Which Contact Fits Your Situation
Your own pet is missing
Use all three at once: go.gov.sg/lostpet, 1800-476-1600 and SPCA on 6287 5355. The quick steps are below.
You found a pet that looks lost
Call the Animal Response Centre on 1800-476-1600 with the location. A collar, tag or microchip may lead back to the owner. Our licensing explainer covers what to do while you wait.
You found an injured community animal
If the animal is seriously hurt, unconscious or a danger to the public, call 1800-476-1600 straight away. For a community cat with a non-life-threatening injury, take it to a vet if you can, or ask neighbourhood cat caregivers or an animal welfare group to help. For a free-roaming dog with minor injuries, contact an animal welfare group and approach carefully.
A friendly community cat has not been sterilised
Apply to Cat Welfare Society at catwelfare.org/catsnip for free microchipping and sterilisation at a partner clinic. If the cat needs trapping first, email info@catwelfare.org with the location, the times it is seen, details of who feeds it, and photos or videos.
You suspect cruelty or abandonment
Report it at avs.gov.sg/feedback or call 1800-476-1600. SPCA also takes cruelty reports through the form on its website.
Food and mess are left in the void deck
Report the cleanliness problem to Punggol Town Council. If a disagreement with a neighbour is growing, our guide to neighbour disputes and community mediation explains the calmer routes.
If Your Pet Goes Missing: Quick Steps
- Report online. Fill in the lost pet form at go.gov.sg/lostpet.
- Call AVS. Phone the Animal Response Centre on 1800-476-1600. It is open 24 hours.
- Call SPCA. Phone 6287 5355 so it knows to look out for your pet.
- Spread the word. Put up posters, with permission, around your block, nearby vet clinics and pet shops, and post on social media and local chats.
- Check the Animal Management Centre. Book an appointment through 1800-476-1600 before you go to Sungei Tengah, and bring a carrier.
- Keep your details current. AVS can trace a found microchipped animal to you only if it is licensed on PALS or registered with AVS. Our licensing explainer covers how.
What to Have Ready
- Your postal code and the date and time your pet was last seen.
- Your pet’s name, microchip number, breed, age, sex, colour and markings.
- A description of its collar and ID tag, if it wears one.
- A few clear, recent photos, including one of any distinctive markings.
- A simple poster with the photo, the area last seen and your phone number.
- A carrier and lead, ready by the door.
Costs and Help with Fees
- Reclaiming a pet from the Animal Management Centre: impoundment S$93 per dog or S$47 per cat, microchipping S$20, and boarding S$16.50 per animal per night. Pay by NETS, credit card or PayNow.
- Community cat sterilisation: free through Cat Welfare Society’s partner clinics.
- Pet Cat Sterilisation Support: for owned pet cats in households on financial assistance (for example from MSF or a CDC), blue CHAS card holders or public rental tenants. It reimburses up to $30 for microchipping, $110 for male and $230 for female sterilisation, $350 for complex cases and $110 for related treatment, plus capped boarding and transport costs (GST included). Register at go.gov.sg/avs-pcss-registration; Cat Welfare Society completes the process.
- Adoption fees: set by each group. AVS says they cover sterilisation, deworming, vaccination and administration.
- Licence fees: see our licensing explainer rather than this page.
Neighbour’s Tips for Lost Pets and Community Cats in Punggol
- Report in three places, not one. AVS’s own advice is to use the lost pet form, the Animal Response Centre and SPCA together.
- Do not drive to Sungei Tengah on a whim. The Animal Management Centre is appointment-only and closes for lunch from 1pm to 2pm and at weekends.
- Book SPCA first. When we checked in October 2026, it was closed for walk-ins until further notice.
- Save the number now. Put 1800-476-1600 in your phone under “Animals” before you ever need it.
- Use the AVS 24-hour line at night. The Town Council’s after-hours number, 1800-325 8888, is for estate faults, not animals.
- The Town Council is closed on Saturdays. Some older Pasir Ris-Punggol pages still show Saturday hours, but Punggol Town Council has run the estate since 1 August 2025 and its office closes at weekends.
- Ask about subsidies. If money is tight, Pet Cat Sterilisation Support reimburses sterilisation costs up to set caps for eligible households.
Out of Hours
- The AVS Animal Response Centre, 1800-476-1600, answers 24 hours for lost, found and injured animals.
- SPCA’s contact page lists no separate 24-hour line.
- For a pet that needs a vet tonight, see our emergency and after-hours vets near Punggol.
- If a person is hurt, for example by a dog, call 995.
