To make a Lasting Power of Attorney in Punggol, log in to OPG Online with Singpass, name your donees and wait for them to accept online. Then book a certificate issuer, who checks and certifies it with you. Form 1 is free for citizens from 1 April 2026; certificate issuers charge their own fees.
It is a short job that saves a family a great deal of worry later, and it is easiest to do while everyone is well.
This page is part of eduKate Punggol’s When You Need Help in Punggol, our practical guides for life’s occasions, big and small. It keeps to the practical side of a Lasting Power of Attorney: the forms, the online steps, finding a certificate issuer near Punggol, costs and timeline. For what an LPA is and how it fits with advance care planning, wills and deputyship, read our LPA, ACP, wills and deputyship explainer.
Quick answer
- Who can make one: the person making it, called the donor, must be at least 21. Donees can act on personal welfare, property and affairs, or both.
- Which form: Form 1 has general powers with basic restrictions and is done online on OPG Online (OPGO). Form 2 has customised powers, and MSF says its clauses must be drafted by a lawyer.
- Cost: Form 1 is free for citizens from 1 April 2026. Certificate issuers set their own fees; in June 2025 the median was $47.50 for doctors and $104.50 for lawyers.
- Certificate issuer: we could not find one with a Punggol address on the Office of the Public Guardian’s most-visited list. The nearest listed are in Hougang, plus Sengkang General Hospital for psychiatrist certification.
- Timeline: donees accept, the certificate issuer certifies, then there is a three-week objection period before registration.
- Help in person: ServiceSG Centre One Punggol, 1 Punggol Drive #01-01, Monday to Saturday 9am–6pm.
How to Make a Lasting Power of Attorney: Step by Step
These steps are based on the Office of the Public Guardian’s (OPG) quick reference guide for Form 1. The copy we read is the 2022 edition, and a newer edition dated 5 August 2026 is listed, so the screens and some details may differ. Follow the current guidance on MSF’s LPA page as you go.
- Set up your Singpass digital signature in the Singpass app before you start. You will need it to sign.
- Log in to OPGO with Singpass and start a Form 1 application. Check your particulars and add your email address and mobile number.
- Appoint your donees. OPG’s guide says Form 1 allows up to two donees and one replacement donee. Each must be at least 21, and anyone given property and affairs powers must not be bankrupt.
- Wait for every donee to accept. They are notified by SMS or email and accept online. The guide says that if a donee rejects, the draft becomes invalid and you must start again.
- Book a certificate issuer, but only after all donees have accepted. Visiting too early is one of the mistakes OPG’s guide warns about.
- Sign at the appointment. You and the certificate issuer review the draft together. You sign first with Singpass, then the certificate issuer signs and submits it for registration. No changes are possible after submission.
- Pay online if a fee applies. Form 1 is free for citizens from 1 April 2026. For any other fee, check OPG’s current fee schedule and payment methods.
- Wait for registration. If there are no objections during the three-week waiting period, OPG registers the LPA. You get SMS and email updates along the way.

Which Situation Fits You
A simple LPA for a healthy parent
Form 1 suits most people. MSF says 98% of citizens who made an LPA used it. You fill it in online, then a certificate issuer certifies it with you in person.
You want customised powers
Form 2 lets you write your own terms, but MSF says the clauses have to be drafted by a lawyer. We could not confirm the current Form 2 fees, so check OPG’s fee schedule. Our guide to free legal clinics and legal aid lists where to get free legal advice.
Your parent is a PR or a foreigner
The free Form 1 applies to Singapore Citizens. We could not confirm the fees for PRs and foreigners, so check OPG’s fee schedule before applying.
Your parent is not comfortable online
ServiceSG Centre One Punggol can help in person, as MSF suggests. Hardcopy LPAs are allowed only in exceptional cases, with the Public Guardian’s approval.
Your parent is overseas
MSF says the LPA must be certified by a certificate issuer registered with OPG in Singapore. Plan the certificate issuer appointment for a time when your parent is back home.
Your parent’s memory is changing
Do not wait. A person must still have mental capacity to make an LPA. If capacity has already been lost, the route is a court-appointed deputy, which our explainer covers. Our guide to caring for a parent with dementia has more on the early stages.
Lasting Power of Attorney Costs and Timeline
- Form 1 application: MSF says “The LPA Form 1 application will be free of charge for all Singapore Citizens from 1 April 2026”. GovTech put the fee at $75 before the waiver. MSF also says there is no refund once an application is submitted, even if it is rejected.
- Certificate issuer fees (MSF benchmarks as at June 2025, for Form 1 certification, excluding consultation and GST): accredited doctors median $47.50 (range $24–$500); lawyers median $104.50 ($50–$600); psychiatrists median $350 ($24–$1,500). OPG does not set these fees.
- Vouchers: MSF said in August 2025 that certification fees can be paid with CDC and SG60 vouchers at participating establishments. Ask before you book.
- Payment: online, if a fee applies. OPG’s 2022 guide listed Mastercard or Visa only, so check the current guide.
- Timeline: GovTech says OPGO cut the time to make and certify an LPA online from three weeks to about 15 minutes. The three-week objection period before registration still applies.
You are not alone in doing this. MSF says about 404,000 citizens, roughly one in seven, had made an LPA as of February 2026, including about 197,000, or one in four, of those above 65.
Neighbour’s Tips
- Set up the Singpass digital signature the day before. Fumbling with it at the clinic wastes your appointment.
- Get both donees to accept before booking. It saves a second trip to the certificate issuer.
- Read every name and NRIC number twice. Nothing can be changed after submission, and a rejected draft means starting over.
- Have the donee details ready: each donee’s full name, NRIC or FIN, relationship to you and contact details.
- Compare fees first. They vary widely, and doctors usually charge less than lawyers or psychiatrists.
- Ask about vouchers. Some certificate issuers accept CDC vouchers.
- Think about the advance care plan too. MSF suggests considering an Advance Care Plan and naming your donee as your Nominated Healthcare Spokesperson. Our advance care planning guide covers how.
If It’s Urgent or Gets Worse
If your parent has already lost mental capacity, an LPA can no longer be made. The route then is a court-appointed deputy, which our explainer describes.
If you suspect a donee is misusing an LPA, report it to the Office of the Public Guardian through MSF’s hotline on 1800-111-2222. If a crime may have happened, call the Police on 999. Our guide on elder abuse and vulnerable adults explains more.
Scammers sometimes pretend to be from MSF. MSF says Government officials will never ask you to transfer money or share bank log-in details over a phone call. If in doubt, call ScamShield on 1799.
