Before renting an HDB flat in Punggol, check who owns the flat and whether the proposed rental has the necessary HDB approval. The Council for Estate Agencies’ tenant checklist separates the landlord’s name, HDB ownership and confirmation that the owner is eligible to rent out the flat.
An owner being eligible to rent out a whole flat is not the same as approval for your particular tenancy. HDB’s tenant guidance advises asking to see the approval letter before moving in; clarify how approval will be obtained before committing to the arrangement.
If an agent is involved, verify the agent independently through CEA. An agent’s photograph, a set of keys or a convincing property advertisement should not replace the ownership and approval checks. Keep the flat address consistent across the documents you review.

Separate the checks instead of accepting one screenshot
Think of four different questions: who is the landlord, who owns the property, can the owner rent it out, and has the proposed rental been approved? One document may not answer all four.
Ask what each document establishes. If someone claims to act for the owner, clarify that person’s authority rather than assuming every person conducting a viewing can agree to the tenancy.
Use the official tenant checklist
CEA links to an official checklist for tenants and their agents. Read it before finalising the tenancy, not only after a problem appears.
The checklist identifies SLA’s ownership-information route and CEA’s agent register. Use current official links reached from the agencies’ websites, and obtain help if you cannot interpret the information.
Agree how approval affects the contract
Discuss the approval process and expected move-in date with the owner. HDB’s guidance suggests considering a clause making the contract conditional on obtaining its rental approval.
This is not a substitute for understanding the complete agreement. If a proposed clause, deposit condition or refund promise is unclear, obtain appropriate advice before signing rather than assuming a standard outcome.
Keep an orderly handover record
Retain the agreement, approval information and payment records together. Check the address and parties carefully whenever a revised document is sent.
