History of Punggol | Tampines Expressway’s 1996 Opening at Punggol Bridge

The final stretch of the Tampines Expressway opened on 3 September 1996, with the opening ceremony at Punggol Bridge. Minister for Communications Mah Bow Tan’s speech identifies the completed section as 7.8 kilometres and places it within the development of Singapore’s north-east road network.

For Punggol history, the TPE opening matters because the road was intended to serve the coming developments at Punggol and Sengkang as well as established communities. The speech described a direct connection between the Seletar Expressway and Pan-Island Expressway.

Building the route involved difficult ground and river conditions. The contemporary record mentions temporarily diverting Sungei Punggol, a special bridge-launching method over Sungei Serangoon and engineering an interchange at Lorong Halus on a disused landfill. The transport milestone therefore belongs to both road history and landscape history.

1. What the opening record establishes

The 1996 speech preserved by the National Archives supplies the date, venue and purpose of the final opening. These are useful anchors for a timeline; earlier sections of a phased expressway can have different opening dates.

A road project has several milestones: work begins, individual sections become usable and a completed route is formally opened. Keeping those stages separate explains why an expressway may appear under more than one year in historical accounts.

2. Crossing the rivers and reusing land

The river and landfill details make the project more tangible than a line drawn on a map. A bridge must connect the route across water, while an interchange needs ground that can carry roads and structures.

As a general engineering explanation, difficult sites influence construction methods. The speech records particular challenges without providing a full technical design report. It is therefore sound to describe the documented interventions while leaving calculations and detailed specifications to engineering records.

3. How to place the TPE in Punggol’s timeline

The 1996 record looks ahead to new residential development. Reading it in that tense shows a road network being prepared for a growing region, rather than assuming every later neighbourhood was already occupied at the ceremony.

Continue through the History of Punggol directory for the new-town plans and subsequent transport stages. Compare a map from the opening period with a later town map: the useful question is how the expressway’s connections relate to the settlement around them, not simply whether the road appears on both.
