If water appears to be entering your Punggol HDB flat through an external wall, report the suspected common-property issue to the Town Council managing the block. HDB’s maintenance guidance identifies external façade walls as Town Council responsibility.
State what you observed rather than declaring the cause. A damp patch after rain may help an investigation, but it does not prove whether water entered through the façade, window area, roof, pipework or another route.
For a newly completed flat, also raise the issue through the relevant HDB or Building Service Centre defect-reporting route. Ask the receiving team to confirm who will investigate; do not assume every wall stain is covered by the same repair or warranty arrangement.

Record the room and precise position
Identify the block, unit, room and wall area. Photograph the overall location as well as the visible patch so an officer can understand where it sits in the flat.
If safe to observe, note whether the area becomes wet during rain or remains damp afterwards. Avoid climbing outside or reaching across a window to inspect the façade.
Keep a short timeline
Record the date, approximate time and what changed. If the problem recurs, add a new entry instead of sending an unexplained series of photographs.
Mention earlier repairs, repainting or relevant window work. Those details can help the team understand the history without assuming the most recent contractor caused the problem.
Ask who is coordinating the investigation
Keep the case reference and ask which team is handling the assessment. If the report is referred elsewhere, record the referral rather than treating it as confirmation that a repair has been approved.
Where access to the flat is needed, agree on a practical appointment. Tell the team if a cabinet or other obstruction makes the affected area difficult to inspect.
Report recurrence against the earlier case
After any work, record whether the same symptom returns and under what circumstances. Refer to the previous case and repair date so the history stays connected.
For staining mainly on a ceiling, our Punggol ceiling-leak guide covers a related but different starting point. This page does not determine the leak source, liability or repair deadline.
