Merdeka Generation, Pioneer Generation and Silver Support: Which Applies to You

Merdeka Generation Package

For Singapore Citizens born from 1 January 1950 to 31 December 1959 who became citizens on or before 31 December 1996. It also covers people born in 1949 or earlier who became citizens by 31 December 1996 and did not receive the Pioneer Generation Package. Check your status on the LifeSG app (MG e-card) or the Singpass app.

Pioneer Generation Package

For Singapore Citizens born on or before 31 December 1949 who became citizens on or before 31 December 1986. There is no separate application; letters went out in June 2014. Check your status on the LifeSG app (PG e-card) or the Singpass app.

Silver Support Scheme

For Singapore Citizens aged 65 and above who meet all three conditions:

  • Low lifetime wages: total CPF contributions by age 55 of up to $140,000. For the self-employed and platform workers, average annual net trade income of up to $27,600 between ages 45 and 54.
  • Housing: living in a 1- to 5-room HDB flat. Neither the senior nor their spouse may own a 5-room or larger HDB flat, private property or more than one property. Living in a 5-room flat owned by someone else is allowed.
  • Household income: up to $2,300 a month per person.

Born in 1973 or earlier?

The Majulah Package gives up to $4,500 in total through a set of bonuses, including an annual Earn and Save Bonus of up to $1,000. Details are on Together for Better.

How to Check and Use Your Benefits

  1. Get Singpass working. If you cannot log in, walk in to ServiceSG Centre One Punggol before 5.30pm. Officers can set up or reset Singpass.
  2. Open your e-card. Log in to the LifeSG app or the Singpass app and look for your PG or MG e-card.
  3. Show it at the clinic. At CHAS clinics, show your PG or MG card and your NRIC so the subsidy is applied.
  4. Use the polyclinic discount. PG and MG seniors get an extra discount on the remaining subsidised bill at polyclinics and public specialist outpatient clinics. Specialist clinics need a referral.
  5. Watch for the December letter. Silver Support needs no application. Eligible seniors are told by letter each December, and you can also check eligibility online.
  6. Link PayNow to your NRIC. Silver Support pays into a bank account linked to PayNow-NRIC or registered with the government; otherwise it goes out as GovCash.
  7. Ask CPF in writing. Use CPF’s WhatsApp “Text Us” service, or book a counter appointment at least one working day ahead.

What to Bring

  • NRIC, every time.
  • Your phone with the LifeSG or Singpass app, so you can show your e-card.
  • Your physical PG or MG card, if you prefer it to the app.
  • For a CPF counter, your appointment confirmation. A senior may bring one companion.
  • Your latest letters from CPF, MOH or AIC, so staff can see exactly what you have received.

Neighbour’s Tips for Punggol Seniors’ Benefits

  • Do not wait to apply. Silver Support, PG and MG need no application. For Silver Support, look out for the December letter rather than a form.
  • Book before you go to CPF. CPF counters are appointment only. Turning up at Tampines without a booking means a wasted trip.
  • Saturday option. CPF Bishan is the only CPF centre open on Saturday mornings.
  • Bring a helper. CPF allows a senior to bring one companion to an appointment, which is useful for hearing or language.
  • Put the e-card on the home screen. Help your parent find the LifeSG e-card quickly, so the clinic queue does not turn into a phone search.
  • Old promises are over. MG MediSave top-ups ended after 2023. A message offering one now deserves suspicion.

If Something Feels Wrong

There is no urgent line for benefits, but scams that mention payouts are common. AIC says its staff will never ask for a money transfer or bank log-in details over the phone. If a call or message about a “payout” asks for either, hang up and call the ScamShield Helpline on 1799 (24 hours). If money has already gone, see our guide on what to do in the first hour after a scam. MOH lists 6325 9220 for checking whether an email claiming to be from MOH is genuine.
