Home Cleaning and Part-Time Cleaners in Punggol

Ground-floor common area at Parc Centros in Punggol

Most of the part-time home cleaning Punggol households book comes from islandwide companies and online platforms. We could not verify a Punggol-based cleaning firm. Start with MOM’s list of Household Services Scheme (HSS) companies, or a booking platform that matches cleaners by postal code, and pay only through official channels.

A few hours of extra help can give a busy family its weekend back.

This page is part of eduKate Punggol’s Essential Information for Punggol, our quick answers and where-to-go lists for everyday life in Punggol. It covers where to find a part-time cleaner, the rules on licences and helpers, what to agree before the first visit, and one scam that uses cleaning adverts as bait.

Quick answer

  • Find a company: MOM publishes a list of HSS companies (updated as of 1 September 2026) that you can contact for part-time household services such as home cleaning.
  • Or use a platform: booking platforms such as Helpling match you with independent part-time cleaners by postal code. Helpling publishes hourly rates, but its page showed two different sets of figures when we checked in October 2026, so check live at booking.
  • Licences: cleaning inside a private home does not need an NEA cleaning licence. Condo common property is different.
  • Not allowed: paying a neighbour’s domestic helper to clean your flat. A helper must work at the address on her Work Permit.
  • Scam watch: never install an app from a “cleaning service” link. Call the ScamShield Helpline on 1799 if unsure.

Where to Find Home Cleaning in Punggol

Cleaners come to you, so the useful question is not “which shop is nearest” but “who is allowed to send someone to my home”. These are the official lists and one example of how a booking platform works.

Which Kind of Cleaning Help Fits Your Home

A regular weekly or fortnightly clean

An HSS company or a platform both work. Ask whether a regular plan is priced differently from a one-off visit, and get the hourly rate in writing.

A one-off big clean

Before moving in, after moving out or after renovation, ask exactly what is included: how many cleaners, how many hours, and who brings the equipment. MOM does not say what deep-cleaning work HSS firms cover, so put your list in writing. Moving soon? See our moving day guide.

You already have a live-in helper

MOM said in January 2026 that households can use HSS companies for part-time or occasional help alongside a directly employed live-in helper. Our helper hiring guide covers the live-in side.

An older parent needs company as well as a clean flat

Look at MOM’s elder-minding pilot list. If the need is nursing or personal care, a caregiving provider is the better fit.

You live in a condo

Your in-flat cleaner does not need an NEA licence. A firm the MCST hires to clean common areas does. Our guide to when an NEA cleaning licence applies explains the line.

How to Book Home Cleaning in Punggol, Step by Step

  1. Write down what you need. List the rooms, the tasks (floors, bathrooms, kitchen, ironing), the hours and how often.
  2. Shortlist two or three providers. Pick from MOM’s HSS list and find each company’s own website, or try a platform.
  3. Ask the key questions. Who employs the cleaner? If the worker is a migrant worker, is the company on MOM’s HSS list? Who brings supplies? What happens if the cleaner is ill?
  4. Get the scope and price in writing. A message or email is enough. Include the hourly rate, minimum hours and cancellation terms.
  5. Book and pay only through official channels. Use the company’s website or an app from the official app store.
  6. Walk round together at the end of the first visit. Small adjustments are easier on day one than on week six.

Before the First Visit

  • Supplies: if the provider asks you to supply equipment, as Helpling does, have a vacuum, mop and pail, cloths and your usual detergents ready.
  • Valuables: put away jewellery, documents, cash and medicines.
  • House rules: point out fragile items, rooms to skip and surfaces that need special care.
  • Pets: mention them when you book, not at the door.
  • Access: be at home for the first visit if you can.

Costs, Licences and Rules

There is no government price guide for home cleaning, and we found no government subsidy for it. Prices are set by each company or platform. Helpling, for example, publishes hourly rates with separate prices for regular and one-off bookings, but when we checked in October 2026 its page gave two different sets of figures for the same plans. We have not quoted either, so check live on the booking screen and confirm the rate before you pay.

On licences, NEA’s FAQ (last updated 14 January 2026) says businesses cleaning a private residence do not need to be licensed. That exemption does not cover condominium common property.

On helpers, MOM’s HSS FAQ explains that the scheme covers part-time home cleaning, grocery shopping, car-washing and pet-sitting, plus a basic elder-minding pilot. Basic child-minding is no longer supported with manpower concessions from March 2026. A domestic helper employed by another household must work at the address on her own Work Permit, so she cannot be hired part-time to clean your flat.

Neighbour’s Tips for Home Cleaning in Punggol

  • Do a ten-minute tidy first. Clear the counters and pick up the toys, so the paid hours go on cleaning rather than sorting.
  • Keep the same slot each week. A regular day makes it easier for everyone to plan, and you will soon notice if something is missed.
  • Keep everything in writing. A short message confirming the hours and tasks settles most misunderstandings.
  • Let the children help. A cleaner does not replace family chores. Our piece on chores as part of education explains why that matters.
  • Plan around haze days. When windows stay shut, dust settles differently. Our haze and balcony cleaning guide has practical tips.
  • Be wary of a stranger’s payment link. If the price is agreed, pay the way the company’s own website says, not to a new number sent by message.

If Something Feels Wrong

Police advisories have named “Home Cleaning” and “cleaning services” adverts among the lures used in malware scams. The advert leads to a chat, and the chat asks you to download an app from a link. That app can be malware.

  • Before: install apps only from the official app store, and keep “Install Unknown Apps” switched off on Android phones.
  • If you have already installed something: switch to flight mode and turn off Wi-Fi, run an anti-virus scan, check your bank accounts from another device, and report to your bank and the Police. Do not factory reset before reporting (Police advisory, April 2025).
  • Not sure: call the 24-hour ScamShield Helpline on 1799. If money has gone, read our first-hour scam guide.
  • Something is missing after a visit: raise it with the company first, then make a police report. Our police in Punggol guide shows how.

Frequently Asked Questions

Does a home cleaner need an NEA licence?

Not for cleaning inside a private home, according to NEA’s FAQ. A firm that cleans condo common areas does need one.

What is the Household Services Scheme?

It is a MOM scheme that lets approved companies hire migrant workers to provide part-time household services such as home cleaning. The company is the workers’ legal employer, and MOM publishes the list of companies.

Can I pay my neighbour’s helper to clean my flat?

No. A domestic helper must work at the residential address stated on her Work Permit. For part-time help, use an HSS company.

How much does a part-time cleaner cost?

There is no official rate, and prices vary by company and plan. Platforms such as Helpling publish hourly rates, but Helpling’s page was not consistent when we checked in October 2026, so check live and confirm the price at booking.

Do I need to provide cleaning supplies?

It depends on the provider. Helpling asks customers to provide the equipment. Ask when you book so nobody arrives to an empty cupboard.

Is there a cleaning company based in Punggol?

We could not verify one from an official source in October 2026. Most cleaners serve Punggol from elsewhere, which makes little difference, as they come to you.
