Driving and parking in Punggol is easier than it looks once you separate three systems: HDB neighbourhood parking, destination parking at malls/community facilities, and the expressway/arterial network that gets you out of the town. Most residential Punggol parking follows ordinary HDB rules; major destinations such as Waterway Point publish their own rates; newer car-lite districts such as Punggol Digital District are designed to make public transport the easier default.
The most useful resident habit is not memorising every carpark. It is knowing which parking system you are entering. A HDB multi-storey carpark, Waterway Point basement, PDD carpark and private condominium visitor lot can all sit within the same town but have different access, rates and rules.
This guide uses official HDB and destination information checked on 26 September 2026. Gantry displays and on-site signage always override an old article when rates or restrictions change.

HDB parking: the basic Punggol rule
Punggol is outside Singapore’s Central Area, so HDB’s current standard short-term charge for cars is S$0.60 per half-hour at ordinary HDB carparks.
Many HDB carparks use the Electronic Parking System (EPS). HDB says EPS charges are calculated on a per-minute basis even though the underlying rate is expressed per half-hour. A 20-minute stay therefore does not necessarily charge the full half-hour coupon amount.
The 15-minute HDB EPS grace period
HDB’s current electronic-parking guidance says its EPS carparks provide a 15-minute grace period. If you exit within the grace period, no parking charge is imposed.
This is useful for genuine short pickups, but it should not be treated as permission to block a driveway, loading bay or reserved lot while waiting.
Night parking
At HDB carparks with the Night Parking Scheme, HDB currently caps night parking at S$5 from 10.30pm to 7am the following day when the calculated parking charge would otherwise exceed that amount.
The whole-day cap for non-Central Area HDB parking is currently S$12, subject to the scheme and exceptions such as peak-hour pricing at designated popular carparks.
Always read the specific carpark sign because not every Punggol carpark has identical season-parking, night-parking or visitor-lot arrangements.
Season parking for Punggol residents
For residents who own or regularly park a vehicle at an HDB precinct, season parking is usually more relevant than short-term rates. HDB currently uses Tier 1 and Tier 2 pricing based on resident/vehicle status and carpark type.
For the “rest of island” category, current monthly car rates include:
- surface / kerbside: S$80 Tier 1, S$90 Tier 2;
- sheltered: S$110 Tier 1, S$120 Tier 2.
Car-lite precincts and special precincts can use different rates. Check the exact carpark group in HDB’s season-parking service rather than assuming every Punggol block uses the same monthly fee.
Waterway Point parking
Waterway Point publishes its own current parking charges:
- Monday–Friday: S$1.50 for the first hour, then S$0.80 for every subsequent half-hour or part thereof;
- Saturday, Sunday and Public Holidays: S$1.60 for the first hour, then S$0.80 for every subsequent half-hour or part thereof.
The mall also runs occasional parking promotions. In 2026, for example, a weekday lunchtime promotion provides qualifying FRx members with parking credit after eligible spending. Promotions have terms and limited redemptions; do not treat them as permanent parking policy.

Oasis Terraces parking
Oasis Terraces uses the HDB parking environment at Block 681 Punggol Drive. The practical rule is to treat the gantry and HDB signage as authoritative. Current local parking information is consistent with the standard non-Central HDB baseline of S$0.60 per half-hour.
Because the same centre serves Punggol Polyclinic, groceries, food and family activities, weekday clinic periods can create very different parking demand from late-evening food trips.
Northshore Plaza parking
Northshore Plaza is built into an HDB neighbourhood-centre system rather than a standalone regional mall. Drivers should follow Plaza I/II and HDB carpark signs carefully because the two-block complex connects directly into surrounding residential parking and the sheltered community spine.
If the trip is only groceries or food and you live nearby, LRT/walking may be simpler than driving between two parts of the same neighbourhood.
Punggol Coast / Punggol Digital District parking
JTC currently directs cars into Punggol Digital District’s carpark via Punggol Way near Towers 80, 82 and 84. Taxi and private-hire drop-off is at 90 Punggol Way.
PDD is explicitly designed as a car-lite district. Punggol Coast MRT sits inside the development, Teck Lee LRT is nearby, the bus interchange is integrated, and cycling/end-of-trip facilities form part of the access plan.
For exact current parking charges at PDD, follow JTC/gantry information on the day rather than an inherited mall-parking rate.
Punggol Settlement parking
The Punggol Settlement publishes its own paid parking and access information at 500 New Punggol Road. Because Punggol Point Park is under upgrading until end-2027, do not assume the old public-park parking arrangement still works as it did before construction.

