If you plan to replace bathroom or toilet tiles in a newly built Punggol HDB flat, check the three-year restriction before agreeing to hacking work. HDB says the original floor and wall finishes provided by HDB or the developer must not be replaced during that period.
The period runs from the block’s completion date. Do not calculate it from your move-in anniversary, renovation date or when a previous owner occupied the flat; ask HDB to confirm the relevant date if your documents do not make it clear.
After the restriction period, replacement is still subject to the applicable renovation guidelines and permit requirements. An overlay proposal is a different scope from removing existing finishes and should be checked separately; neither a contractor’s quotation nor the age of the flat alone approves the work.

Identify what you want changed
Separate removing the original tiles from laying another finish over them, replacing a fitting or repairing a defect. Give the contractor the exact scope rather than asking generally for a “toilet makeover”.
Ask which existing surfaces will be disturbed and which will remain. If the design changes, revisit the approval question instead of assuming an earlier discussion covers the new method.
Confirm the date before scheduling work
Keep the address and relevant completion information with the proposed work description. A friend’s Punggol block may have a different completion date even if the homes look similar.
If you cannot establish whether the restriction has ended, ask HDB before arranging demolition. An estimated date in a renovation conversation should not decide when the work begins.
Check waterproofing and the permit scope
HDB links the restriction to protecting the bathroom waterproofing. Ask the contractor to explain the applicable waterproofing and testing requirements for any permitted replacement.
Use a contractor listed in HDB’s Directory of Renovation Contractors and check the actual approval where a permit is required. The end of the three-year period does not remove those separate responsibilities.
Handle defects through the right enquiry
If your concern is a leak, loose finish or suspected construction defect, describe that problem to HDB or the responsible defect-reporting channel. Do not assume elective renovation is the only response.
Keep photographs, dates and previous correspondence before work changes the area. For the wider process, use our Punggol renovation permit guide; this page does not authorise tile removal or diagnose a leak.
