Why Is My Additional Preschool Subsidy Below the Maximum? Punggol Co-Payment Guide

Three students in school uniforms work through open books at a classroom table, with textbooks and stationery nearby and study notes on the whiteboard behind them.

Your Additional Preschool Subsidy can be below the maximum for your income tier because a minimum parental co-payment must remain. ECDA calculates the actual amount with reference to household income and the fees charged.

For Punggol families, “up to” a subsidy amount is therefore not a promise that every eligible application receives that full figure. A lower-fee programme can result in a smaller Additional Subsidy.

Compare the approved amount with the fee and applicable co-payment before assuming an error. Ask the preschool to explain the calculation for your child’s account.

CHAPTER 1 OF 4

Understand the minimum co-payment

ECDA’s maximum Additional Subsidy explanation says the required co-payment increases with income tier.

Check which tier and fee were used for your application. Do not use another family’s final subsidy as a direct entitlement comparison.

CHAPTER 2 OF 4

Work through ECDA’s illustration

ECDA illustrates a $741 full-day programme fee, $300 Basic Subsidy and $3 minimum co-payment: $741 − $300 − $3 = $438 Additional Subsidy, rather than the $467 tier maximum.

These figures are the official illustration, not a quote for a Punggol centre or a promise of your approved amount.

CHAPTER 3 OF 4

Check the assessed income

ECDA’s explanation includes salary, bonuses, commissions, overtime, allowances and employee CPF contributions in assessed income. Take-home salary alone is not the same figure.

If the basis is unclear, ask what income information the assessment used and which clarification procedure applies.

CHAPTER 4 OF 4

Separate an estimate from approval

Keep your outcome notification alongside the invoice. Ask the centre to identify Basic Subsidy, Additional Subsidy and your net payment separately.

If the invoice differs from the approved information, request reconciliation of that specific figure. Do not deduct the tier maximum yourself while the account is being checked.
