Punggol Regional Library opened in stages in 2023: a soft-opening event on 30 January marked the first two floors for children, while the official opening on 5 April brought the remaining three floors into use. These dates describe different stages of the same library’s arrival.
The five-storey library at One Punggol was NLB’s fourth regional library. At its opening, official speeches described it as Singapore’s largest public library and emphasised inclusive services alongside reading, discovery and learning.
For readers searching Punggol Regional Library history, when it opened or why the first visitors used only two floors, the answer is a staged launch. Its historical significance includes the deliberate provision for children and persons with disabilities, as well as the later spaces for youth and adults.

Josephine Teo’s 30 January 2023 speech explains that opening began with the two children’s floors. It placed the library within LAB25, the Libraries and Archives Blueprint 2025 launched in 2021.
The speech highlighted a dedicated Toy Library, learning through play and hands-on activities at Spark!Lab. Those details show that the opening was conceived around more than shelves and borrowing counters.
An opening-stage account should be read at its own date. The facilities described as coming with full opening were still prospective in January. Later descriptions of all five floors should not be projected backwards onto that first phase.
The 5 April 2023 opening speech by Lawrence Wong explicitly records the remaining three floors opening that day for youth and adults. It also acknowledged volunteers, stakeholders and the Persons with Disabilities Advisory Committee.
The speech reported a strong early response even while only two floors were available. That observation is evidence of the opening period, not a substitute for later annual visitorship data or a guarantee that the initial pattern continued.
NLB’s library fact sheet lists 5 April 2023 as the opening date and locates the library within One Punggol. A compact fact sheet naturally uses one date; the speeches explain the fuller staged chronology.

The January speech describes Borrow-N-Go for wheelchair users, an Accessible Icon and Accessible Membership. It also records consultation with more than 500 persons with disabilities and caregivers from 2018, alongside the advisory committee.
This establishes inclusion as part of the planning and launch story. It was not merely a later description applied to an ordinary library. Current eligibility rules and facilities should still be checked through NLB.
The historical sequence is consultation and design, a children-focused first phase, and full opening with spaces for older readers. Our interpretation is that the library’s arrival enlarged both the physical provision for reading and the range of ways residents could participate.
For earlier forms of library access in the wider district, continue to the mobile library service and the community children’s library recorded in 1996. These were different services, not earlier names for the regional library.
