N2 Reassessment, or N2RR, is ECDA’s annual exercise reviewing a Singapore Citizen child’s preschool subsidy or KiFAS eligibility and amount when the child moves from the previous year’s Nursery 2 to Kindergarten 1.
For Punggol families preparing for K1, this is a fee-assistance review, not a test of the child’s learning. Read any reassessment instructions separately from the kindergarten’s classroom updates.
ECDA requires the applicant’s consent for HOMES screening for N2RR. Ask your preschool what action is needed for your child’s review, and do not assume the previous subsidy amount is the confirmed new outcome.
In this guide
CHAPTER 1 OF 4
Understand what is reviewed
The official N2RR explanation identifies the transition and the review of subsidy eligibility and amount.
Keep the child’s existing outcome available when reading new correspondence. It gives you a reference without predicting the reassessment result.
CHAPTER 2 OF 4
Understand the HOMES role
ECDA’s HOMES and N2RR guidance says the system accesses up-to-date income data and verifies declared family arrangements for means testing.
The applicant’s consent is required for screening. Follow the instructions you receive rather than assuming a past application removes every new action.
CHAPTER 3 OF 4
Ask a focused question
A useful enquiry is: “My child is moving from N2 to K1. What do we need to complete for N2RR, and is anything outstanding?”
If you receive a request for information, record what it asks for and the stated deadline. Ask the centre to clarify any item you cannot understand.
CHAPTER 4 OF 4
Read the new outcome
Once a decision is available, compare the stated assistance with your invoice and ask which period it applies to. Budget using the confirmed amount.
If you need to request a review after a significant family change, use our separate subsidy reassessment guide.
Information checked on 12 October 2026. Follow the current official instructions and the guidance given for your child’s application.
