Living near Riviera LRT (PE4) is a different Punggol housing decision from living near the first three East Loop stations because Riviera is no longer only an LRT stop. It is becoming Riviera MRT station (CP3) on the Cross Island Line–Punggol Extension, creating a future interchange between the Punggol LRT and Singapore’s new cross-island rail spine.
That future value comes with a present cost. Construction of the Cross Island Line–Punggol Extension is already under way, with the underground Riviera station being built along Punggol East and Punggol Central. LTA targets passenger service in 2032. Residents choosing a home here in 2026 therefore need to evaluate two Rivieras at once: the mature East Loop neighbourhood that exists today, and the future interchange neighbourhood being built around it.
Today, Riviera already has a useful residential ecosystem: HDB housing, a substantial cluster of condominiums and former executive condominiums, several Primary schools, Punggol Plaza within the wider walking radius, and straightforward LRT access back to Punggol MRT. By 2032, the station should also connect directly into the Cross Island Line toward Elias, Pasir Ris and the wider east-west CRL network.

Riviera today: a mature East Loop residential station
Riviera has operated on the Punggol LRT East Loop since 2005. It sits along Punggol East, between Coral Edge and Kadaloor in the East Loop sequence.
Today’s resident pattern is still the familiar LRT model:
home → Riviera LRT → Punggol MRT → North-East Line → wider Singapore.
The Cross Island Line will add a second trunk route rather than replacing that existing NEL/LRT system.
Riviera in 2032: a rail interchange
LTA’s current Cross Island Line map identifies Riviera as CP3 / PE4, one of three interchange stations on the four-station Punggol Extension. The extension runs:
- Punggol;
- Riviera;
- Elias;
- Pasir Ris.
At Pasir Ris, the extension joins the main Cross Island Line and the East-West Line. That means Riviera residents should eventually gain a much more direct rail route into eastern Singapore without first travelling to Punggol MRT and then back across the island through other interchanges.
Why the Cross Island Line matters more here than at most Punggol LRT stops
Cove, Meridian and Coral Edge remain feeder stations. Riviera becomes an interchange.
That changes the station’s role from:
local neighbourhood stop → feeder to Punggol MRT
into:
local neighbourhood stop + independent MRT interchange into the eastern CRL network.
The biggest beneficiaries are likely to be households whose regular destinations lie toward Pasir Ris, Tampines North, Loyang, Changi-region employment or later CRL destinations.
The Punggol–Pasir Ris time saving
LTA says the full Punggol Extension should reduce the Punggol–Pasir Ris trip from around 40 minutes by bus today to about 15 minutes by train. Riviera sits between those endpoints, so the station should be particularly well placed for east-bound trips once CP3 opens.
Do not turn that Punggol-to-Pasir-Ris example into an invented Riviera travel time. The official 15-minute figure belongs to the Punggol–Pasir Ris example; exact Riviera journey times should be checked once the line opens and the final timetable exists.
Construction is the current price of the future interchange
LTA awarded the Riviera station civil contract in 2022 and construction works began in 2023. The underground station is being built along Punggol East / Punggol Central, with traffic diversions and major underground works required.
For residents, the 2026 questions are practical:
- Does the unit face the worksite?
- Are access roads diverted?
- What hours are major works occurring?
- Does the school route cross construction?
- Is pedestrian access changing?
- How much of the current inconvenience is temporary?
A future interchange can be valuable while the construction is still genuinely disruptive. Both statements can be true.
Do not price the 2032 benefit as if it exists today
A buyer may rationally value future CRL access, but should still ask what the flat provides in 2026.
- Current LRT access;
- current school route;
- current food/grocery access;
- current noise;
- current travel time;
- current lease / flat condition;
- current resale price.
“Future MRT” should not erase today’s housing fundamentals.
Housing: one of Punggol’s strongest condo/EC clusters
The Riviera area has an unusually large concentration of private developments within roughly a kilometre of the LRT station. Current property mapping identifies projects including:
- RiverParc Residence;
- Flo Residence;
- River Isles;
- Waterwoods;
- The Amore;
- The Terrace.
This private-housing cluster means the future CRL interchange will not only serve HDB residents. It can materially change transport for a large condo/EC population as well.

Riviera also serves established HDB housing around Punggol East, Punggol Drive, Punggol Field Walk and the wider Waterway East / Canal districts.
Compared with the newest Northshore/Punggol Point stock, much of this housing has had more time to develop mature schools, neighbourhood services and established travel patterns.

Schools around Riviera
Current map data places several Primary schools within roughly a kilometre of Riviera, including:
- Greendale Primary School;
- Waterway Primary School;
- Horizon Primary School;
- Mee Toh School.
That makes Riviera a strong school-choice area, but exact P1 distance must be checked by home address. A station-distance table is not an MOE registration result.
Use the school owners:
Punggol Plaza is within the wider walk—but Coral Edge still owns it
Current map data places Punggol Plaza a few hundred metres from Riviera. That makes it a practical retail option for some Riviera blocks.
However, Coral Edge is the station directly associated with Punggol Plaza. Riviera residents should think of the mall as a nearby neighbourhood asset, not proof that Riviera and Coral Edge are the same residential geography.

Food and groceries
Riviera households use several overlapping food systems:
- local coffee shops / HDB retail;
- Punggol Plaza / Coral Edge;
- Oasis Terraces farther along East Loop;
- Town Centre via LRT;
- delivery and nearby supermarkets.
This is not a station with one giant commercial node, but it is not isolated.
Healthcare
Punggol Polyclinic sits at Oasis Terraces, two East Loop stations after Riviera in the sequence (Kadaloor, then Oasis). Private GP/dental options are also distributed through the wider eastern Punggol neighbourhoods.
For a household with frequent medical needs, test the actual door-to-door route rather than assuming “same East Loop” automatically means effortless access.
Young families
Riviera is attractive to families because it combines:
- multiple nearby Primary schools;
- established HDB/private housing;
- LRT;
- food and retail in surrounding neighbourhoods;
- future MRT interchange;
- relative proximity to Waterway / east-side outdoor routes.
The family must decide whether the 2026 construction period is acceptable.
Teenagers
Today, teenagers still rely on LRT/buses for Town Centre and wider travel. From 2032, Riviera’s interchange should greatly expand independent east-west rail mobility.
For a family planning to remain in the flat through a child’s Secondary/JC years, the timing of the CRL opening can be relevant.
Seniors
For seniors, future interchange value is less important than today’s walking route. Check:
- shelter;
- worksite diversions;
- lift access;
- bus stops;
- groceries;
- clinic route;
- construction noise tolerance.
Noise and construction
Riviera deserves a more serious noise inspection than a normal LRT-only station because the current environment combines existing LRT/road activity with CRL construction.
- Visit on a weekday.
- Open bedroom windows.
- Stand on both sides of the unit.
- Check current LTA worksite maps/notices.
- Ask whether night/weekend works occur.
- Check the expected work duration.
Do not assume construction conditions remain constant through 2032; works will progress through different phases.
Road traffic and diversions
LTA has said traffic diversions for Riviera station construction are being implemented in phases to minimise inconvenience. Residents should expect road/pedestrian patterns to evolve during the construction period.
A property viewing route from 2024 may not be the 2026 route—and the 2028 route may change again.
Car-free living
Riviera works well without a car today because of LRT, buses and nearby neighbourhood nodes. It should become even more compelling once the CRL opens.
