First-time cat or dog licence applicants in Punggol must complete the free online AVS Pet Ownership Course before licence issuance. AVS estimates about 20–30 minutes for the course.
The course is available online, so Punggol residents can begin from home. AVS provides a Singpass registration guide for Singaporeans, permanent residents and FIN holders, plus a manual registration guide for foreigners using a passport number only.
After finishing the course, continue with the pet licence application on PALS. Plan the course and the application as two tasks, and keep your pet’s documents ready for the licensing stage.

Choose the registration guide
Start from the AVS course page and select the guide matching your identification route. Passport-only registration includes two-factor authentication using Google Authenticator, according to AVS.
Set aside an uninterrupted period, and use a device on which you can read the learning material comfortably. Have access to the email or phone you use for registration.
Use the course to plan daily care
The syllabus covers animal biology, pet care and health, responsible ownership, and relevant rules. Read it with your own household in mind: who will feed the animal, arrange care and manage its daily routine?
Write down questions that need a household decision. A practical plan might identify the main caregiver, a backup caregiver and the place where veterinary records will be kept.
Prepare for the licence application
Before opening the application, gather the pet’s microchip information and any applicable supporting records. Use the AVS application guidance to check documents relevant to adoption, importation or sterilisation.
Keep clear copies in one folder. If a document does not match the pet’s details, ask the issuer to clarify it before you submit conflicting information.
Get help with the screen
A family member can help you follow the registration guide and read the navigation. Remain involved in the course so that the care decisions reflect what you understand and can carry out.
If you become stuck, note the page, error message and stage reached. That makes a request for help more useful than starting the entire process again without knowing what failed.
