Full Subject-Based Banding in Punggol secondary schools means students are no longer organised through the old Express, Normal (Academic) and Normal (Technical) streams. Full SBB has been fully implemented across Singapore secondary schools since 2024. Students enter Secondary 1 through Posting Groups, learn in mixed form classes, and may take different subjects at G1, G2 or G3 subject levels according to their strengths, interests and learning needs.
For Punggol families, the important shift is this: the Posting Group is an entry route, not a permanent label for every subject. A student can have a mixed subject profile. One learner may take English at G3, Mathematics at G2 and another subject at a different level where school criteria and readiness support it. The school experience is designed to be more flexible than the old stream-based system.
This page is the Punggol-wide Full SBB owner. The four local secondary-school guides remain the school owners, while subject pages go deeper into English, Mathematics and Science. The national rules come from MOE; the individual school decides subject-level placement and movement using the student’s evidence and its current procedures.
The four Punggol secondary schools
- Edgefield Secondary School
- Greendale Secondary School
- Punggol Secondary School
- Yusof Ishak Secondary School
All mainstream secondary schools operate under Full SBB. What differs from school to school is the local timetable, subject combination, available subjects, criteria for movement and the exact communication to parents.
Posting Groups are not academic streams
Posting Groups 1, 2 and 3 help determine admission to Secondary 1. They do not recreate the old streaming system. Once students are in school, subject levels matter more than a single whole-student label.
| Term | What it does | What it does not mean |
|---|---|---|
| Posting Group | Facilitates admission into Secondary 1. | Every subject must remain at the same level forever. |
| G1 / G2 / G3 subject level | Describes the demand level of an individual subject. | A fixed identity or overall ability label. |
| Mixed form class | Students with different subject profiles learn together as a form class. | All students take identical subject levels. |
| Subject-level movement | Allows learning demand to change when readiness and school criteria support it. | Automatic promotion simply because a parent requests it. |
A mixed profile is normal under Full SBB
A student can be stronger in one domain than another. Full SBB is designed to make that reality more visible.
For example, a learner might:
- read and write strongly in English;
- need more support in Mathematics;
- show high interest and readiness in Science;
- take Mother Tongue at a different subject level;
- change a subject level later when school evidence supports the move.
The educational question becomes what level of demand is useful for this subject now? rather than “What stream is this child?”
What changes in Secondary 1
Secondary 1 is the first place where families feel the Full SBB system operationally. Students may enter through different Posting Groups while sharing form-class experiences. Schools also review eligibility for subjects at more demanding levels using PSLE subject results and later school evidence.
Parents should ask the school:
- Which subjects can my child take at a more demanding level?
- What evidence is used?
- When are movement decisions reviewed?
- What happens if the higher level creates excessive workload?
- How are subject combinations handled before upper secondary?
Moving up a subject level
A move to a more demanding subject level should be based on sustained readiness, not prestige. The student needs enough foundation and enough weekly capacity to benefit from the higher demand.
- Is current work reliable without heavy prompting?
- Can the learner handle changed questions?
- Is the subject genuinely strong or only well rehearsed?
- Would the move overload other subjects?
- Does the student want the additional challenge?
Moving to a less demanding subject level
A move to a less demanding level is not educational failure. It can create the conditions for better understanding, stronger confidence and more reliable progress. The correct level is the one at which the learner can build capability rather than remain chronically overwhelmed.
The family should still diagnose the problem carefully. If the difficulty is temporary, caused by weak weekly rhythm or one missing prerequisite, a level change may not be the only response.
English under Full SBB
English subject levels differ in reading complexity, writing demand, language control and examination pathway. The support should match the actual subject level rather than teach a generic “Secondary English” programme.
Use How G1, G2 and G3 English Work Under Full SBB for the specialist English route.
Mathematics under Full SBB
Mathematics subject levels differ in pace, abstraction and later pathway connections. Students should not be pushed upward before algebraic and representational foundations are sufficiently stable.
The wider Mathematics route begins at Secondary Mathematics Tuition in Punggol.
Science under Full SBB
Science subject levels and later combinations create important upper-secondary decisions. A student may need to understand not only G1/G2/G3 demand but also how Combined Science or separate Physics, Chemistry and Biology routes fit later.
Use Can a Student Move Between G1, G2 and G3 Science? and Combined Science or Physics, Chemistry and Biology?.
Mother Tongue and Higher Mother Tongue
Mother Tongue can also be offered at different subject levels, and Higher Mother Tongue remains available for eligible students. From the 2026 Secondary 1 cohort, students who do well in their Mother Tongue at PSLE—AL1 or AL2 in MTL, or Distinction/Merit in HMTL—can offer Higher Mother Tongue in secondary school regardless of their overall PSLE score.
This expands access for students whose language strength is higher than their overall PSLE profile might previously have suggested.
The 2027 SEC: subject levels become visible on one certificate
From the 2027 graduating cohort, the Singapore-Cambridge Secondary Education Certificate replaces the separate N- and O-Level certificates. Students sit examinations at the subject levels they offer, and those levels are recorded on the common certificate.
MOE has also consolidated the examination timetable: English Language and Mother Tongue written papers are scheduled in September, with the other written papers across October and November.
Use The SEC Examinations and JC/Poly/ITE Pathway for the next stage.
Tuition under Full SBB should match the subject, not the old stream
A tuition provider should know the student’s actual subject level and school demand. Old “Express / NA / NT” assumptions can create the wrong material and wrong pace.
- Confirm the current subject level.
- Look at current school work.
- Identify whether the issue is syllabus demand or a learning gap.
- Do not push a higher level solely for status.
- Do not lower the level solely because one result was weak.
- Review whether support increases independence.
Family example: PG2 student strong in English
A student enters through Posting Group 2 but has strong English evidence. The family should not assume the Posting Group fixes the English level permanently. School eligibility and later performance can support a more demanding English route.
Family example: mixed profile in Secondary 2
A student is doing well in Science but struggling in Mathematics. Full SBB allows the family and school to think subject by subject. The learner does not need to be described globally as “strong” or “weak”.
Questions for your Punggol secondary school
- What subject levels is my child currently taking?
- What are the school’s criteria for offering a more demanding level?
- When are subject-level reviews made?
- How are Sec 2 subject combinations decided?
- Which upper-secondary subjects are available?
- How will the 2027 SEC timetable affect Secondary 4 planning?

