If you are falling behind on mortgage payments in Punggol, talk to your lender early. HDB loan borrowers can ask HDB about loan rescheduling, reduced or deferred payments, or instalment plans for arrears. Bank borrowers should call their bank. Renters should speak to their landlord, or to HDB for an HDB rental flat.
Money worries are heavy, and they often feel worse in private. You are not the first person in this position, and help is easier to arrange when you ask before the arrears grow.
This page is part of eduKate Punggol’s When You Need Help in Punggol, our practical guides for life’s occasions, big and small. It covers late rent and housing loan arrears: who to approach first, what help exists, and what to bring.
Quick answer
- HDB loan: approach HDB through its Write To Us channel, or book an appointment at the HDB branch that manages your flat. HDB’s financial assistance measures include loan rescheduling, reducing or deferring payments, and instalment plans for arrears.
- Bank loan: contact your bank early. MAS says borrowers with bank financing can approach their bank to discuss loan restructuring.
- HDB rental flat: HDB has financial assistance measures for rental tenants facing hardship. Approach your HDB branch.
- Basic living costs: call the ComCare Hotline on 1800-222-0000 (7am to midnight daily), or MSF’s consolidated hotline 1800-111-2222 (say “ComCare”).
- Card or personal-loan debts as well: Credit Counselling Singapore, 6225 5227, helps with unsecured debts.
- If it all feels too much: Samaritans of Singapore on 1767 or the National Mindline on 1771, both 24 hours.
What to Do First When You Fall Behind on Mortgage Payments
Take these steps one at a time. You do not need to have every answer before you make the first call.
- Reach out before the arrears build up. The Association of Banks in Singapore (ABS) advises approaching your lender early, which helps reduce extra costs such as interest penalties.
- Gather the facts. Have your loan statement, your recent pay slips or income proof, and your CPF statements ready. They help at HDB, at the bank and with a counsellor.
- HDB loan: contact HDB. Use HDB’s Write To Us channel, or book an e-Appointment at the HDB branch that manages your flat before you visit.
- Bank loan: call your bank. Ask what restructuring options it can offer for your situation.
- Check whether CPF can help. You can request to use CPF savings for your housing payments through the CPF e-Service. Only Ordinary Account savings can be used for housing.
- Look at your household budget. If day-to-day costs are the real problem, contact ComCare as well, alongside your talks with HDB or the bank.
- Deal with other debts separately. Credit cards and personal loans can go to Credit Counselling Singapore. Housing loans stay with HDB or your bank.

Which Situation Fits You
You have an HDB housing loan
HDB says flat owners in financial difficulties can approach their HDB branch to learn about and apply for its financial assistance measures. If a longer repayment period would help, you can apply at any HDB branch, but the application must be made in person with all the flat owners present.
You have a bank loan
ABS lists the options banks may discuss: extending the loan tenure if it is not already at the maximum, refinancing or repricing, adding a co-owner, or renting out rooms or the whole flat. A longer tenure lowers the monthly amount, but you pay more interest in total. Repricing during a lock-in period may carry a fee. In a written reply to Parliament on 7 October 2026, MAS said banks reach out early to borrowers showing signs of financial stress.
You rent an HDB rental flat
HDB says it has financial assistance measures for rental flat tenants facing financial hardship. We could not confirm the details, so approach your HDB branch directly and explain what has changed.
You rent a room or flat from a private landlord
Tell your landlord as early as you can, propose a realistic plan, and put whatever you agree in writing. If a dispute arises over a tenancy of up to 2 years, the Small Claims Tribunals handle claims up to $20,000, or $30,000 with a Memorandum of Consent, filed within 2 years. Our tenant guide covers tenancy agreements.
You have lost your job
Tell HDB or your bank that your income has changed, so they can go through the options with you. Our guide to retrenchment and job loss lists jobseeker support.
What Help Exists, and What It Costs
According to an Ask.gov.sg answer from CPF, HDB’s financial assistance measures for homeowners who have difficulty paying their monthly mortgage include:
- loan rescheduling;
- reducing or deferring payments;
- instalment plans for paying outstanding arrears.
We could not confirm HDB’s full eligibility rules, or what happens if arrears continue, because HDB’s pages did not load fully for us. The safest course is to talk to HDB early.
For CPF, only Ordinary Account savings can go towards housing. Special, Retirement and MediSave savings are meant for retirement and healthcare. Renting out rooms to help with the mortgage is possible, but it is subject to HDB’s eligibility rules; our renting out an HDB flat guide explains them.
Credit Counselling Singapore’s Debt Management Programme is for unsecured debts of $10,000 or more owed to at least two creditors, which you can repay in full by age 70. It does not cover mortgages. A non-refundable fee of $50 to $250 applies if CCS submits a repayment proposal to your creditors. Before a CCS appointment, you attend an information talk on debt management and bring your Credit Bureau Singapore report ($8.00 before GST), a Moneylenders Credit Bureau report if you have moneylender loans ($0.50), 15 months of CPF transaction and contribution history, and proof of income.
Neighbour’s Tips
- Make the call this week. ABS points out that approaching your lender early helps reduce extra costs such as interest penalties.
- Book before you visit. HDB asks you to make an e-Appointment before going to the branch.
- Bring every owner if you change the loan period. HDB needs all flat owners present in person.
- Keep one folder. Pay slips, CPF statements and your credit report are asked for again and again, so keep copies together.
- Write things down. After each call, note the date, the person you spoke to and what was agreed.
- Ease the other bills too. SP Group lets you request a payment arrangement for utilities through its portal; see our guide to a utility bill that is too high.
- Bring someone with you. A trusted friend or family member at the appointment can take notes while you talk.
If It’s Urgent or Gets Worse
If you are facing eviction, or have no money for food or bills today, call the ComCare Hotline on 1800-222-0000 (7am to midnight daily), or MSF’s consolidated hotline 1800-111-2222 (say “ComCare”).
If the worry is becoming too much, or you feel unsafe, you can talk to someone at any hour: Samaritans of Singapore on 1767, or the National Mindline on 1771, both 24 hours. Call 995 or 999 if a life is in danger. If an unlicensed moneylender is threatening or harassing you, call the Police on 999.
