Can you exclude a family member’s income from preschool subsidy Per Capita Income (PCI) assessment in Punggol? ECDA says all family members living at the main applicant’s registered address must be included when applying through PCI.
The PCI route is available where five or more family members are related by blood, marriage or legal adoption and share the required registered address. You may apply through LifeSG Form 1 for preschool subsidies or KiFAS.
A family member at a different registered address is excluded from PCI computation, including a spouse in that situation. Household Income (HHI) assessment follows a different rule and considers both parents’ income even with different registered addresses.
CHAPTER 1 OF 4
Check the household you are declaring
Start with family relationships and the addresses recorded on the relevant identity documents. Ask the preschool to clarify the form if your household arrangements are complicated.
The ECDA five-member PCI guidance explains the qualifying family group and LifeSG process.
CHAPTER 2 OF 4
Include the required family income
Under PCI, do not select only the family incomes that produce the result you prefer. ECDA’s rule requires the family members at the same registered address to be included.
Its answer about excluding income also says appeals to include relatives with different registered addresses will not be approved.
CHAPTER 3 OF 4
Complete the form prompts
LifeSG Form 1 asks for family details, supporting documents where required, and consent before the form is routed to the spouse for completion.
Prepare the requested information accurately. If a listed family member or address appears wrong, ask how to resolve it rather than leaving out information without guidance.
CHAPTER 4 OF 4
Keep HHI and PCI distinct
ECDA identifies HHI as an alternative assessment route. The different-address rule for a spouse under PCI should not be carried over to HHI.
Ask which route is being used when discussing your outcome. Keep a copy of the submitted household details so you can explain any question clearly.
