Punggol BTO in 2026 needs one correction before anything else: as of 26 September 2026, HDB has not launched a new Punggol BTO project in the February or June 2026 exercises, and Punggol is not among the towns announced for the October 2026 BTO exercise. That does not mean there are no HDB housing opportunities in Punggol—Sale of Balance Flats, resale flats and existing projects still matter—but there is no current 2026 Punggol BTO project for this guide to invent.
The last major new Punggol BTO launch was Matilda Riverside in February 2024. HDB offered 2-room Flexi, 3-room, 4-room and 5-room flats there, with starting prices before grants from S$131,000 to S$464,000 depending on flat type. Since then, several older Punggol Point projects have completed and residents have collected keys, while the 2026 national BTO pipeline has focused on other towns.
This guide therefore does three jobs: explain the recent Punggol BTO history, show what buyers should watch for next, and explain how the post-October-2024 Standard / Plus / Prime classification changes the rules if a future Punggol project is launched.

Matilda Riverside — the most recent major Punggol BTO launch
HDB launched Matilda Riverside in the February 2024 BTO exercise. The project was offered in Punggol’s Matilda district and included:
- 2-room Flexi flats — from S$131,000 before grants;
- 3-room flats — from S$242,000;
- 4-room flats — from S$318,000;
- 5-room flats — from S$464,000.
HDB’s February 2024 launch also highlighted that Punggol was among the projects with a waiting time below three and a half years.
Why Matilda Riverside matters to the 2026 guide
It is the best recent benchmark for what a Punggol BTO launch looked like before the Standard/Plus/Prime framework fully took over from October 2024 onward.
A future Punggol BTO should not be assumed to have the same prices, eligibility details, MOP or resale restrictions simply because it is in the same town.
Punggol Point: the key-completion phase
Punggol’s housing story in 2025–2026 has been as much about completion as new launches. HDB announced the completion of Punggol Point Cove (Phase 2) in January 2025, closing the final chapter of the pandemic-delayed BTO projects.
The wider Punggol Point district includes:
- Punggol Point Woods — launched Aug 2018;
- Punggol Point Cove Phase 1 — launched Aug 2018;
- Punggol Point Crown — launched Sep 2019;
- Punggol Point Cove Phase 2 — launched Sep 2019.
Those projects total thousands of flats and help explain why the northern Punggol population, school demand and transport network continue to grow even without a fresh 2026 BTO launch.
Northshore: the smart-housing generation
Northshore was an earlier Punggol BTO wave and became important because HDB used it to test smart-town and smart-housing systems from the planning stage. Northshore Cove, Northshore StraitsView and other projects helped establish the modern seafront district before Punggol Coast MRT and PDD opened.

No new Punggol BTO in 2026 does not mean “Punggol is finished”
A mature housing pipeline moves through phases:
- land planning;
- BTO launch;
- construction;
- key collection;
- residents move in;
- schools/shops/transport adjust;
- eventually MOP and resale supply appear.
Punggol is now running several of those phases at once. Some older precincts are active resale markets while northern flats are still settling into the town.
What to expect if HDB launches another Punggol BTO
Future new-flat launches will operate under HDB’s Standard, Plus and Prime framework introduced from October 2024.

A waterfront or exceptionally connected Punggol project could theoretically fit more than one locational category depending on HDB’s assessment. Do not guess the classification from the map. HDB will label the project at launch.
MOP matters much more under the new framework
Standard flats continue with a 5-year MOP, while Plus and Prime flats carry a 10-year MOP. That changes the household decision materially.
- How long can the family realistically remain in the flat?
- Could work or school require relocation?
- Does the household expect another child?
- Is the flat suitable for ageing parents?
- Would a 10-year owner-occupation commitment restrict future plans?
HFE comes before application
HDB requires a valid HDB Flat Eligibility (HFE) letter before a buyer submits a BTO application. The HFE tells the household its eligibility for a flat, CPF housing grants and an HDB housing loan, including relevant amounts.
Do not wait for a desirable Punggol project to be announced before discovering that the HFE process is incomplete.
SBF can still matter when there is no Punggol BTO
Sale of Balance Flats exercises can include units across many towns, including flats that are completed or closer to completion. Supply depends on what HDB has available in that particular exercise.
The February 2026 SBF exercise offered 4,320 balance flats islandwide. Buyers interested specifically in Punggol should search the current HDB Flat Portal when each SBF exercise opens rather than assume Punggol units will always be present.

When there is no Punggol BTO launch, resale becomes the only immediate open-market route to choosing a specific existing Punggol block.
Which Punggol district suits a new-flat buyer?
Future BTO availability cannot be predicted from preference, but buyers can still understand the district trade-offs:
- Town Centre: mature transport and amenities, little reason to expect large new supply.
- Matilda / Sumang: established newer-western neighbourhoods and recent BTO history.
- Northshore: seafront/newer housing, Punggol Coast access improving.
- Punggol Point / Coast: newest northern growth layer, SIT/PDD nearby.
- Punggol Field / Oasis: mature school and neighbourhood infrastructure.
