What Applies to Your Situation
The death happened at home
Call the family doctor first. If there is none, or they are not available, NEA suggests a neighbourhood doctor who is willing to make a house call. If no doctor can be reached, or the doctor cannot certify the death, call the police. The body is then taken to Mortuary @ HSA by police hearse.
The death happened in hospital
A hospital doctor certifies the death, and staff give you the digital death certificate number. Keep that number safe. You need it for the certificate download and most bookings.
The police or the coroner are involved
For coroner cases, the State Coroner and the duty pathologist decide whether an autopsy is needed. NEA advises bringing the deceased’s medical documents, all medicines they were taking, and the IDs of the deceased and the informant. Unnatural deaths are investigated by the police, and the family may attend a coroner’s inquiry.
You are choosing a funeral director
NEA points families to the Association of Funeral Directors Singapore list. Before you agree to a package, use NEA’s A.S.K. checklist: consider the deceased’s wishes, ask what you are paying for, and rely on trustworthy information. We have not listed individual funeral parlours on this page.
Money is tight
NEA lists funeral assistance from Cheng Hong Welfare Service Society (6100 6991), MUIS (6359 1199) and the Muslimin Trust Fund Association (9116 4085, burial@mtfa.org). A Social Service Office can also help. See our guide to ComCare and financial help in Punggol.
The family prefers no wake
A wake is not required. NEA says direct cremation or burial, or a memorial after cremation, are all allowed.
What to Do, Step by Step
- Get the death certified. By the family doctor, a house-call doctor or the hospital. Registration then happens automatically.
- Note the certificate number. Write it down somewhere you will not lose it.
- Download the digital death certificate. Use LifeSG within 30 days. The spouse, parents, children, siblings, grandparents, grandchildren, aunts, uncles, nieces and nephews can download it, or someone they authorise. Save it on your device.
- Apply for the Permit to Bury/Cremate. Use the NEA ePortal, or authorise a funeral director. You need it before any burial or cremation.
- Book the cremation or burial. Cremation: NEA ePortal, 6554 5655 or in person. Burial: 6225 5632 or in person.
- Arrange the wake venue. For a void deck, multi-purpose hall or pavilion, apply to Punggol Town Council. For an HDB car park, apply to HDB separately.
- Decide on the ashes. A columbarium niche, inland scattering at Choa Chu Kang’s Garden of Peace, or sea scattering at the designated site.
- Turn to the estate when you are ready. If there is a will, the next step is a grant of probate. If there is no will, it is letters of administration.
What to Have Ready
- The deceased’s NRIC, FIN card or passport: for the doctor or hospital.
- The digital death certificate number and date of death: for LifeSG and bookings.
- For a cremation or burial booking: death confirmation (digital death certificate, mCOD or a public hospital NEHR printout), the Permit to Bury/Cremate, and the IDs of the next of kin and the applicant. Add a Letter of Authorisation if the applicant is not next of kin. Payment by NETS, Cash Card or credit card.
- For the Town Council: a copy of the death certificate.
- If the digital certificate is not ready yet: ICA says NEA and Town Councils accept the doctor’s Confirmation of Death for funeral, burial or cremation applications.
- The deceased’s NRIC afterwards: ICA suggests you can destroy it by punching a hole or cutting it in half, to prevent misuse.
Costs for Death Registration, Funerals and Wakes in Punggol
- Death registration and digital certificate: no fee. After 30 days, you would need a paid death extract.
- Cremation: government crematoria $100 (adult) or $50 (child under 10). Kong Meng San $327; Tse Tho Aum $436 (GST-inclusive, cremation only).
- Burial, SC/PR: $940 (10 and above) or $420 (under 10) at government cemeteries; $315 or $140 at Muslim, Ahmadiyya, Jewish, Parsi and Bahai cemeteries. Non-SC/PR: $1,880 or $940.
- Columbarium niche: standard (about two urns) $500; family (about four urns) $900; selection fee $250.

- Estates: the Public Trustee administers estates not exceeding $50,000. There is no estate duty for deaths on or after 15 February 2008.
Neighbour’s Tips for the Days Ahead
- Download the certificate on day one. The free download window is 30 days, and the days pass quickly.
- Car park overflow needs HDB, not the Town Council. If a void deck wake will spill into the car park, apply to HDB on 1800-225-5432 or through HDB eFeedback (Subject: Car Park; Category: Use of Car Parks for Non-Parking Purpose).
- Planning more than seven days? Wakes longer than seven days after death need NEA’s written permission first.
- No embalming is still possible. NEA says a wake can be held in a hermetically sealed coffin with no viewing window, up to seven days after death.
- Keep valuables out of the coffin. Items placed inside cannot be recovered after cremation.
- Mind the weekday-only counters. Choa Chu Kang Crematorium is closed on weekends, and columbarium niches cannot be booked on Sundays.
- Watch for scams. NEA warns that officials never ask you to transfer money or give bank log-ins over the phone. ScamShield Helpline: 1799.
If It Is Urgent or Out of Hours
- You are not sure the person has died, or someone is in danger: call 995.
- A death at home and no doctor can be reached: call the police on 999.
- Estate problems during a wake after office hours: Punggol Town Council’s after-hours line, 1800-325 8888.
- Grief support listed by NEA: National Family Service Centre Helpline 1800 838 0100; Care Corner Mandarin Counselling 1800 353 5800 (10am–10pm daily). NEA also lists the Samaritans of Singapore, whose 24-hour hotline is 1767 (CareText on WhatsApp: 9151 1767). Our mental health help page has current crisis lines.
