When a child is seriously ill, Punggol families need not manage alone. Ask your child’s hospital doctor for a referral to a medical social worker, who can help with money worries, emotional support and referrals to other services. If you are struggling, call SOS on 1767 or mindline on 1771, both open 24 hours.
We are so sorry you are facing this. There is no right way to feel, and you do not need to have everything worked out today.
This page is part of eduKate Punggol’s When You Need Help in Punggol, our practical guides for life’s occasions, big and small. It covers who can support your family, help with hospital bills, palliative and supportive care, charities and support groups, and caring for yourself and your other children.
Quick answer
- Someone to talk to, any hour: SOS on 1767, or mindline on 1771 (WhatsApp 6669 1771). Both run 24 hours.
- A medical social worker: ask your child’s doctor for a referral. At KKH, Medical Social Work is on 6394 1029 or 6394 1028, in weekday office hours (check live).
- Help with bills: medical social workers are the way in to MediFund, MediFund Junior and the Rare Disease Fund.
- Supportive care at home: HCA Hospice’s Star PALS gives free home-based palliative care to children up to 19, alongside their treatment.
- Charities and groups: the Children’s Cancer Foundation, Club Rainbow and KKH’s support groups.
- If your child suddenly gets worse: call 995.
When Your Child Is Seriously Ill: First Steps
You do not need to do all of these at once. The first two are the most helpful places to start.
- Ask for a medical social worker. KKH says: “If your child is seeing a KKH doctor, ask that doctor for a referral to a Medical Social Worker.” Staff will then contact you. KKH’s social workers support parents emotionally, assess help with medical bills, and refer families to social service agencies, Family Service Centres and MSF.
- Look after yourself from the start. KKH’s social workers offer counselling, and its Family and Parenting Therapy Clinic takes referrals from KKH specialists. KKH’s Mental Wellness Service is on 6394 2205. SOS and mindline are there at any hour.
- Gather your household documents. A financial assessment needs papers for the whole household. The list is further down this page.
- Ask about supportive care early. HCA Hospice says palliative care applies “regardless of the chances of a cure/remission or whether he or she is actively receiving treatment”, and children keep seeing their own specialists.
- If it is cancer, ask about KKH’s psychosocial programme. The CCF Psychosocial and Supportive Care Programme offers psychology, nutrition and rehabilitation for children with cancer and their families.
- Find people who understand. Charities and parent support groups, listed below, connect you with families on the same road.

Which Situation Fits You
Your child has just been diagnosed
The first days are often a blur of tests and new words. Write your questions down before each appointment, and ask for the medical social worker early. If you drive to KKH, note that KKH says the Cavenagh slip road has been closed since 20 June 2026 because of North-South Corridor works.
Your child has cancer
At KKH, the CCF Psychosocial and Supportive Care Programme, running since March 2017, covers psychology (including assessments and school recommendations), nutrition, and rehabilitation such as physiotherapy, occupational therapy, speech and music therapy. CCF’s 2025 annual report also describes financial help, casework, counselling, an education support programme and bereavement support.
A rare disease needing costly medicine
The Rare Disease Fund, managed by the KKH Health Fund and supported by MOH, is “a last line of support” once other schemes are exhausted. It is for Singapore citizens treated at any public healthcare institution, with a co-payment based on family means. As of October 2026, KKH says it covers eleven medicines for eight conditions, including Gaucher, Pompe and Fabry disease. Apply through your medical social worker.
A long-term or complex condition
Club Rainbow supports children with major chronic and potentially life-threatening illnesses, on their doctor’s recommendation. KKH also runs condition groups, including a Children’s Diabetes Support Group (6394 3771 or 6394 2094), an Asthma Club (6394 3016), a Craniofacial Support Group (6394 5034) and a monthly Neonatology Parent Support Group.
Thinking about palliative care
Palliative care is supportive care, and it can begin while treatment continues. Star PALS doctors and nurses visit at home about every two weeks, with counsellors and social workers alongside. It also offers volunteer respite through its Medi Minders, free emergency private nursing if a caregiver is in crisis, and a 24-hour helpline for enrolled families. HCA says it “does not charge for its services”.
Brothers, sisters and school
Siblings feel it too. CCF runs sibling activities through KidsConnect, and Club Rainbow’s in-hospital Family Resource Centres offer a place to take a break together. For school, KKH’s programme psychologists may talk to teachers with your consent, and our guide to working with your child’s school covers keeping teachers informed.
Help with Hospital Bills
- MediFund: MOH describes it as “a safety net” for Singaporeans who still cannot pay after subsidies, insurance and MediSave. You must be a Singapore citizen and a subsidised patient at a MediFund-approved institution. Each institution’s MediFund Committee looks at the family’s whole situation and decides the amount.
- MediFund Junior: carved out of MediFund “to give more targeted help to needy children”. Apply through the medical social workers, who will also look at other options with you.
- Permanent residents: KKH says only Singapore citizens can apply for MediFund, and directs PRs to other assistance or community support.
- Star PALS: free of charge.
- Everyday household costs: ComCare, through the Social Service Office @ Punggol.
Documents to prepare. A KKH social work sheet lists: identity documents for the patient, parents or guardians, siblings and other household members; the latest IRAS Notice of Assessment, CPF contribution history or recent payslips; parents’ recent bank statements; updated CPF and bank statements, including for adults not working; and any custody, maintenance or court orders. The sheet is from one KKH department, so ask your social worker what you need. Our healthcare costs guide explains MediSave and MediShield Life.
Gentle Tips for the Weeks Ahead
- Keep one folder. Appointment letters, bills and household papers in one place save a lot of searching.
- Let one friend coordinate help. Meals, school runs and lifts are easier to accept when someone else organises them.
- Take a breather in hospital. Club Rainbow’s Family Resource Centres at KKH and NUH have space, books and games.
- Remember the quiet sibling. Our guide to babysitting and emergency childcare may help on hospital days.
- Check your leave. Our leave guide explains childcare and family leave.
- Save the numbers: SOS 1767, mindline 1771, and KKH’s 24-hour enquiries line, 6225 5554.
If You Need Help Right Now
If your child suddenly gets worse, such as struggling to breathe, becoming unresponsive or having a seizure, call 995. Families enrolled with Star PALS can use the 24-hour helpline number HCA gives them. KKH’s general enquiries line, 6225 5554, is open 24 hours.
If it all feels too heavy, or you have thoughts of harming yourself, call SOS on 1767 or mindline on 1771 at any hour. If you are in immediate danger, call 995.
Frequently Asked Questions
Who can help us with hospital bills?
Start with the hospital’s medical social workers. They assess your situation and can apply for MediFund or MediFund Junior, and for the Rare Disease Fund where it applies.
Can permanent residents get MediFund?
No. KKH says only Singapore citizens are eligible, and directs PRs to other assistance or community support. A medical social worker can help you find it.
Does palliative care mean stopping treatment?
No. HCA Hospice says it applies whatever the chances of cure and whether or not a child is having treatment, and children keep seeing their own specialists.
How do we get Star PALS?
Through a referral from your child’s specialist or main doctor, followed by a needs assessment. You can also send HCA an enquiry online. The service is free.
How do we join Club Rainbow?
Registration is on the recommendation of your child’s doctor. Contact Club Rainbow on 6377 1789 to ask.
Where can I talk to someone at night?
SOS on 1767 and mindline on 1771 are both open 24 hours.
