Hiring an Electrician or Plumber in Punggol: How to Check They Are Licensed

Punggol condominium and HDB flats beside a road and construction works

Any electrician Punggol residents hire to rewire, add a power point or replace a circuit breaker should be an EMA Licensed Electrical Worker (LEW), or work under one’s supervision. Check the name on EMA’s ELISE search. Storage water heater and water pipe work needs a PUB Licensed Plumber, and piped gas appliances need an EMA-licensed gas service worker.

It takes about five minutes to check, and it is worth it every time you flip a switch afterwards.

This page is part of eduKate Punggol’s Essential Information for Punggol, our quick answers and where-to-go lists for everyday life in Punggol. It explains which home jobs need a licensed worker, how to check a licence online and at the door, and who to call when something fails at night.

Quick answer

  • Electrical: wiring, new or moved power points, switches, lighting points and circuit breakers need an LEW. Check on EMA’s ELISE and ask to see the licence card.
  • Plumbing: installing or replacing an electric storage water heater or water service pipes, and urgent water leak repairs, need a PUB Licensed Plumber. Search by the full “WS” licence number or by Punggol’s postal sector, 82.
  • Gas: every piped gas appliance must be installed by a licensed gas service worker, also searchable on ELISE.
  • Common areas: corridor, lift and block faults go to Punggol Town Council. For small jobs inside the flat, see our Town Council handyman guide.
  • Emergencies: gas leak, City Energy 1800 752 1800. Major pipe burst, PUB 1800-2255-782. Power fault, SP 1800 778 8888. All three run 24 hours.

Where to Check an Electrician or Plumber

We do not list or rank private firms. We could not verify any from an official source, and a licence check matters far more than a shop address. These are the official tools and lines Punggol homes need.

Which Licensed Worker Your Job Needs

Electrical work: an LEW

EMA says electrical work at home should be carried out or supervised by a Licensed Electrical Worker. That covers installing, repairing or changing wiring; adding, extending or replacing socket-outlets, switches or lighting points; and repairing or replacing the consumer control unit or circuit breakers. For an HDB flat, the Electrician class of licence (up to 45kVA) is the minimum. Simply connecting a light fitting to an existing point does not need an LEW. Drawing a new connection from the circuit does.

Water heaters and pipes: a PUB Licensed Plumber

PUB says regulated water service and sanitary works can only be carried out by PUB Licensed Plumbers. Its examples include installing or replacing an electric storage water heater, installing or replacing water service pipes, and urgent leak repairs. A water heater also needs its own dedicated power point, which is LEW work.

Piped gas: a licensed gas service worker

EMA requires all piped gas appliances to be installed by a licensed worker. Afterwards, the worker gives you a written statement certifying the appliance has been tested and is safe. EMA also suggests contacting several licensed workers to compare fees.

Outside your front door: the Town Council

Corridor lights, lifts and other common property belong to the estate. Our Town Council who-to-call guide sorts out which problems go where.

How to Check an Electrician in Punggol Before Work Starts

  1. Name the job. Write one line: “add a socket in the study” or “replace the water heater”. That tells you which licence to ask for.
  2. Ask who is coming. Before the visit, ask for the name and licence number of the person who will do or supervise the work.
  3. Look it up. Search ELISE for an LEW or gas worker. For a plumber, type the full WS number into PUB’s search.
  4. Check the card at the door. An LEW’s licence card shows a photo, name, identity card number and licence number. EMA’s advice is plain: verify the card before any electrical work starts.
  5. Get the quote in writing. Ask what is included, what parts cost and whether there is a call-out charge. Compare more than one if you can.
  6. Collect the paperwork. For gas work, ask for the written safety statement. For any job, keep the receipt and the worker’s details.

What to Have Ready

  • Photos of the problem: the scorched socket, the dripping pipe, the heater’s label.
  • The location of your distribution board and RCCB, with a clear path to it.
  • The brand and model of any appliance involved.
  • For water heaters, the capacity of the old unit and a photo of how it is connected.
  • A note of when the problem started and anything that seems to trigger it.

Costs, Rules and the RCCB Requirement

There is no official fee schedule for private electricians or plumbers, so prices vary by firm and job. Ask for written quotes. If you prefer an estate referral, our Town Council handyman guide covers its rates and booking.

Every home has had to have a residual current circuit breaker (RCCB) installed since 1 July 2025. EMA’s electrical safety Q&A explains a three-step test. If the RCCB does not trip when tested, or trips often for no obvious reason, engage an LEW. EMA also notes that after electrical works, the LEW must apply to SP Services to inspect the completed work.

If the job is part of a bigger renovation, HDB permit rules apply too. Our renovation permits and contractors guide covers them.

Neighbour’s Tips for Hiring an Electrician or Plumber in Punggol

  • Ask “Is the licensed worker coming?” The person at your door may not be the licence holder. EMA allows work to be done under an LEW’s supervision, so ask who that LEW is.
  • Never plug a water heater into a normal socket. EMA says water heaters must never use a standard three-pin socket. They need a dedicated connection point.
  • Trips after a new appliance? EMA says frequent tripping is often a faulty appliance. Unplug the newest one first. If the problem is the installation, you need an LEW on site.
  • Buy SAFETY-marked appliances. Retire overloaded multi-plugs and damaged cables before they become a job for 995.
  • Be wary of doorstep offers. If someone knocks claiming to work for HDB, read our guide to verifying doorstep repair offers.
  • Use the PUB line as a fact-check. PUB’s 24-hour centre can confirm whether a caller claiming to be from PUB is genuine.
  • Type the whole WS number. PUB’s search does not accept partial licence numbers, so ask the plumber for all of it.

If It Is Urgent or After Hours

  • You smell gas: shut the gas meter control valve, open windows and doors, and put out any flames. Do not switch anything on or off. Call City Energy on 1800 752 1800 from a safe distance (EMA gas safety).
  • A pipe has burst: shut off the water to the flat. For a major burst or a supply interruption, call PUB on 1800-2255-782.
  • The power is out: check whether neighbours are affected, then call SP on 1800 778 8888.
  • Bare wires: inside the flat, contact an LEW immediately. In public areas, report them to EMA with the exact location.
  • Fire, smoke or sparks: get out and call 995.
  • A common-area fault at night: Punggol Town Council’s EMSU, 1800-325 8888.
