Oasis Terraces was officially opened on 17 February 2019 by then National Development Minister Lawrence Wong. The Punggol Drive development was presented as Singapore’s first new-generation HDB neighbourhood centre, combining shopping and community spaces with Punggol Polyclinic.
The history of Oasis Terraces is also a history of how Punggol’s waterfront entered ordinary neighbourhood life. Its garden terraces, sheltered plaza and combination of services were designed to connect the building with its surrounding housing and the Punggol Waterway.
For readers searching when Oasis Terraces opened, why it was built or how it differs historically from Punggol Plaza, its defining role is an integrated neighbourhood centre. The whole-centre ceremony in 2019 should be kept separate from the polyclinic’s earlier operations and official opening.

Mediacorp’s report on 17 February 2019 records the official opening and describes shops, a polyclinic and a community garden under one roof. It also records a rooftop garden maintained by nearby residents.
CNA’s contemporary report explains the wider programme: HDB developed these centres as landlord and considered residents’ feedback. Oasis Terraces was the first of six centres in the announced programme.
This programme label has a specific meaning. It does not suggest that Punggol had no neighbourhood shops beforehand. It identifies a new approach to combining facilities, shared space and a managed mix of businesses.
CNA reports that early focus groups raised wishes for later shopping, family dining and recreational facilities. The report also describes consideration of business concepts and operating models in shop tenders, alongside price.
The project architect’s account of Oasis Terraces identifies HDB as developer and MOH as a joint stakeholder. It lists completion in 2018, with Serie Architects as design architect and Multiply Architects as project architect.
That account describes gardens stepping towards the waterway, ramps connecting terraces, and routes through the building leading to the sheltered plaza. Planting was intended to support communal activity as well as the appearance of the building.
These are documented design intentions. Their historical value is in explaining the choices behind the project; they do not establish that every intended social benefit was achieved.

Completion, individual services starting and the whole-centre ceremony describe different stages. The architect’s completion year and the later official event can both be correct.
Punggol Polyclinic’s chronology is covered separately in the 2017–2018 polyclinic history. Its earlier opening should not be used as the date of the Oasis Terraces ceremony.
In the town’s history, Oasis Terraces shows a neighbourhood centre using its waterfront setting while bringing daily services together. For present-day shopping or visits, consult the current directory rather than treating the 2019 opening report as a live tenant list.
