When hiring a caterer for a festive or home gathering in Punggol, choose an SFA-licensed caterer and check its licence and food safety grade on SFA’s Track Records. Home-based food businesses are not allowed to cater. Ask for delivery no earlier than one hour before the meal, and eat by the “consume by” time.
Good food brings people together. Ten minutes of checking before you pay means everyone goes home happy and well.
This page is part of eduKate Punggol’s When You Need Help in Punggol, our practical guides for life’s occasions, big and small. It covers how to check a caterer before hiring, ordering halal food, delivery timing, keeping a buffet safe, booking the void deck, and what to do if someone falls ill.
Quick answer
- Licence first: use an SFA-licensed caterer. SFA says home-based food businesses may not offer catering, including buffet lines and packed meals.
- Check before you book: search SFA’s Track Records by business name, licence number or postal code, and see the caterer’s food safety grade.
- Halal: MUIS certifies caterers under its Food Preparation Area Scheme. Since 1 October 2025, certificates carry a QR code you can scan to check them.
- Timing: ask for delivery no earlier than one hour before mealtime, and eat by the “consume by” time on the label.
- Void deck: Punggol Town Council charges $50 a day for a social event, with a $100 deposit. Bookings open six months ahead.
- If someone falls very ill: call 995. Report suspected food poisoning to SFA online.
How to Plan Hiring a Caterer in Punggol
These steps follow SFA’s guidelines for ordering catered meals for functions and events.
- Count your guests. SFA’s advice is to order enough, but not too much. Leftover buffet food should be thrown away, not saved.
- Shortlist licensed caterers. On Track Records, filter by type of food business and grade, and tick the option to show licences suspended in the past year.
- Check halal status if Muslim guests are coming. Search MUIS’s list of certified establishments, then scan the QR code on the certificate.
- Choose the menu with your guests in mind. SFA advises avoiding raw or uncooked food, especially for young children, pregnant women and older people. Raw seafood must arrive chilled below 5°C.
- Get the quote in writing. Ask what is included, such as delivery, set-up and collection of leftovers and equipment after the meal.
- Fix the delivery time. No earlier than one hour before you eat. If guests will eat in waves, ask for staggered deliveries; for a long event, ask for a second, fresh batch.
- Ask about labels and boxes. Request hot or cold boxes if available, a time-stamp label on each packed meal, or a time-stamp sign on each buffet table.

Which Situation Fits You
You are holding a party at the void deck
Book with Punggol Town Council first, then give the caterer the block and the exact spot. Social events such as birthdays and housewarmings cost $50 a day, plus $10 per electricity point and $8 per water point per day, with a $100 deposit. Our post on void deck and multi-purpose hall bookings walks through the process.
You are catering for an engagement or wedding
Punggol Town Council charges the same $50 a day with a $100 deposit. For weddings it asks for the marriage certificate or ROM acknowledgement through the OneService App. Recorded music, a live band or karaoke at void deck weddings and funerals is listed by the police as exempt from a public entertainment licence between 7am and 10.30pm.
Muslim guests are coming
Ask for the caterer’s MUIS certificate and scan its QR code to confirm it is genuine and still valid. A kenduri at the void deck costs $50 at Punggol Town Council, or nothing if it is under three hours. Our halal food guide for Punggol has more.
Your open house runs all day
SFA’s four-hour limit matters most here. Ask for staggered deliveries, or a second fresh batch, rather than one big drop in the morning. Serve small portions and top up, and keep cold dishes on ice.
A home cook offers to do your buffet
Ask whether they are SFA-licensed. Home-based food businesses may sell food, but SFA does not allow them to offer catering, including buffet lines and packed meals. Our guide to home-based businesses in an HDB flat explains the rules from the seller’s side.
It is a small gathering at home
You may not need a caterer at all. Our guides to a small potluck night with neighbours and to small celebrations in Punggol cover food safety and allergies for home cooking.
Costs, Labels and Food Safety Rules
We found no official guide price per guest, so compare written quotes. IRAS says GST-registered businesses must display and quote GST-inclusive prices, so check that the figure you are given is the full price.
SFA’s rules on catered food:
- The “consume by” label shows when the food was cooked and when it must be eaten. If the food is kept between 5°C and 60°C, that is no more than four hours after cooking.
- Removing or altering the label is an offence.
- Food should not sit at room temperature for more than four hours from cooking to eating. Packing, transport and set-up all count, so in practice you have less.
- Keep hot food above 60°C and cold food below 5°C. Bacteria multiply in between.
Since 19 January 2026, SFA has graded food establishments A, B, C or New under its SAFE framework, and caterers fall in Category 1. Grade decals from the old system are no longer valid. Our food safety guide for Punggol explains the grades in full.
Neighbour’s Tips
- Keep the chafing-dish covers on until most guests have arrived. SFA warns that canned fuel does not reliably keep food above 60°C.
- Serve curries and gravies promptly. SFA says bulk-cooked curries, gravies and thick sauces carry a higher risk of Clostridium perfringens, the most common cause of bulk-cooking food poisoning.
- Use separate utensils for raw and cooked food, and keep the two apart on the table.
- Do not pack buffet leftovers to eat later. SFA’s advice is to throw them away.
- Ask the caterer to collect promptly. Leftovers and equipment should go as soon as the meal ends, into lidded, bag-lined bins.
- Write the “consume by” time on a sticky note where the host can see it, and clear the table when it passes.
- Scan the halal QR code yourself rather than relying on a photo of the certificate.
If It’s Urgent or Gets Worse
Call 995 in an emergency, for example if someone collapses after a meal. For children with vomiting or diarrhoea, HealthHub advises seeing a doctor if they cannot keep down small amounts of fluid for more than six hours, show signs of dehydration (a dry mouth, no tears, or no urine or wet diapers for eight to 12 hours), are unusually drowsy, have blood or mucus in their stools, or are not improving after two days.
HealthHub suggests small, frequent sips of fluid. If you suspect the food made people ill, report it to SFA online at sfa.gov.sg/feedback, with the caterer’s name, the date and a photo of the labels.
Frequently Asked Questions
How do I check that a caterer is licensed?
Search SFA’s Track Records, which covers caterers, by business name, licence number or postal code. You can also scan the QR code on the SFA licence displayed at the caterer’s premises.
Can a home-based food business cater my party?
No. SFA says home-based food businesses are not allowed to offer catering services, including buffet lines and packed meals.
How early should catered food arrive?
SFA advises asking for delivery no earlier than one hour before mealtime.
How long can catered food sit out?
Eat it by the “consume by” time on the label. Food kept between 5°C and 60°C should be eaten within four hours of cooking, and transport and set-up time count towards that.
