For self-employed parents applying for preschool subsidies in Punggol, ECDA uses average trade income over 12 months. Its guidance refers to the latest IRAS assessment within the last two calendar years, or income declared or assumed under CPF legislation.
Your most recent month’s earnings alone may therefore not explain the assessed income. Ask the preschool which income information was used if the figure differs from what you expected.
If the relevant data is unavailable, supporting documents may be required for HOMES Ops or ECDA to assess the application. Use the official checklist and the instructions given for your circumstances.
In this guide
CHAPTER 1 OF 4
Start with the assessment rule
ECDA’s household income assessment guidance sets out the self-employed route separately from salaried employment.
Keep your relevant assessment records accessible when seeking clarification. Describe your work accurately rather than assuming the salaried-income explanation applies to every situation.
CHAPTER 2 OF 4
Understand an average
For arithmetic illustration only, $36,000 of trade income spread over 12 months gives an average of $3,000 a month. This example does not determine your official assessed income or subsidy.
An average and the amount earned in a particular month answer different questions. Use that distinction when comparing your records with an application outcome.
CHAPTER 3 OF 4
Ask about missing information
If the assessment information is unavailable, ask which documents are needed and where to submit them. Do not treat another applicant’s document list as a universal requirement.
Our supporting documents guide explains how to find the official checklist and keep track of requests.
CHAPTER 4 OF 4
Explain changes clearly
If your work or income has changed, give the preschool the date and a concise explanation. Ask which update or review route applies.
Keep the submitted information and outcome together. Once the result is available, ask the centre to explain the approved assistance and the payment due.
