Key collection day for a Punggol BTO flat takes place at HDB Hub in Toa Payoh, not in Punggol. HDB will email and SMS you within two weeks before the appointment. Bring your identity documents, your Certificate of HDB Fire Insurance, a working Singpass login and a phone with internet access.
Congratulations. After years of waiting, this is the easy part, as long as the paperwork and payments are lined up before you leave home.
This page is part of eduKate Punggol’s When You Need Help in Punggol, our practical guides for life’s occasions, big and small. It covers the key collection appointment itself: the notice, the documents, what you pay on the day, and the few things worth sorting out on the same trip.
Quick answer
- Where: HDB Hub, 480 Lorong 6 Toa Payoh, Singapore 310480. Key collection is not done at the Punggol branch.
- When: HDB notifies you by email and SMS within 2 weeks before the appointment. Check the date and time on your MyHDB Page.
- Bring: your identity documents, the Certificate of HDB Fire Insurance (digital or hard copy), access to your Singpass account, and a phone or device with internet access for the online CPF withdrawal.
- Pay: the balance of the flat price, mortgage stamp duty and legal fees, any Home Protection Scheme premium, the first month’s Service and Conservancy Charges, and a survey fee.
- Bank loan buyers: you make the required payments at your solicitor’s office first. HDB schedules your appointment once it receives them.
How to Plan for Key Collection Day
Most of the work happens in the weeks before the appointment. Here is the order that keeps the day calm.
- Follow your flat’s progress. Track the Probable Completion Date in HDB’s “Check Application for New Flat Purchase” e-Service, and check building progress on your MyHDB Page.
- Settle your financing early. If you are taking a bank loan, your solicitor will tell you what to pay at their office. HDB schedules key collection only after it receives those payments.
- Buy HDB fire insurance if you have an HDB loan. It must come from HDB’s appointed insurer, and MyNiceHome says to make sure its cover begins on the same day as key collection.
- Watch your email and SMS. HDB sends the notice within 2 weeks before the appointment. Log in to MyHDB Page to confirm the date and time.
- Test your Singpass. You will need it on the day, so check that your login and app work a few days ahead.
- Pack the documents. Put your identity documents and the fire insurance certificate in one folder, or save the certificate on your phone. Charge the phone too.
- Plan the rest of the trip. The SP Services centre is in the same HDB Hub complex, so you can open your utilities account after collecting your keys.
Where to Go and Who to Call
HDB’s MyNiceHome guide refers to “your key collection appointment at HDB Hub”. Punggol does have an HDB branch, but it is not where BTO keys are handed over.

Which Situation Fits You
You are taking an HDB housing loan
Your loan is disbursed at the key collection appointment, and your monthly instalment starts on the first day of the month right after key collection. HDB fire insurance is compulsory while the HDB loan is outstanding, and it must be renewed every 5 years. If you pay your monthly loan with CPF, you must also be covered by the Home Protection Scheme. Our HDB fire insurance and HPS guide explains both.
You are taking a bank loan
The required payments are made at your solicitor’s office, not at HDB Hub. HDB schedules your key collection appointment once it receives them, so the sooner your bank and solicitor finish their part, the sooner you get a date.
You are paying without a loan
MyNiceHome says buyers with no loan pay the balance purchase price by cash and/or CPF Ordinary Account savings when they collect the keys. Check your CPF balance well ahead, and bring the device you need for the online CPF withdrawal.
You still own your current flat
HDB requires you to sell or transfer your existing flat within 6 months of key collection. If you need the sale money to pay for the new flat, plan the sale so the proceeds are ready by your appointment. Our guide to selling your Punggol HDB flat sets out the steps and timings.
You applied as fiancé and fiancée
You need to solemnise your marriage within 3 months of collecting the keys. Put the date in your calendar on the day you get the notice.
You are a second-timer
HDB says second-timer applicants pay the resale levy before key collection, and the balance purchase price plus any resale levy must be paid in full before you get the keys.
What You Pay on Key Collection Day
MyNiceHome lists four payments at key collection:
- the balance of the flat price, paid in full by cash, CPF (including housing grants) or your housing loan;
- mortgage stamp duty and legal fees;
- Home Protection Scheme insurance, payable to CPF Board;
- the first month’s Service and Conservancy Charges, payable to the Town Council.
HDB’s key collection page adds a survey fee, due when you collect the keys. Registration fees and stamp duty on the Deed of Assignment may also apply. CPF’s guide to housing expenses (April 2026) gives these survey fees:
| Flat type | Survey fee |
|---|---|
| 2-room Flexi or Community Care Apartment | $163.50 |
| 3-room | $231.60 |
| 4-room | $299.75 |
| 5-room | $354.25 |
| Executive | $408.75 |
The same CPF guide puts the five-year HDB fire insurance premium at $1.11 to $6.68, depending on flat size, and Service and Conservancy Charges at $21 to $123 a month, depending on flat size and eligibility for reduced charges. We did not check Punggol Town Council’s rate for each flat type, so look at your own bill. Mortgage stamp duty and legal fees depend on your loan, so we have not quoted a figure; see CPF’s housing expenses guide for how they are worked out.
Opening an SP Services utilities account also needs a security deposit. SP will tell you the amount when you apply.
Neighbour’s Tips
- Keep the certificate on your phone as well as on paper. MyNiceHome accepts a digital or hard copy, and two copies mean one less thing to worry about.
- Check the insurance start date. The fire insurance cover should begin on the day you collect your keys, not the week after.
- Do the utilities account on the same trip. MyNiceHome suggests opening it at the HDB Hub centre “conveniently after key collection”, which saves a second journey to Toa Payoh.
- Bring painter’s tape or sticky notes. MyNiceHome suggests you go through each space systematically, mark each defect and list them. Slight colour differences in tiles or grout are normal.
- Note the date. Your 1-year Defects Liability Period starts on your key collection date, and defects should be reported within 30 days and before renovation starts. Our BTO defect report guide covers the Building Service Centre process.
- Remember the gas. A new flat’s gas supply has to be turned on before you can cook. Our page on no gas or a stove that will not light explains who to call.
- Keep the first month simple. Defects, utilities and moving all land at once. Our first-month checklist puts them in order.
If Something Goes Wrong
Nothing about key collection itself is an emergency. If you cannot attend, or want to know whether someone else can collect the keys for you, we could not confirm HDB’s rules, so contact HDB well before the day and check the HDB key collection page.
Once you are in the flat, a gas smell goes to City Energy’s 24-hour line, 1800 752 1800. A burst water main or no water goes to PUB on 1800-2255-782, which runs 24 hours. A power supply problem goes to SP’s 24-hour line, 1800 778 8888. Call 995 for fire, smoke or any injury.
Frequently Asked Questions

HDB notifies you by email and SMS within 2 weeks before the appointment. You can log in to your MyHDB Page to see the date and time.
What documents do I need to bring?
Your identity documents and the Certificate of HDB Fire Insurance, digital or hard copy. Make sure you can log in to Singpass, and bring a mobile or digital device with internet access to apply for your CPF withdrawal online.

On the first day of the month right after key collection. The loan itself is disbursed at the appointment.
Can someone else collect the keys for me?
