Baby Showers and Gender Reveals in Punggol: Venues, Food and Ideas

Canal and bridge at Punggol Waterway Park beside Waterway Point

For baby showers in Punggol, settle the guest count first. A park gathering of more than 15 people, or one with a tent or sound system, needs an NParks booking at least one calendar month ahead. For a gender reveal, leave out fireworks and flares, which the Police do not allow individuals to use.

A shower should feel easy for the mum-to-be. Keep the plan simple and the food safe, and the rest takes care of itself.

This page is part of eduKate Punggol’s When You Need Help in Punggol, our practical guides for life’s occasions, big and small. It covers choosing a venue, park booking rules, which gender-reveal effects are allowed, food-safety rules for a catered spread, and what to leave off the mum-to-be’s plate.

Quick answer

  • First step: fix the guest list. It decides whether home, a function room, a restaurant or a park works best.
  • Park venues: NParks requires a booking for more than 15 participants, a tent or sound system, or a ticketed event. Submit at least one calendar month ahead.
  • Gender reveals: fireworks of all kinds, including candle and tube sparklers, and flares are not allowed for individuals. If you are unsure about any effect, ask the Police Regulatory Department before you buy it.
  • Food: use an SFA-licensed caterer for a buffet. Home bakers can make the cake, but cannot cater buffet lines.
  • Mum’s plate: HealthHub advises avoiding raw fish, high-mercury fish and alcohol in pregnancy.

How to Plan Baby Showers in Punggol

Six to eight weeks is a comfortable runway, especially if you want a park venue that needs a month’s notice.

  1. Agree the date with the mum-to-be. Ask how she feels about a surprise. Many prefer to know, so they can rest beforehand.
  2. Count the guests. Up to 15 suits a flat or a casual picnic. Above 15, a park gathering needs an NParks booking, so a booked room may be simpler.
  3. Choose the venue. Options in Punggol include your home, a community club or SAFRA function room, a restaurant at Waterway Point, or a park.
  4. Book early if it is a park. Use NParks’ “Find a venue” tool to see whether your spot can be booked, then apply at least a month ahead.
  5. Order food from licensed sellers. Book an SFA-licensed caterer for any buffet, and plan a menu the mum-to-be can actually enjoy.
  6. Pick a safe reveal. Cutting a cake with a coloured filling or opening a box of balloons involves nothing that burns or bangs.
  7. Plan the clean-up. Bring bin bags and assign two people to clear up before you leave.

Which Shower Fits You

A small shower at home

For close friends and family, a flat is often the most relaxed choice. The mum-to-be can put her feet up, and you avoid booking fees. Our small celebrations guide has ideas for hosting at home.

A picnic shower by the waterway

Keep it to 15 people or fewer, with no tent or sound system, and NParks’ booking rule does not apply. Above that, check whether your chosen spot is listed as a bookable venue. Remember that Punggol Point Park has been closed for works since 11 August 2026, with completion due on 31 December 2027.

A booked park venue

NParks’ venue terms (July 2024) ban smoke or mist machines, and open fires or naked flames without approval. Several venues, including HortPark and Fort Canning, bar scattering petals or confetti. There is no amplified sound from 10.30pm to 9am without approval, no alcohol without permission, and no washing of cutlery in the park. Caterers must hold NEA food-handling certification, and all litter must be cleared after the event.

A function room or restaurant

Indoor rooms take the weather out of the equation. SAFRA Punggol’s function rooms combine for up to 300 people, and community club rooms are listed in our function rooms guide. For under a dozen guests, a private corner at a Waterway Point restaurant may be simplest; call ahead to ask about reservations.

A gender reveal with children around

Choose something that does not burn or bang. A cake with coloured sponge, a box of balloons, or a pinata filled with coloured sweets keeps little ones safe and gives a great photo.

