To report rats, cockroaches, mosquitoes or a bee nest in a Punggol HDB common area, use the OneService app or LifeSG’s “Report an issue in your neighbourhood”. It sends your report to the right agency. You can also call Punggol Town Council on 6590 9500 on weekdays. For a severe allergic reaction to a sting, call 995.
You do not need to know which agency handles what. That is the whole point of the app, and it saves a lot of being passed around.
This page is part of eduKate Punggol’s Essential Information for Punggol, our quick answers and where-to-go lists for everyday life in Punggol. It covers the pests Punggol common areas see most often: who deals with each one, what details to send, and the small habits at home that stop them coming back.

Who to Contact About Pests in Punggol Common Areas
One change to know first. Since 1 August 2025, the new Punggol Town Council, at punggol-tc.org.sg, has managed the HDB estates of Punggol GRC. When we checked in October 2026, the old Pasir Ris–Punggol Town Council website still showed Saturday hours, but it is out of date: the new office is closed on Saturdays.
| Who | How to reach them | Hours (checked October 2026) | Report this |

Which Pest, Who Handles It
Rats
NEA asks residents to report rat sightings through the OneService app, and not to catch or handle rats. Signs include live sightings, round burrows about 2 to 4 inches wide, small dark droppings, gnaw marks, rub marks along walls and pipes, and footprints.
Cockroaches
We could not find an official page that names who handles cockroaches in common areas. Report them through OneService or to the Town Council, with photos and the exact spot, and let the system route it.
Mosquitoes
NEA’s guide for Town Councils sets out regular work: weekly checks of drains, gully traps, puddles, bin centres, car park drains and litter bins; fortnightly checks of roof gutters at bin centres and linkways; and fortnightly insecticide in gully traps. Fogging is used only when there is a mosquito nuisance or a disease outbreak. Report standing water or heavy biting through OneService. Our guide to haze versus mosquito fogging explains the smoke you may see.
Bees and wasps
Back away and do not touch or provoke the nest. If it is in a park, call NParks on 1800 471 7300. If it is at your block, report it through OneService or to the Town Council; official pages do not say who removes nests in HDB common areas, so let them arrange it.
Pests inside your flat
The Town Council looks after common property, so pests inside your own flat are usually yours to arrange. Our guide to checking a pest control operator explains how to choose one safely.
How to Report a Pest, Step by Step
- Note exactly where. Block number, level, and the precise spot: “bin centre beside Blk 2xx, left side”, not just “downstairs”.
- Note when. The date and time you saw it, and how often it happens.
- Take photos or a short video. Both NEA and LifeSG ask for them, and they speed things up.
- Add the useful extras. For rats, NEA asks which direction they came from or went to, roughly how many, and whether food waste or litter is nearby.
- Submit through OneService or LifeSG. Pick the pest or cleanliness category and send.
- Track and follow up. Watch your LifeSG inbox. If the problem keeps coming back, call the Town Council on a weekday and quote your report.
Keeping Pests Away: What Residents Can Do
Common areas stay cleaner when every flat does its small part. These come from NEA’s advice.
- Bag food waste properly. Tie it in a thick plastic bag before it goes down the chute.
- Never leave rubbish beside a full bin. Overflowing bins and bags on the floor are a rat buffet.
- Store food covered. And clear pet food and crumbs, indoors and on the corridor.
- Seal gaps. Small openings around pipes are an easy way in.
- Do the Mozzie Wipeout regularly. B-L-O-C-K: Break up hardened soil; Lift and empty flowerpot plates; Overturn pails and wipe their rims; Change vase water; Keep roof gutters clear and add BTI insecticide.
On dengue: NEA’s cluster map showed seven clusters islandwide and none in Punggol, accurate as at 16 October 2026. Check NEA’s dengue clusters page for the latest.
Neighbour’s Tips for Reporting Pests in Punggol
- Get the block number in the photo. A picture of the rat hole with the block sign in the corner removes all guesswork.
- Write the time down as it happens. NEA asks when you saw the rats, and memory gets fuzzy by the next morning.
- One good report beats five vague ones. Neighbours can each report, but each should include the exact spot and a photo.
- Do not expect fogging on request. NEA says Town Councils fog only for a nuisance problem or an outbreak, so ask about breeding checks instead.
- Use the right website. punggol-tc.org.sg is current; the old prpg-tc.org.sg pages are outdated.
- Clear the corridor. Pot plates and pails left outside your door count too. A regular B-L-O-C-K check covers them.
If It Is Urgent or Out of Hours
- Stung and showing signs of a serious allergic reaction, such as trouble breathing, or stung many times: call 995. NParks says to seek medical help immediately for an allergic reaction or multiple stings.
- A single honey-bee sting: scrape the sting out with the edge of a card rather than squeezing it, wash the area and apply ice.
- Caught in a swarm: cover your head, move to shelter, do not swat, and do not jump into water.
- After Town Council hours: EMSU on 1800 325 8888 for essential maintenance of common property. Non-urgent pest reports can wait in the app until morning.
