Most driving licence Punggol questions are now answered in the Singpass app, where your free Digital Driving Licence lives. There is no Traffic Police counter in Punggol: Traffic Police Headquarters at 10 Ubi Avenue 3 is appointment-only. Road tax has its own guide, and ERP 2 replaces gantry charging from 1 January 2027.
For most Punggol drivers, the paperwork now happens on the phone rather than at a counter.
This page is part of eduKate Punggol’s Essential Information for Punggol, our quick answers and where-to-go lists for everyday life in Punggol. It is a hub: licences, Traffic Police appointments, inspections and the ERP 2 changes, with links to our deeper guides on road tax, lost licences and accidents.

Which Driving Task Is Yours
You need to show your licence
Open the Singpass app. The Digital Driving Licence shows your photo, licence number, classes, status, demerit points and Certificate of Merit eligibility. The physical card has been optional since the second half of 2022, but SPF notes you may need it in some situations, such as driving overseas.
You or a parent is turning 65
Drivers aged 65 and above must be certified fit to drive by a Singapore-registered doctor offering the Fitness To Drive assessment. A letter arrives about 10 weeks before the 65th birthday, and the doctor submits results digitally. Classes 2B, 2A, 2, 3A, 3, 3C and 3CA are then valid three years at a time. Classes 4, 4P, 4A, 4AP, 5 and 5P are valid one year at a time after a Proficiency or Enhanced Proficiency Driving Test, renewed yearly until 74.
You have moved to Singapore with a foreign licence
You need a valid foreign licence and a pass in the Basic Theory Test. Apply through SPF’s online form. The outcome comes by email within six weeks, and only successful applicants get an appointment at Traffic Police HQ, bringing originals and copies. Foreigners resident for less than 12 months need an International Driving Permit or official English translation (ASEAN nationals do not need an IDP). Work Permit and S Pass holders get Class 3C, and anyone who drives for work must get a Singapore licence within six months of their work pass being issued.
Your car is due for road tax or inspection
Cars under three years old need no inspection. From three to ten years, inspection is every two years, and above ten years, every year. LTA sends a notice within three months of the due date. Our road tax renewal guide walks through the rest, and our vehicle recall check explains OneMotoring’s recall search.
How to Book a Traffic Police Appointment
- Check whether you need to go at all. Many licence tasks, including replacing a lost or defaced card, are done through SPF e-Services.
- Log in. Go to the SPF website, then e-Services, then Driving Licence, and sign in with Singpass.
- Choose your service and slot. Counter services have been by appointment only since 29 April 2024.
- Aim for quiet hours. SPF says 8.30am–10am and 3.30pm–4.30pm usually mean a wait of about 15 minutes. From 10.30am to 3.30pm, it can be 60 to 90 minutes.
- Bring originals and copies. This matters especially for a foreign licence conversion.
- Arrive in time for a queue ticket. Tickets are issued from 8.30am to 5pm.
Walk-ins ended after 12 May 2024. The exception is Long-Term Visit Pass holders renewing or replacing a licence.
ERP 2 and Other Changes for Punggol Drivers
- Gantry charging ends on 31 December 2026. ERP 2, using satellite positioning, starts on 1 January 2027. In its September 2026 release, LTA said over 98% of eligible vehicles had been fitted with the OBU.
- New road markings from October 2026. Blue “ERP” markings and “ERP Charge Zone” signs are going up at the 33 operational ERP locations. All 95 gantries will be modified or removed by June 2027.
- OBU installation: free for invited owners who install within three months of the final reminder (reminders issued from 15 February 2026). After that, $35 for motorcycles and $70 for other vehicles.
- Missed ERP charges from 2027: the vehicle owner pays. There is a five-day grace period from LTA’s SMS, then a $10 administrative fee, and LTA transactions such as road tax renewal and vehicle transfer are blocked until you pay.
- Tougher penalties since 27 February 2026: illegal vehicle alterations can bring a fine of up to $20,000 and/or two years’ jail for individuals, doubled for repeat offenders.
- Class 4 learners on a work pass: since 15 September 2025, Class 3C holders must pass a road assessment before Class 4 lessons. Failing revokes the 3C licence.
Details from LTA’s September 2026 ERP 2 release and its February 2026 release on the transition and penalties.
Costs
The Digital Driving Licence is free. SPF’s licence page does not list application, renewal or conversion fees, and OneMotoring does not list inspection fees, so check with SPF e-Services and the inspection centre when you book. The OBU fees above apply only if you miss the free installation window.
Neighbour’s Tips for Driving Licence and Road Tax Matters in Punggol
- Do not inspect too early. An inspection done more than three months before the due date is not valid for road tax renewal.
- Kovan is a straight ride. The CDC Outpost sits at Kovan MRT, Exit A, on the same North East Line as Punggol.
- Book Ubi by appointment. The Ubi driving centre does not take walk-in enrolment.
- Settle ERP SMSes quickly from 2027. Five days is not long, and an unpaid charge can hold up your road tax.
- Keep the photocard for trips abroad. The app is enough at home, but overseas you may need the physical card.
- Book Traffic Police for the morning. The 8.30am to 10am slot is one of the quiet windows SPF lists.
- Check CDC training hours live. The Outpost page lists weekend practical training but also says Sunday is closed.
If It Is Urgent or Out of Hours
- Accident with injuries: call 995 for an ambulance and 999 for the police. Then follow our accident report guide.
- Traffic Police hotlines are weekday office hours only: information line 6547 0000 (8.30am–5.30pm); Investigation Branch call centre 6547 6391 (9am–5.30pm).
- Other police matters: see our guide to police in Punggol for the local police centre and online reports.
