Where GST applies to your preschool fees, ECDA explains that it is charged on the gross fee, not on the smaller amount remaining after subsidy. Basic and Additional Subsidies are then deducted from the fee-plus-GST total.
For Punggol parents checking an invoice, the sequence is gross programme fee, applicable GST, then approved subsidies. Do not calculate GST only on the final subsidised payment.
Ask the centre to show these components separately. This guide explains ECDA’s calculation sequence; it does not mean every preschool invoice necessarily includes GST.
In this guide
CHAPTER 1 OF 4
Identify the gross fee
Check whether the quoted programme fee includes or excludes GST. A headline price and an invoice total may be presented on different bases.
Keep deposits and other charges separate when checking the programme-fee calculation. Ask the centre what each line represents.
CHAPTER 2 OF 4
Use the official example
The ECDA GST explanation uses a $1,000 gross fee plus $90 GST, making $1,090. Deducting $300 Basic Subsidy and $400 Additional Subsidy leaves $390.
The arithmetic is $1,090 − $300 − $400 = $390. It is an illustration, not a centre’s fee quote or a subsidy approval.
CHAPTER 3 OF 4
Avoid applying GST to the wrong figure
In that example, calculating tax only after subtracting the subsidies would produce a different answer. Use the fee and tax basis shown on the actual invoice.
Do not treat the subsidy itself as an extra charge. Ask staff to explain any line whose purpose is unclear.
CHAPTER 4 OF 4
Reconcile the bill with the outcome
Compare the subsidy deductions with your approved information. If a deduction is missing or different, ask the billing team for an explanation.
Keep the itemised invoice, approval notification and payment receipt together. Resolve a disputed figure directly rather than assuming every difference is caused by GST.
