Selling Your Punggol HDB Flat: The Step-by-Step Process

Canal and bridge at Punggol Waterway Park with nearby HDB flats

Selling your Punggol HDB flat starts with two checks: that you have met the minimum occupation period (MOP), and that you register an Intent to Sell on the HDB Flat Portal at least 7 days before granting an Option to Purchase. Completion is within 8 weeks of HDB accepting the resale application.

Selling a home brings a lot of forms and a few nerves. Taken one step at a time, in the right order, it is very manageable.

This page is part of eduKate Punggol’s When You Need Help in Punggol, our practical guides for life’s occasions, big and small. It walks through the selling process from Intent to Sell to completion day. For prices, see our Punggol resale price guide.

Quick answer

  • Check your MOP first. An Option to Purchase (OTP) granted before you meet the MOP is null and void.
  • Register an Intent to Sell on the HDB Flat Portal (My Flat Dashboard) at least 7 days before granting an OTP. It also lets you list your flat on HDB’s Resale Flat Listing service.
  • Check your CPF refund with the “What Happens If” tool on your CPF Home ownership dashboard before you agree a price.
  • Use HDB’s prescribed OTP. Option fee up to $1,000, deposit up to $5,000, neither can be $0, and the option period is 21 calendar days, ending at 4pm.
  • Completion is within 8 weeks of HDB accepting the resale application. You get an SMS when the appointment is set.

Selling Your Punggol HDB Flat, Step by Step

HDB groups the journey into planning, Intent to Sell, Option to Purchase, resale application and completion. Here is what each stage asks of you.

  1. Confirm you have met the MOP. HDB says sellers must meet the minimum occupation period before granting the OTP. Our Punggol MOP guide covers MOP for Punggol flats.
  2. Register an Intent to Sell. Do it on the HDB Flat Portal. CEA says registering gives you a preliminary eligibility assessment, tells you when you may grant an OTP, and reminds you to plan your next home.
  3. Work out your numbers. Use CPF’s “What Happens If” tool to see how much goes back to your CPF account, and plan where you will live next.
  4. Market the flat. With a valid Intent to Sell, you can list it on HDB’s Resale Flat Listing service, sell it yourself, or appoint a registered property agent.
  5. Grant the OTP. Use HDB’s prescribed form with no amendments. The buyer, or their salesperson, must submit the Request for Value by the next working day after the Option Date.
  6. Submit the resale application. Once the buyer exercises the OTP, you and the buyer each submit your portion. Agree between you when to submit, and state any temporary extension of stay in both applications.
  7. Endorse the documents and pay the fees. Both parties acknowledge and endorse the resale documents and pay the necessary fees. HDB then grants approval.
  8. Complete the sale. Completion is within 8 weeks of HDB’s acceptance. Both parties get an SMS when the appointment is scheduled, and the details appear on My Flat Dashboard.

Where to Go and Who to Call

Almost the whole process runs online. As of October 2026, HDB runs the selling journey through the HDB Flat Portal and My Flat Dashboard, so look for those names when you log in.

Which Situation Fits You

You are selling without an agent

You can. CEA has a step-by-step guide for owners selling an HDB flat on their own, and HDB’s Resale Flat Listing service lets you advertise once your Intent to Sell is valid. You will handle viewings, the OTP and the paperwork yourself, so keep HDB’s OTP notes open as you go.

You are using a property agent

CEA says there are no fixed commission rates. Commission is paid on completion to the property agency, not the agent, and you should check whether GST is payable. Only sign the Prescribed Estate Agency Agreement after you understand every clause. An agent who collects commission from you cannot also collect commission or a co-broking fee from the buyer in the same deal.

You need time to move out after completion

Ask the buyer early about a temporary extension of stay. If you both agree, it must be stated in both of your resale applications. We could not confirm the maximum length allowed, so check with HDB.

You are moving to a new BTO flat

HDB gives owners 6 months after collecting the keys to a new flat to sell or transfer the old one. If you need the sale money to pay for the new flat, time the sale so the proceeds are ready. Our key collection day guide covers what is paid on that day.

You are 55 or older

CPF refunds are first used to top up your Retirement Account to meet your required retirement sum, and any balance stays in your Ordinary Account. If you are selling to move somewhere smaller, our guide to right-sizing in later life covers the extra options.

Where the Sale Money Goes, and the Rules

CPF sets out the order in which your sale proceeds are used:

  1. First, any outstanding housing loan is paid off.
  2. Next, you refund to CPF the principal you withdrew for the flat plus the accrued interest, and any pledged amount if you are 55 or older and pledged the property.
  3. Whatever is left comes to you in cash.

CPF adds that you do not need to top up a housing refund shortfall in cash, as long as the flat is sold at market value. Its sale proceeds guide also notes that the buyer’s cash option money counts toward the selling price and must be refunded to CPF before the sale completes, so do not treat it as spare cash. A voluntary housing refund before you sell reduces what you must refund later.

On fees, both parties pay the necessary HDB fees after endorsing the resale documents. We have not quoted HDB’s resale fee amounts because we could not confirm them on HDB’s pages, so check the current figures on HDB’s selling page. Agent commission, if you use one, is a matter for you and the agency to agree.

Finally, HDB reserves the right to reject or cancel a resale application at its sole discretion, so answer every question in the application fully and accurately.

Neighbour’s Tips

  • Register the Intent to Sell early. Doing it before you find a buyer takes the 7-day wait out of your timeline.
  • Count the option period properly. The 21 days are calendar days, including weekends and public holidays, and the option expires at 4pm.
  • Know your cash figure before you name a price. The loan and CPF refund come out before you see any cash, so run the “What Happens If” check first.
  • Line up your next home first. Completion can come within 8 weeks of HDB’s acceptance, which is not long to find and move into another place.
  • Put the commission in writing. Agree the rate, and whether GST is added, before the agent starts work.
  • Never edit the OTP form. HDB’s prescribed form must be used as it is, with no amendments.
  • Book movers once you have a completion date. Our moving day guide has a checklist.

If Something Goes Wrong

Selling a flat is not an emergency, but two things need quick action. If you think an agent has behaved improperly, give feedback to CEA through its feedback page. If a stranger pressures you to pay money or hand over documents outside the normal HDB process, stop and check with HDB first, and call the Police on 999 if you feel threatened.

Closing the Door Kindly

A flat holds years of birthdays, homework and ordinary evenings, so it is normal to feel a pang on completion day. Leave the new owners a note about the bin centre and the nearest bus stop, take one last photo, and walk out knowing the paperwork was done right.
