointment with Form FR02. LTA pays into your GIRO refund account, or otherwise by PayNow to your NRIC within 14 working days. You can instead offset the rebates against the fees for a new car; any unused offset balance is forfeited unless you divide the rebate first. Transferring a rebate costs $20 and dividing one costs $21.80 per new portion, both including GST.
Penalties to avoid. Late or missing proof of disposal can mean a fine of up to $2,000 or 3 months’ jail. Keeping or using a deregistered vehicle carries up to $20,000, 2 years’ jail, or both. Our car ownership explainer covers COE, road tax and insurance more generally.
Neighbour’s Tips
- Find your COE date before anything else. It decides which PARF column you are in.
- Watch the tenth birthday. The PARF rebate drops to nil once the car is more than 10 years old.
- Do not lay up a car you may later scrap. A laid-up car loses PARF eligibility.
- Set up a GIRO refund account with LTA before you encash, or the money goes by PayNow to your NRIC.
- Put the 1-month disposal deadline in your calendar the day you deregister.
- Book the scrapyard or export zone first, then deregister.
- Keep your Singpass to yourself. LTA warns against letting a dealer or anyone else transact with it.
If Something Goes Wrong
If a buyer has not paid, do not start the transfer. If a dealer asks for your Singpass or wants the ownership before handing over your new car, stop and check LTA’s guidance. If you have missed a disposal deadline, contact LTA straight away rather than waiting for a notice.
LTA’s Authorised Exporter Scheme, which could let owners hand a car to an authorised person and be discharged from disposal duties, was still under study after a feedback survey that closed on 28 August 2026, according to LTA’s deregistration page (updated 5 September 2026). That page gives no start date, so plan with the current rules. If you come across a burning vehicle, call 995; for an abandoned one that worries you, call the police.
Frequently Asked Questions
How much PARF rebate will I get?
It depends on when your COE was obtained and the car’s age at deregistration. Find your column in the table above. For COEs from the second February 2026 bidding exercise, the cap is $30,000.
How long do I have to claim my rebates?
Twelve months from the deregistration date. Clear all LTA matters and loans and dispose of the car first.
Who starts the transfer when I sell my car?
The seller. You apply online with Singpass, the buyer confirms and pays, and the transfer must be done within 7 days.
Can I deregister without Singpass?
Yes. Write in through LTA’s feedback form to book an appointment at the LTA Customer Service Centre, preferably a week ahead.
What if I miss the 1-month disposal deadline?
LTA lists a fine of up to $2,000 or 3 months’ jail for late or missing proof of disposal, and more for repeat offences.
Can I use my rebate for my next car?
Yes. Rebates can offset the registration fee, ARF and other charges on a new car, or the COE rebate can be used for renewing another car’s COE. Any unused offset balance is forfeited unless you divide the rebate first.
