My Child Was Recommended Foundation Subjects After Primary 4: What Should I Ask?

Three students in school uniforms work through open books at a classroom table, with textbooks and stationery nearby and study notes on the whiteboard behind them.

If your Punggol child is recommended one or more Foundation subjects after Primary 4, ask the school to explain the recommendation subject by subject. Find out which skills are secure, where the difficulties occur and how the proposed Primary 5 combination would support learning. A subject recommendation should lead to a clear discussion about the child’s next step.

Under primary-school Subject-Based Banding, English, Mathematics, Mother Tongue Language and Science can be taken at Standard or Foundation level in Primary 5 and 6. These primary labels differ from secondary-school G1, G2 and G3. Look at the actual combination proposed rather than treating Foundation as a label for the child as a whole.

Bring recent work and your questions to the teacher discussion before completing the school’s option process. Ask about the available choices, how progress will be reviewed and what preparation would help. Compare the workload and learning needs carefully; do not select a combination solely because its name sounds more reassuring.

CHAPTER 1 OF 5

Ask what the recommendation is based on

Ask the teacher to connect the recommendation to evidence. A mark gives one view of performance; examples of work can show whether the difficulty concerns knowledge, instructions, explanation or independent application.

MOE’s primary-education overview describes Standard and Foundation provision as a way to develop strengths while strengthening fundamentals where support is needed.

Look for a specific explanation. ‘Fractions remain uncertain when the question changes’ suggests a different next step from ‘the child understands but leaves many questions unfinished’.

CHAPTER 2 OF 5

Keep primary and secondary terminology clear

A Primary 5 Standard or Foundation combination is not the same as a Secondary 1 Posting Group or a G1, G2 or G3 subject list. Ask about the current primary decision first.

If you also have questions about PSLE scoring and later pathways, use the current official guidance and ask the school how it relates to the proposed combination.

Do not assume that one word fixes every future option. Equally, do not assume that all combinations lead to identical requirements later. Get the relevant facts before making a long-term inference.

CHAPTER 3 OF 5

Understand the option and review process

Ask when the option form is due, which combinations are available and whom to contact if you need clarification. Read the school’s current instructions rather than copying another school’s form.

A 2025 school briefing on Subject-Based Banding illustrates the sequence of a Primary 4 recommendation, parent options and a later school review. Confirm the applicable arrangements with your child’s Punggol school.

Ask what the school would look for at the next review. A review opportunity should not be understood as a guaranteed future change.

CHAPTER 4 OF 5

Plan support around one missing skill

Choose a concrete target with the teacher. For Mathematics, it might be comparing fractions or organising a multi-step calculation. For English, it might be understanding a passage before attempting an inference.

Use a short practice cycle: explain, attempt, discuss the error and revisit with a new example. Keep the activity small enough that the child can show what they understand.

If tuition is considered, share the actual subject level and school sequence. Support should strengthen the foundation instead of simply moving the child through harder worksheets.

CHAPTER 5 OF 5

Include the child in a calm conversation

Explain that subjects can be taught at different levels to help students learn effectively. Avoid presenting the recommendation as a judgement about the child’s worth or effort.

Ask what feels difficult and what the child enjoys. Their experience can reveal a tiring workload or an unclear instruction that deserves attention.

Then make the decision with the school’s evidence and current options. For practical learning support, see Primary 5 support for Standard and Foundation subjects.
