Single, separated and divorced parents should declare their marital status accurately in the LifeSG preschool subsidy form. ECDA says the form adjusts accordingly and may seek supporting information.
Consent depends on the arrangement. For joint custody with equal care and control, ECDA requires both parents’ consent. Where one parent has sole care and control, only that parent’s consent is needed, even if custody is joint.
For Punggol parents unsure which instruction applies, ask ECDA to clarify your application using the actual arrangement. This guide explains the form process, not how to interpret or change a custody order.

Declare the correct circumstances
Distinguish custody from care and control
CHAPTER 1 OF 4
Declare the correct circumstances
Read ECDA’s single-parent application guidance. The general adjusted route does not send the form to the other parent, but the consent distinction still matters.
Do not choose a status simply because it makes the next screen easier to complete. Ask for clarification if the form does not reflect your circumstances.
CHAPTER 2 OF 4
Distinguish custody from care and control
Do not rely on the phrase “joint custody” alone to decide who must consent. ECDA’s instructions specifically distinguish equal care and control from sole care and control.
If the arrangement is unclear to you, obtain appropriate clarification rather than guessing what the application requires.
CHAPTER 3 OF 4
Respond to supporting-information requests
ECDA or HOMES may request details or documents about marital status. Follow the specific request and use the instructed private channel.
Keep the application reference and relevant reply together. Avoid sending unrelated family records that were not requested.
CHAPTER 4 OF 4
Ask for help with an unresolved step
Explain the exact issue: incorrect routing, unavailable consent or uncertainty about the required information. Ask what official procedure applies.
Do not provide consent in another parent’s name or assume missing consent can simply be ignored. Keep the instructions you receive and confirm what remains to complete.
Information checked on 12 October 2026. Follow the current official instructions and the guidance given for your child’s application.
