Which Kind of Help Fits Your Situation

You cannot cover rent, bills or food this month

Start with ComCare. MSF says it offers short-to-medium-term help for people on low incomes, job hunting or unable to work for a while; long-term help for those permanently unable to work because of old age, illness or disability with little family support; and interim help when it is urgent. Call the hotline, visit the Social Service Office or apply online through SupportGoWhere.

Money is tangled up with family stress

A Family Service Centre looks at the whole household, not just the numbers. That helps when debt sits alongside caregiving, conflict or a job loss. Our guide to ComCare, Social Service Offices and Family Service Centres explains how SSOs and FSCs work together.

You owe more than you can repay

Credit Counselling Singapore can look at your debts and, where suitable, propose a Debt Management Programme to your creditors. The Insolvency Office also lists other options before bankruptcy: a private arrangement with creditors, help from welfare organisations, or a Voluntary Arrangement through the court.

You want to get better with money

MoneySense, overseen by a council co-chaired by MAS and MOM, publishes free, unbiased articles and resources. At home, The Family Money System covers teaching children about money.

You are thinking of borrowing

Check the lender on the Ministry of Law’s list of licensed moneylenders as at 1 August 2026. If you are thinking of pawning jewellery instead, our pawnshops page explains the legal interest cap.

How to Get Debt Counselling at CCS

CCS does not start with a walk-in. Its appointment page sets out these steps:

  1. Attend a talk. Register for a CCS Debt Management talk or webinar through its events page.
  2. Fill in the form. Download and complete the Consumer Credit Counselling Request Form.
  3. Gather your documents. See the checklist below.
  4. Submit the full set. Post it or drop it in the box beside the main door at 51 Cuppage Road, #07-06; email it as PDF or JPG files of up to 2MB each; or use the online portal.
  5. Wait for the email. CCS emails your appointment once it has received everything.

What to Prepare

  • Your Credit Bureau Singapore credit report.
  • A Loan Information Report, if you have loans from licensed moneylenders.
  • Your CPF transaction and contribution history for the latest 15 months.
  • Proof of income, such as your most recent payslip.
  • A simple list of every debt: who you owe, how much, and the monthly payment. It makes any conversation, at CCS or an FSC, much faster.
  • For ComCare: read our ComCare and SSO guide before your visit, and ask the SSO which documents to bring.

What It Costs

  • MoneySense: its programmes are stated to be always free and unbiased.
  • ComCare: MSF’s page has an eligibility check. It does not state assistance amounts.
  • CCS documents: the credit report costs $8.00 (before GST) and the Loan Information Report $0.50 (including GST), as published in October 2026.
  • CCS Debt Management Programme: a non-refundable fee of $50 to $250 applies if CCS submits a proposal to your creditors. The page does not say whether the counselling itself is free, so ask when you call.
  • Debt Repayment Scheme: you cannot apply for it yourself. It applies only after a bankruptcy application has been filed in the High Court and the debts do not exceed $150,000. If the Official Assignee finds the case suitable, you repay in monthly instalments over no more than five years, as the Insolvency Office explains.

Neighbour’s Tips

  • The SSO is easy to reach. It is inside One Punggol, the same building as Punggol Regional Library, by Punggol MRT and Sam Kee LRT.
  • Ask about evening slots. CCS offers evening appointments from Monday to Thursday on request, usually from 7pm, which helps if you work office hours.
  • Open the letters. Keep every bill and creditor letter in one folder. A counsellor can only help with what they can see.
  • Know a sales pitch. If a “free consultation” ends with a policy or an investment to buy, it is a sales meeting, not neutral advice.
  • Check before you borrow. Treat loan offers that arrive by SMS or chat with great care, and look up any lender on the Ministry of Law’s list before you share personal details.
  • Read the small print on insurance. Before you claim, our haze and insurance claims guide shows how exclusions work.
  • Talk about money at home. Children notice stress. A calm, age-appropriate explanation is kinder than silence.

If It Is Urgent

  • No money for basic needs: call the ComCare Hotline on 1800-222-0000 (mobile airtime charges apply).
  • Lost money to a scam: follow our first-hour guide, and check suspicious calls or messages with ScamShield on 1799.
  • Feeling overwhelmed: money worries affect sleep and mood. Our page on mental health help in Punggol lists crisis lines and counselling.
  • Threats or harassment: if you or your family are in danger, call the Police on 999.
