Every licensed pawnshop Punggol has is close to a station, and the Ministry of Law lists four: ValueMax inside Punggol MRT, Maxi-Cash and MoneyMax at Waterway Point, and Maxi-Cash at Punggol Plaza. By law, interest is capped at 1.5% of the loan a month, and you have six months to redeem.
Pawning is an ordinary, regulated way to borrow against something you own. Knowing the rules before you hand over a bangle makes it a calmer one.
This page is part of eduKate Punggol’s Essential Information for Punggol, our quick answers and where-to-go lists for everyday life in Punggol. It lists the licensed pawnshops and the gold jewellery shops in town, explains how pawning works step by step, and sets out the protections the Ministry of Law gives you.

Hours checked October 2026 — confirm with the shop before you go. The licensed list is the Ministry of Law’s List of Pawnshops as at 1 February 2026, the latest we found. ValueMax’s details come from its outlet page and MoneyMax’s from its own site. Maxi-Cash’s site could not be checked, so its Waterway Point hours come from a third-party mall directory.
How Pawning Works, Step by Step
- Choose a licensed pawnshop. Check the name and address against the Ministry of Law’s list of valid pawnshops.
- Bring the item and your identification. The Ministry of Law page we checked does not list ID rules, so ask the shop what identification it needs before you go.
- Hear the valuation and the loan offer. The pawnbroker should give you an indicative valuation of the item. Write it down.
- Read the pawn ticket before you leave. Check the loan amount, the interest and the expiry date. That date marks the end of your six-month redemption period.
- Keep the ticket safe. Photograph both sides and store the original somewhere you will find it in six months.
- Redeem before the expiry date. Pay the loan plus interest and take your item home.
- Need more time? Talk to the pawnbroker before the ticket expires. An extension needs both of you to agree.
Your Protections Under the Pawnbrokers Act
The Ministry of Law’s Registry of Pawnbrokers sets out these rules on its information for pawners page. They apply at every licensed pawnshop, in Punggol and everywhere else.
- A legal ceiling on interest. The maximum is 1.5% of the loan per month. Redeeming costs the loan plus that interest.
- Six months to redeem. You can redeem any time before the expiry date on the ticket.
- Your item stays safe until forfeiture. The pawnbroker cannot sell or dispose of it during the redemption period, or afterwards until it is actually forfeited.
- A written warning before you lose it. The pawnbroker must serve a Notice of Forfeiture within two months after the redemption period ends. If you do not redeem within one month after that notice, the item is forfeited.
- No surprise auctions. Items pawned from 1 April 2015 are not auctioned. If forfeited, they become the pawnbroker’s property. The last public auction was held on 24 October 2015.
- A lost ticket can be replaced. Apply at the pawnshop. The pawnbroker will make reasonable enquiries and issue a replacement ticket, with no Commissioner for Oaths declaration needed.
- A valuation on record. Under changes announced by the Ministry of Law in 2014, pawnbrokers must give an indicative valuation when you pawn and a fresh one at the end of the redemption period. If a pledge is lost or damaged, compensation is based on the valuation at pawning.
- A small, capped fee for cashless payment. A pawnbroker offering cashless payment may charge up to $2 per pawn ticket. Credit cards do not count as a cashless mode for this.
What It Costs: a Worked Example
Say you take a $1,000 loan. At the legal maximum of 1.5% a month, interest is at most $15 a month. If you redeem at the end of the full six months, you would pay back at most $1,090: the $1,000 loan plus up to $90 in interest. Redeem earlier and you pay less.
Shops may charge less than the cap, so ask each one for its rate and how it counts part-months. Ask them to explain every number on the ticket before you sign. A good pawnbroker will be happy to.
Pawning or Selling Gold: Which Fits You
You want the item back
Pawning lets you borrow against it and redeem it later. Before you pawn, work out where the redemption money will come from. A family heirloom is easier to pawn than to buy again.
You are ready to let it go
Selling is final, so compare offers. Dealers who buy gold or jewellery for resale must be registered with the Ministry of Law’s anti-money laundering division under the PSPM Act. You can check a dealer on the list of registered dealers, which also shows suspended and cancelled dealers. Pawnbrokers are exempt from that register; they are licensed by the Registry of Pawnbrokers instead.
You need cash early in the morning
ValueMax at Punggol MRT opens at 8.30am daily, the earliest we found. We found no 24-hour pawnshop in Punggol.
Money is tight month after month
A pawn loan can bridge a gap, but repeated pawning can become expensive. Help is available, without judgement, from Social Service Offices, Family Service Centres and credit counsellors. Our page on free money help for Punggol families lists where to go.
Neighbour’s Tips for Pawning in Punggol
- Set two reminders. Put one in your phone a month before the ticket expires and another a week before.
- Keep your contact details current. If you move flat or change number, tell the pawnshop, so a Notice of Forfeiture actually reaches you.
- Photograph the item. A clear photo, next to the ticket, helps if there is ever a question about condition.
- Look inside the station for ValueMax. Sources give different unit numbers, but all put it inside Punggol MRT Station.
- Ask more than one shop. Three of Punggol’s four pawnshops are at or beside Punggol MRT and Waterway Point, so comparing valuations takes minutes.
- Pawn only what you can redeem. Or, at least, only what you could bear to part with.
If You Are Running Out of Time
- The expiry date is close: go to the pawnshop before it passes and ask about redeeming or an extension. An extension needs the pawnbroker’s agreement.
- You have received a Notice of Forfeiture: you have one month after that notice to redeem, so go to the pawnshop straight away.
- You have lost the ticket: go to the pawnshop that issued it and ask for a replacement.
- You need urgent financial help: call the ComCare Hotline on 1800-222-0000.
- Questions about the rules: contact the Ministry of Law through its contact page.
