Does ECDA control every Punggol preschool’s fees? ECDA says it has fee caps for government-supported Anchor Operators and Partner Operators, but does not decide or control fees for non-government-supported preschools.
Preschools must make their fee structure transparent to parents. ECDA’s guidance also says parents should be notified of a fee revision by 1 September of the preceding year.
For example, that stated notice rule points to 1 September 2026 for a 2027 fee revision. Ask your centre to confirm the revised amount, effective date and notice rather than assuming every fee or deduction has changed.

CHAPTER 1 OF 4
Check the operator category
The ECDA fee-control answer distinguishes government-supported operators from other preschools.
Ask the centre which category applies to it. Do not use another operator’s fee arrangement as the rule for your child’s centre.
CHAPTER 2 OF 4
Read the notice precisely
Keep the written notice and identify which fee is being revised, from when, and for which programme. Compare it with your existing fee information.
If the notice is unclear, ask the centre to explain the particular entry. A programme fee and a separate charge should not be combined without understanding the breakdown.
CHAPTER 3 OF 4
Check the payment calculation
Ask how the revised fee connects to your approved assistance and the bill for the relevant month. Do not predict a new subsidy amount from a fee notice alone.
Our application-outcome fee guide explains the before-subsidy figure.
CHAPTER 4 OF 4
Raise an unresolved notice question
If you cannot identify the required notice or understand when it was issued, ask the preschool management for clarification and keep its response.
This guide summarises ECDA’s published rule. It does not determine a refund, contractual remedy or legal entitlement in an individual fee dispute.