Full SBB works best when families stop asking for one label to describe the whole student. Read the evidence subject by subject, choose the right level of demand, and let movement follow readiness rather than status.

Full SBB in Punggol: Family Subject-Level Operating System
This Future Build section deepens the existing canonical owner. The job is Full Subject-Based Banding and G1/G2/G3 subject-level family decisions. MOE and the schools remain the authorities for current Full SBB implementation, subject-level arrangements and official progression rules. eduKatePunggol owns the local implementation layer: family feasibility, route, handoffs, evidence and the return to learner agency.
Official-rule owner
Treat official-rule owner as a decision component rather than an isolated fact. First separate what can be verified now from what is historical, uncertain or dependent on a later official outcome. Then ask what the family can actually change.
Connect the component to the lived Punggol week: door-to-door movement, meals, CCA, homework, projects, family work shifts and sleep. A route that appears attractive in a brochure can become unsuitable when repeated travel and workload are made visible.
Finally, define one observable success condition. The student can explain the choice, the route remains sustainable, the evidence transfers to a fresh task, the requirement is verified, or the learner carries more responsibility. If that condition fails, repair the relevant layer instead of adding general pressure.
Current school facts
Treat current school facts as a decision component rather than an isolated fact. First separate what can be verified now from what is historical, uncertain or dependent on a later official outcome. Then ask what the family can actually change.

Treat help-seeking as a decision component rather than an isolated fact.

The Final Transition Principle
The intended return is a student understood subject by subject rather than reduced to one global label. Verify current rules with their owners, compare only decision-relevant facts, rehearse the real route, make the family trade-offs visible, review after real experience appears, and let support retreat as the learner becomes more independent.
