Early Intervention and Developmental Support for Punggol Children

Car park entrance at One Punggol in Singapore.

For early intervention Punggol families usually start with a doctor. A polyclinic doctor can refer your child to KKH’s Department of Child Development or NUH’s Child Development Unit, or you can see a private paediatrician. KKH also runs intervention services at One Punggol (#04-07), and Metta Preschool EIPIC @ Punggol is at 194 Punggol Road.

If something about your child’s development is worrying you, asking early is never an overreaction. Plenty of Punggol families have walked this path, and the route is clearer than it first looks.

This page is part of eduKate Punggol’s Essential Information for Punggol, our quick answers and where-to-go lists for everyday life in Punggol. It covers where to get your child assessed, the early intervention centres in and near Punggol, the main programmes and their fees, and the steps from first worry to first session.

Which Programme Fits Your Child

You do not have to pick a programme yourself. The doctor’s assessment points you to the right one. It still helps to know the names, because you will hear them a lot.

EIPIC: medium to high support

The Early Intervention Programme for Infants and Children is for children from birth to 6 who are Singapore Citizens or PRs, assessed by a paediatrician as at risk of developmental, intellectual, sensory or physical disability. It comes in two forms: EIPIC Under-2s (0–24 months) and EIPIC @ Centre (2–6 years). Some centres require a caregiver to attend with Under-2s.

DS-LS: low support at preschool

Development Support and Learning Support is for K1 and K2 children who need a little extra help. It is offered only through preschools that run it, so ask your child’s preschool.

InSP: medium support inside a preschool

The Inclusive Support Programme brings support into the preschool for children aged 3 to 6. ECDA says it is expanding to more preschools from 2026. As of October 2026, we found no Punggol preschool on ECDA’s list, so ask yours whether it is joining.

EIPIC-Care: a North-East pilot

This pilot is for children aged 2 to 3 at referral with medium needs, whose families live in the pilot region. It runs workshops and parent-child coaching with associate psychologists, over three modules, at a community-based centre in the North-East. ECDA does not name the centre, and the hospital or doctor makes the referral.

How to Get Early Intervention in Punggol, Step by Step

  1. Write down what you have noticed. Note what your child does, or does not yet do, with examples and the age when you first noticed.
  2. See a doctor. Ask a polyclinic doctor for a referral to KKH DCD or NUH CDU, or see a private paediatrician.
  3. Attend the assessment. The doctor will explain what they found and what they recommend.
  4. Submit the application. If EIPIC is recommended, hand the application form to the hospital or clinic. It forwards the form to SG Enable.
  5. Talk to SG Enable. A case officer contacts you to discuss centres. ECDA says SG Enable responds within 10 working days of receiving complete referral forms.
  6. Choose a centre. Weigh location, estimated waiting time, whether a caregiver must attend, and transport. The officer then refers you.
  7. Visit and enrol. The centre contacts you for a visit or intake assessment, then confirms the start date, fees and transport details.

These steps follow SG Enable’s guide to EIPIC (updated July 2025), which also says waiting times are estimates and can change without notice.

What to Bring to the First Appointment

  • Your child’s health booklet.
  • Your written notes, with examples and the ages at which you noticed them.
  • Short phone videos of the behaviour that worries you. Children rarely perform on cue in a clinic.
  • Any notes or reports from the preschool teacher.
  • Your questions, written down, because it is easy to forget them in the room.

Costs and Subsidies

Most fees are means-tested by household income per person. Ask the centre which tier applies to you. As published by ECDA (checked October 2026):

  • EIPIC: $5–$430 a month.
  • InSP: maximum out-of-pocket of $10–$430 a month for Singapore Citizens and $20–$1,270 for PRs, plus the preschool’s normal fees.
  • DS-LS: Development Support $5–$290; Learning Support $5–$130.
  • EIPIC-Care: $288 for Singapore Citizens and $576 for PRs, before GST.
  • KKH DCD therapy: means-tested and set after consultation. For help with costs, KKH’s medical social workers can be reached at kkh.dcd.msw@kkh.com.sg.

How these fees sit alongside preschool subsidies is explained in our early intervention and preschool subsidies guide.

Neighbour’s Tips for the Early Intervention Journey

  • Ask the three practical questions. When choosing a centre, ask about the waiting time, whether a caregiver must attend, and transport. A slightly further centre with a shorter wait may suit you better.
  • Phone, do not app. KKH says DCD appointments are not on HealthHub, so call the clinic directly to change or cancel.
  • Keep one folder. Reports, letters and receipts in one place save you hunting before every appointment.
  • Stay in touch while you wait. Waiting times change. A polite call every few weeks keeps you informed.
  • Tell the preschool. Teachers who know the plan can practise the same skills during the day.
  • Look after the carer too. Appointments, therapy and worry are tiring. Take help when it is offered.

If You Need Help Urgently

Early intervention is not an emergency service. If your child is acutely unwell or hurt, call 995 or see our paediatric clinics guide. If you are worried about a child’s safety at home, the National Anti-Violence and Sexual Harassment Helpline, 1800 777 0000, runs 24 hours. If you are struggling yourself, mindline 1771 is also open 24 hours.

Frequently Asked Questions

Do I need a referral for early intervention?

For EIPIC, yes. A doctor at KKH DCD, NUH CDU or a private paediatric clinic recommends it, and the clinic sends your application to SG Enable. A polyclinic doctor can refer you to the hospital clinics.

Is there an EIPIC centre in Punggol?

Yes. Metta Preschool EIPIC @ Punggol is at 194 Punggol Road. AWWA runs EIPIC centres nearby at Fernvale Link, Fernvale Woods and Hougang.

Where is KKH’s child development clinic in Punggol?

At One Punggol, #04-07, 1 Punggol Drive. KKH lists it for intervention services. First assessments and diagnosis are at the SKH and KKH clinics.

How much does EIPIC cost?

ECDA lists out-of-pocket fees of $5 to $430 a month, depending on household income per person.

Can my child get support and stay in preschool?

Yes, in some cases. DS-LS and InSP are delivered inside preschools that offer them. Ask your preschool, and see our subsidies guide for how fees combine.

Who can join EIPIC?

Children from birth to 6 who are Singapore Citizens or PRs, assessed by a paediatrician as at risk of a developmental, intellectual, sensory or physical disability, and not already in another MSF-funded early intervention programme such as DS-LS.