Rules for Gender Reveals, Food and Costs

Reveal effects

The Police Regulatory Department’s guideline of 1 May 2026 is clear on the main points:

  • Fireworks of all forms, including firecrackers and candle or tube sparklers: not allowed for individuals.
  • Flares and smoke signals: not allowed for individuals.
  • Party poppers: allowed only if they meet the Explosives Exemption Order 2025; any deviation requires a licence.
  • Smoke bombs, coloured smoke grenades, confetti cannons and smoke powder are not named. The Police say: “If unsure, contact PRD” before buying.

This matters. The Police noted in March 2026 that unauthorised use of explosives under the Guns, Explosives and Weapons Control Act 2021 can bring up to 36 months’ jail and a fine of up to $50,000.

Catered food

SFA’s guidelines for catered events say no food should sit at room temperature for more than four hours from cooking. Ask for delivery no earlier than an hour before the meal. Buffets must carry a time-stamp sign with a “CONSUME BY” time, and food should be thrown away after it; do not let guests take leftovers home. Hot food should stay above 60°C and cold food below 5°C. SFA notes that canned fuel under chafing dishes cannot keep food above 60°C.

As of October 2026, SFA says home-based food businesses do not need an SFA licence, so a home-baked cake or cupcakes are fine. They cannot, however, provide catering, such as buffet lines or packed meals.

Costs

NParks’ booking page does not list venue fees; any fees are paid as part of the booking. If you cancel 30 days or more before the event, NParks charges 20% of the usage fees. Function room rates are set by each venue.

Neighbour’s Tips

  • Write “15” at the top of the guest list. If you go over, you are into booking territory for a park.
  • Leave raw items off the menu. SFA advises avoiding raw or uncooked food when guests include pregnant women, young children or elderly people, and HealthHub lists raw fish among the foods to avoid in pregnancy.
  • Swap the bubbly for a mocktail. HealthHub advises abstaining from alcohol in pregnancy, and NParks needs permission for alcohol at its venues anyway.
  • Check the sparkler candles. Candle sparklers count as fireworks under the Police guideline. Use ordinary candles at home; at a booked NParks venue, any naked flame needs NParks’ approval.
  • Skip the confetti outdoors. It is barred at several NParks venues and is hard to pick out of grass.
  • Order the buffet for one hour before you eat. Then the four-hour clock works for you.
  • Give the mum-to-be a proper chair. A comfortable seat with back support and a cold drink within reach matters more than decorations.

If It’s Urgent

Call 995 for a fire, a burn, any injury, or if a guest collapses or feels very unwell. If the mum-to-be has heavy bleeding, severe pain or faints, call 995 rather than waiting to see how she feels. For safety or crime concerns, call the Police on 999.

If several guests feel ill after eating, see a doctor, and read our food safety and food poisoning guide.

Frequently Asked Questions

Do I need a permit for a baby shower in a Punggol park?

NParks requires a booking if the event has more than 15 participants, needs a tent or sound system, or sells tickets. Apply at least one calendar month ahead.

Are smoke bombs allowed for a gender reveal?

The Police guideline does not name them, so we cannot say. Contact the Police Regulatory Department before you buy one. Smoke machines are not allowed at NParks venues.

Can we use sparklers on the cake?

Candle and tube sparklers count as fireworks, which individuals are not allowed to use. Plain candles are the safer choice at home. At a booked NParks venue, open flames need NParks’ approval, so ask first.

Can a home baker do all the food?

A home baker can make the cake and desserts. SFA says home-based businesses cannot provide catering such as buffet lines or packed meals, so use a licensed caterer for those.

Can the mum-to-be eat sushi?

HealthHub advises avoiding raw fish in pregnancy, and high-mercury fish such as swordfish, shark, king mackerel and bluefin tuna. Cooked dishes are a kinder choice for her plate.

How long can buffet food stay out?

SFA says no more than four hours from the time it was cooked. Check the “CONSUME BY” sign and clear the food after that time.
