Punggol residents with a lost passport overseas should search properly first, because once reported, a passport is cancelled for good. Then report the loss to ICA online with Singpass, or at the nearest Singapore Overseas Mission, and apply for a Document of Identity (DOI) to travel home.
It is a horrible, sinking feeling, and it happens to careful travellers too. The good news is that there is a clear way home.
This page is part of eduKate Punggol’s When You Need Help in Punggol, our practical guides for life’s occasions, big and small. It covers the overseas steps only: reporting the loss, getting a Document of Identity, the costs and getting home. For a passport lost in Singapore, see our guide to reporting and replacing a lost passport.
Quick answer
- Search first: MFA says passports reported lost are cancelled and cannot be used again, even if you find them later.
- Report it: online to ICA with Singpass (for yourself and your children under 16), or in person at the nearest Singapore Overseas Mission. The law requires you to report within 14 days.
- Travel home on a DOI: a one-way emergency document back to Singapore, costing SGD 15. Apply online or at the mission.
- Allow time: MFA says a DOI is not issued on the spot, so plan your travel accordingly.
- 24-hour help: MFA’s Consular Response Centre, +65 6379 8800.
Lost Passport Overseas: What to Do First
Take a breath and go through these steps in order. The first one matters more than it seems.
- Search properly before you report. Check every bag pocket, the hotel safe and the last places you visited. A reported passport cannot be used again, even if it turns up an hour later.
- If it was stolen, go to the local police. MFA says you may report a crime to the local police, and you need a police report for the in-person DOI route. Lodge it as soon as you discover the loss.
- Report the loss to ICA. Log in with Singpass on ICA’s Loss of Passport page and describe how it happened. Do not enter Singapore as the country or place of loss. You can also report in person at the nearest mission.
- Apply for a Document of Identity. Apply online and pick a mission as your collection point, or apply in person at the mission (see the two routes below).
- Warn your airline and hotel. ICA has to verify your details before the DOI is ready, and the mission will contact you when it is. Your dates may need to move.
- Go straight home. A DOI is for one-way travel back to Singapore. MFA says you should not try to continue your trip or cross borders on it. Leave the country following its immigration rules.
- Apply for a new passport. ICA lets you apply one working day after reporting the loss. Our passport application guide explains processing times.
Who Can Help, and How to Reach Them

| Nearest Singapore Overseas Mission | MFA’s “Find a Singapore Overseas Mission” tool | Check the mission’s own page | In-person reports, DOI applications and collection. |
| MFA 24-hour Consular Response Centre | +65 6379 8800, or mfa_duty_officer@mfa.gov.sg | 24 hours | Urgent help, and help where there is no mission. |

The two DOI routes. Online, you need no passport photos and no police report, and you pay by credit card or PayNow. In person, bring a police report, two recent passport-sized photos and proof of citizenship and identity, such as your Identity Card or Birth Certificate, and pay in cash or the local-currency equivalent.
Which Situation Fits You
Your bag was stolen with the passport in it
Report to the local police first and keep the report safe. If your cards went too, our guide to a lost wallet lists what to cancel. If money was taken through a scam, see lost money to a scam, and report it to your bank as well.
Your child’s passport is the one missing
ICA’s online report covers you and your children under 16, so a parent can report for a younger child online. For anyone else in the family, check ICA’s page or ask the mission how they should report.
Your phone went missing too
The online report and online DOI both need Singpass. Without your phone, go to the mission in person with a police report, two photos and proof of identity.
There is no Singapore mission in the country
Contact MFA’s 24-hour Consular Response Centre on +65 6379 8800. MFA also notes that Singapore has Honorary Consulates in over 30 countries.
You live, work or study abroad
You may not need to fly home at all. MFA says you can apply for a new passport and collect it at the nearest mission, with processing taking around four to six weeks.
You found it after reporting
It cannot be used. ICA says you must surrender it within 14 days, and failing to do so is an offence that can bring a fine, jail or both.
Costs and Rules
These were the published fees at the time of checking in October 2026. ICA says they are non-refundable.
- Document of Identity: SGD 15 (MFA).
- Replacement passport (ICA): S$70 if you apply online, or S$80 over the counter or at an Overseas Mission.
- Loss fee on top (ICA): S$50 for a first loss, S$100 for any later loss.
- ICA’s worked examples: a first loss applied for online comes to S$120; a first loss at a mission, S$130; a later loss at a mission, S$180.
- Deadline: report within 14 days of the loss, under the Passports Act.
- Documents: anything not in English needs an official translation. Bring originals plus copies for ICA.
One more thing to know: MFA cannot give loans or cash, pay fines, translate for you, or take up disputes with airlines or insurers. If you need money to get home, MFA says it can ask your friends or relatives for financial help on your behalf, and your travel insurer may cover some costs under your policy.
Neighbour’s Tips
- Give it one more proper search before you report. A cancelled passport stays cancelled.
- On ICA’s form, put the overseas country as the place of loss, never Singapore.
- Keep Singpass working on your phone overseas. It is your key to the quickest routes.
- Do not carry your NRIC in the same pouch as your passport. MFA lists an Identity Card or Birth Certificate as proof for the in-person route, so do not lose both at once.
- Ask your airline about flying on a DOI. MFA does not say whether every airline and route accepts it, so check before you rebook.
- Do not plan onward legs. A DOI is a ticket home, not a travel document for the rest of the holiday.
- Hang up on “officials” who ask for money. Call ScamShield on 1799 to check.
If You Are in Danger or It Gets Worse
If you have been robbed, threatened or hurt, call the local emergency number first. Then contact the nearest Singapore Overseas Mission or MFA’s 24-hour Consular Response Centre on +65 6379 8800. If someone is injured or ill, our guide to a medical emergency abroad has the next steps.
Keep family at home in Punggol updated on where you are and when you expect to fly. For any emergency in Singapore itself, it is 995 (ambulance and fire) or 999 (Police), as listed on gov.sg.
Frequently Asked Questions
Can I use my passport if I find it after reporting it lost?
No. It is cancelled once reported, and you must surrender it to ICA within 14 days.
How long does a Document of Identity take?
MFA does not give a fixed time. It is not immediate, because ICA verifies your details first, and the mission contacts you when it is ready.
Do I need a police report?
Not for the online DOI application. You do need one for the in-person route at a mission.
Can I carry on with my holiday on a DOI?
No. MFA says Singaporeans with a DOI should not try to continue their travel or cross borders between countries. It is for getting home.
How much does a new passport cost after a loss?
ICA’s examples are S$120 for a first loss applied for online, S$130 at a mission, and S$180 for a later loss at a mission.
What if I lose my passport in Singapore instead?
The steps are different. Our lost passport guide covers reporting and replacing it at home.
