Free Legal Clinics and Legal Aid for Punggol Residents

Punggol MRT and LRT streetscape near One Punggol

As of October 2026, there is no free legal clinic Punggol residents can walk into inside the town. The closest options are the North East CDC’s free virtual clinic on the first Friday of each month, Pro Bono SG’s Community Law Centre in Hougang, and community club clinics nearby. For civil legal aid, apply to the Legal Aid Bureau.

A twenty-minute chat with a volunteer lawyer can settle a surprising amount of worry.

Which Kind of Legal Help Fits You

You want quick advice on a personal problem

Try the North East CDC clinic or a Pro Bono SG centre. CDC clinic consultations last about 20 minutes and are free. Pro Bono SG clinics are for people who cannot afford a lawyer, have not already had advice from a lawyer on the matter, and are asking about a personal rather than business issue. Clinic lawyers cannot represent you in court.

You need a lawyer to act for you in a civil case

Apply to the Legal Aid Bureau. Legal Advice and Assistance needs you to pass a means test. Full Legal Aid needs both a means test and a merits test. Applicants under 21 apply through a parent or guardian.

You have been charged with a crime

The Public Defender’s Office, working with Pro Bono SG’s Criminal Legal Aid Scheme, provides criminal defence aid to citizens and PRs aged 21 and above (under 21 through a parent or guardian) who are charged, unrepresented and pass the merits test. Some offences are excluded, such as those punishable by death, regulatory offences, gambling, syndicate crime and terrorism. The full list is at go.gov.sg/pdoscope.

It is a dispute with a neighbour or a shop

Mediation may solve it faster than a lawyer. The Community Mediation Centre uses ServiceSG One Punggol as a satellite venue. Our neighbour disputes guide explains mediation and tribunals, and our consumer rights guide covers refunds and small claims.

You can afford to pay a lawyer

The courts cannot give legal advice. To find a lawyer, use the Ministry of Law’s Legal Services Regulatory Authority directory or the Law Society’s Find a Lawyer service.

How to Apply for Civil Legal Aid, Step by Step

  1. Check the means test. Read LAB’s means test page to see if you are likely to qualify.
  2. Register your case online. Then book an appointment through the OneMinLaw Portal within three working days. You can also book the appointment first.
  3. Attend the appointment. LAB does a preliminary means test. LAB says, “Do NOT come to the Centre without making an appointment.”
  4. Complete the full means test. LAB requires full and frank disclosure. Failing to disclose is a criminal offence.
  5. Give your statement. A LAB Legal Executive interviews you about your case.
  6. Wait for the merits test and decision. LAB says a decision usually takes about four months for straightforward cases.

What to Bring

  • To a free clinic: your NRIC and the documents about your issue, such as letters, contracts, messages or court papers.
  • To LAB: your IC (or passport for PRs), bank books or statements, fixed deposit receipts, investment details, and your latest CDP statement.
  • Any court orders: or Personal Protection Order applications, if relevant.
  • Without Singpass: LAB also asks for 12 months of CPF contribution history, your latest tax assessment or IR8A, and IRAS property tax notices.
  • A short timeline: dates, what happened and what you want. It helps you use a 20-minute slot well.

Costs and Legal Aid Eligibility

Community Legal Clinics at the CDCs are free of charge. For civil legal aid, the Ministry of Law widened eligibility from 1 October 2026. The means test now looks for:

  • An average per capita household income of $1,650 or lower.
  • An owned residence with an annual value of $21,000 or lower, and no other property.
  • Savings and non-CPF investments of $12,000 or lower if you are under 60, or $42,000 or lower if you are 60 or older.

LAB says people facing hardship who fall outside these limits can contact the MinLaw Services Centre. For criminal defence aid, the asset threshold was also raised from 1 October 2026. We could not confirm the new figures, so check the PDO’s criminal defence aid page. The Ministry of Law expects up to 1,000 more citizens and PRs a year to benefit, according to its announcement.

Neighbour’s Tips for Free Legal Help near Punggol

  • Book days ahead. CC clinics often need booking in advance. Rivervale asks you to register three to five days before.
  • Check the constituency rule. Several CC clinics serve only their own GRC residents. A phone call saves an evening.
  • Reschedule early. For CDC clinics, change your slot at least three working days before.
  • Register online before visiting LAB. LAB says registering first means you are attended to ahead of walk-ins at the kiosk. It suggests arriving between 8.30am and 11am to avoid the crowd.
  • Turned down before? If LAB rejected you on means before October 2026, the higher limits may now cover you.
  • Keep originals at home, copies in hand. Bring a tidy set of copies and your phone with digital versions.
  • Ask about scams separately. If the problem is money lost to a scammer, start with our first-hour scam guide.