HDB visitor parking vs resident parking
Punggol HDB carparks mix short-term visitor parking, season parking and reserved/priority lots. The exact colour/marking and time restrictions matter.
- Do not park in season-only lots during restricted hours.
- Do not use reserved disability lots without authorisation.
- Do not block loading/unloading bays.
- Follow EV-charging-bay conditions.
- Use the Electronic Parking System / Parking.sg where applicable.
EV charging
EV charging is increasingly available across HDB and commercial carparks in Singapore, including Punggol. Charging fees and parking fees are separate systems: paying for a charging session does not automatically waive parking, and occupying a charging lot after charging can breach operator/carpark rules.
Use the current charger operator app and the carpark’s own rules for availability, connector type, charging rate and idle fees.
Driving into Punggol
The main road gateway is the Tampines Expressway (TPE) along Punggol’s southern edge. Local roads such as Punggol Road, Punggol Way, Punggol Central and Punggol Drive distribute traffic through the town.
From TPE, onward expressway choice depends on destination:
- toward the city — commonly via KPE/CTE or another live-planner route;
- toward Changi/Tampines — TPE/PIE and eastern roads;
- toward the north/west — TPE links into the broader SLE/CTE/PIE network depending destination.
Do not hard-code one expressway route into daily memory. Road works, ERP, incidents and peak congestion change which route is fastest.
Punggol traffic peaks
Traffic pressure usually concentrates around:
- school start and dismissal;
- weekday morning TPE exits;
- evening return peak;
- Waterway Point / Town Centre weekend activity;
- construction diversions around major infrastructure works;
- events or openings in PDD / Punggol Coast.
One block can feel easy to drive from at 11am and frustrating at 7.30am.
School parking
Do not assume parents can drive into a school compound or wait indefinitely at the gate. School pickup/drop-off rules are school-specific and often change for safety or traffic management.
Use the school’s current parent communication and the surrounding legal parking/drop-off facilities. Never stop in a way that blocks buses, pedestrian crossings or emergency access.
Parking at parks
Punggol’s parks and coast do not all have adjacent parking. Coney Island has no carpark on the island. Punggol Point Park’s old parking arrangement is affected by the 2026–27 closure. Waterway Park access varies by zone.
Sometimes the better park plan is to park at a legitimate nearby node and walk/cycle—or to use MRT/LRT entirely.
When not to drive
- Waterway Point at a major weekend peak if you live on the LRT;
- Punggol Coast/PDD when your route starts on the NEL;
- One Punggol if you are already near Punggol MRT;
- a neighbourhood centre within a ten-minute walk;
- park-connector outings where cycling is itself the activity.
A car can shorten a trip but lengthen the parking part of the outing.
Parking for new residents
If you are moving into an HDB flat:
- identify the carpark group serving the block;
- check season-parking availability;
- understand resident vs non-resident tier;
- locate EV chargers if relevant;
- check loading/unloading arrangements for moving day;
- do not assume visitor parking is available overnight without the Night Parking Scheme.
The pickup/drop-off problem
Ride-hailing pickup points can move as Punggol develops. Waterway Point relocated its pickup/drop-off point to Punggol Walk and taxi stand to the opposite side along Punggol Central in 2026. PDD currently uses 90 Punggol Way as its taxi/private-hire drop-off.
Use the current destination pin rather than telling a driver “the usual place”.
