There is no driving centre in Punggol, so for driving lessons Punggol learners look to the nearest one, ComfortDelGro Driving Centre in Ubi, whose Outpost office at Kovan MRT Exit A is one North East Line ride away. Licensed private instructors are the other route; check them on the police’s official list.
It is a big milestone at 18, and just as satisfying at 48. The path to a licence is the same either way.
This page is part of eduKate Punggol’s Essential Information for Punggol, our quick answers and where-to-go lists for everyday life in Punggol. It lists the driving centres within reach, how the licence process works, current fees, test waiting times, and how to check that a private instructor is licensed.

Which Route Fits You
You want the easiest journey from Punggol
CDC’s Outpost sits at Kovan MRT Exit A, a direct ride on the North East Line from Punggol. Choosing it as your pick-up point adds $15.26 to each lesson, so weigh that against travelling to Ubi.
You are choosing between manual and automatic
CDC explains that a Class 3A licence lets you drive cars without a clutch pedal, while a Class 3 licence covers manual cars as well. It says Class 3 takes an average of 29 sessions, including 2 automatic lessons, and Class 3A an average of 24. Everyone learns at their own pace, so treat these as a guide.
You prefer a private instructor
SPF stopped issuing new private driving instructor licences in 1987 and, in replies in January and May 2026, said it has no plans to re-issue them. The private instructors still licensed are on the SPF list. A private instructor who is not on that list is not licensed.
You are 65 or older
Learners aged 65 and above must first be certified fit to drive by a Singapore-registered doctor before getting a Provisional Driving Licence.
You have a medical condition or disability
SG Enable lists the Tan Tock Seng Hospital Driving Assessment and Rehabilitation Programme, which needs a doctor’s referral. It also notes that the Handicaps Welfare Association sells driving aids.
You hold a work pass
The $25 Provisional Driving Licence fee applies to citizens, PRs and eligible work-pass holders. CDC asks foreign learners to bring their original work pass to the test.
How to Get a Driving Licence, Step by Step
- Check you are eligible. CDC’s minimum age is 18 at application. If you are 65 or older, see a doctor first.
- Enrol with a driving centre, or find a licensed private instructor.
- Take the eyesight test. At CDC this includes a colour-blindness check.
- Study for the Basic Theory Test. SPF publishes the official Basic Theory of Driving handbook. CDC students also complete 15 hours of Basic Theory e-learning.
- Pass the Basic Theory Test. First-time CDC school learners must pass an in-person Internal Evaluation before booking the test.
- Apply for your Provisional Driving Licence. Apply online through SPF e-Services with Singpass. It is digital, costs $25 and is valid for 2 years. You need it before practical lessons on the road.
- Take practical lessons and the Final Theory Test. CDC includes 20 hours of Final Theory e-learning and simulator training. All theory tests, simulator training and practical module 2 must be done before you book the practical test.
- Book and sit the practical test. Bring your original ID on the day.
What to Bring to Lessons and Tests
- Every lesson: your original IC, as CDC requires.
- Every road lesson: a valid Provisional Driving Licence.
- The practical test: your original Singapore ID or passport. Foreign learners bring their original work pass.
- For learners 65 and over: your doctor’s certification of fitness to drive, before you apply for the licence.

SPF also publishes test waiting times and pass rates. In July 2026, the wait for a Class 3 practical test was about 1.0 month at CDC, 0.4 at BBDC and 0.5 at SSDC; for Class 3A, 0.9, 0.4 and 0.9 months. First-time Class 3 pass rates from August 2025 to July 2026 were 30% at CDC, 52% at BBDC, 39% at SSDC and 26% for private-instructor candidates. These are official figures, not a ranking. Many things affect a pass, and preparation matters most.
Neighbour’s Tips for Learner Drivers in Punggol
- Grab the cheaper slots if you can. At CDC, weekday lessons from 8.30am to 10.10am and 12.45pm to 4.15pm cost $79.57, against $89.38 at other times.
- Book fairly. MHA says schools are adding CAPTCHA, one-time passwords and booking limits against bots, and accounts that use bots may be suspended.
- Be patient with slots. MHA has acknowledged high demand for Class 3 lessons, so plan your lessons around exams, work and holidays early.
- Check the instructor before you pay. If the name is not on the SPF list, do not get in the car.
- Watch your licence dates. The Provisional Driving Licence lasts 2 years, and a CDC enrolment lasts 1 year before renewal.
- Read up on shared cars before you plan your first drive. GetGo does not accept P-plate licences; our car-sharing guide explains the options.
If Something Goes Wrong
- An unlicensed instructor: unlicensed driving instruction is an offence under the Road Traffic Act, with a fine of up to $2,000 and/or up to 6 months’ jail, and possible disqualification. Report it on the Police Hotline, 1800-255-0000, or through police.gov.sg/i-witness.
- A lost driving licence after you pass: see our guide to replacing a lost driving licence.
- An accident during or after lessons: call 995 if anyone is hurt and 999 for the police.
