Digital Help for Seniors: Where to Start
A little structure helps. Pick one goal, get help with it, then set up the safety basics before moving on.
- Choose one thing to learn first. A video call, booking a polyclinic appointment or reading the news in larger text. One win builds confidence for the next.
- Call IMDA on 6377 3800. Ask where the nearest Digital Ambassador or SG Digital Community Hub is. Seniors Go Digital covers setting up devices, finding information, communicating, transacting online and staying safe.
- Go to ServiceSG for government services. ServiceSG Centre One Punggol helps residents with digital government services, including Singpass. It is a walk-in centre.
- Add the safety basics. The Singapore Police Force (SPF) suggests installing the ScamShield app, setting internet banking transaction limits, keeping the phone and security apps updated, keeping Google Play Protect on and turning off “Install unknown apps”.
- Check, then tell. SPF’s advice is to check suspicious messages, numbers and links through ScamShield, and to tell family, friends and the authorities. Report any fraudulent transaction to the bank immediately.
- Save 1799 in the contacts. Label it clearly, such as “ScamShield – call before paying”.
- See if a subsidy fits. If your parent is on ComCare or in a rental flat, ask IMDA about Mobile Access for Seniors and DigitalAccess@Home.

Checked October 2026 — confirm on the official page before you go: IMDA SG Digital Offices, Punggol Regional Library and ScamShield Helpline.
IMDA’s hub pages carry 2020 dates and older opening hours, so the Punggol 21 hub may have changed. A two-minute call to 6377 3800 before you go saves a wasted trip.
Which Situation Fits You
Your parent has just got a first smartphone
Seniors Go Digital offers one-to-one or small-group training on everyday smartphone tasks, including messaging, government services and paying safely online. IMDA also has an Activity Pack for seniors aged 60 and over, which you can pick up or download.
Small print is a struggle
Punggol Regional Library’s magnifier station on Level 4 enlarges and reads text aloud. Its Book Borrowing Stations on Levels 1 and 2 have larger fonts and higher contrast, and assistive keyboards, joysticks and trackballs are available on Levels 1 to 4. Our Punggol Regional Library guide has more.
Your parent is on ComCare or lives in a rental flat
Mobile Access for Seniors may help, but only after your parent has attended Seniors Go Digital learning and picked up at least one basic skill. DigitalAccess@Home offers subsidised broadband and a laptop or tablet to lower-income HDB households. Details are in the costs section.
Your parent uses an Android phone
SPF warned in June 2026 about a scam aimed at seniors. Adverts for senior activities on Facebook and TikTok lead to WhatsApp chats, where victims are asked to install an app file. Fake callers then pose as officials. SPF said there had been at least eight cases since 1 April 2026, with losses of at least $69,000. Some victims found their Singpass or ScamShield apps uninstalled.
You think the phone has been infected
SPF says to switch on flight mode and turn off Wi-Fi, then run a scan with Play Protect or an antivirus app. From another device, check the bank, Singpass and CPF accounts for anything unusual. Do not factory reset the phone before reporting to the police. After reporting, reset it and change your passwords.
Your parent has already lost money
Call 1799 to be connected to the bank straight away, then file a police report online; the helpline cannot file one for you. Our guide on what to do in the first hour after a scam walks through it.
Costs and Subsidies
- Digital Ambassador help: IMDA’s pages list no fee.
- Mobile Access for Seniors: a two-year mobile plan at $5 a month, including GST, and a smartphone from $20, one-time. Plans come from M1, Singtel and SIMBA, with free caller ID and unlimited incoming local calls.
- Who qualifies: IMDA’s leaflet says citizens aged 60 and over who receive ComCare Long Term Assistance or ComCare Short-to-Medium Term Assistance, or who live under HDB’s Public Rental Scheme, and who have attended Seniors Go Digital learning. IMDA’s April 2025 FAQ words this slightly differently, so check live.
- DigitalAccess@Home: for HDB households with at least one citizen and gross household income of $1,900 or less, or $650 or less per person. The limits rise to $3,400 or $900 per person with a primary school pupil or a person with disabilities at home.
- What it gives: three years of subsidised fibre broadband plus a laptop or tablet, broadband only, or a device only. IMDA’s example: entry-tier broadband at $5 a month for 500Mbps or $10 for 1Gbps, and tablets from $75.
- How to apply: online at digitalaccess.gov.sg, or on paper through an SG Digital Community Hub. IMDA says applications are processed within 10 business days.
Our Singpass, LifeSG and ServiceSG explainer covers the government apps your parent is most likely to need.
Neighbour’s Tips
- Never install an app from a WhatsApp link. The 2026 scam on seniors starts exactly that way. Official app stores only.
- Turn off “Install unknown apps” together. Do it on your parent’s phone the next time you visit, and check Play Protect is on.
- Set a low daily transfer limit. SPF recommends transaction limits on internet banking, so a mistake costs less.
- Do not factory reset first. If something goes wrong, report it to the police before wiping the phone.
- Call 1799 before acting on any “officer” call. AIC, Sengkang General Hospital and MSF all say their staff will never ask you to transfer money by phone.
- Write the steps on a card. Large print, in your parent’s own language, kept with the phone. It saves many repeat questions.
- Use the library’s magnifier. It is a quiet, unhurried place to practise reading on a screen.
If It’s Urgent or Gets Worse
Call 999 if someone is on their way to collect cash or valuables, or if your parent feels threatened. SPF’s advice is never to leave valuables out for “collection”.
If money has gone, call the bank at once, or call 1799 and ask to be connected to it. The helpline can connect callers to DBS/POSB, UOB, OCBC, Citibank, Maybank, Standard Chartered and HSBC. Then file a police report online.
