Punggol Property 2027 | How to Calculate Buyer’s Stamp Duty on an HDB Flat or Condo

Canal and bridge at Punggol Waterway Park with nearby HDB flats

Buyer’s Stamp Duty (BSD) on a Punggol home is calculated on the higher of the purchase price and market value. The rates apply in bands. A home with a dutiable value of $650,000 has BSD of $14,100 at the current residential rates. A home at $1.25 million has BSD of $34,600 on the same basis.

Budget BSD before signing or exercising your purchase contract. For documents signed in Singapore, IRAS generally requires stamping within 14 days of signing. Ask HDB or your conveyancer to confirm the applicable date and payment arrangement. Additional Buyer’s Stamp Duty (ABSD), if payable, is calculated separately.

Quick Read

  • Start with the higher of the contract price and market value.
  • Apply each residential BSD rate only to its slice of that amount.
  • Confirm the stamping deadline and the person handling it.
  • Check ABSD, cash over valuation and other transaction costs separately.

CHAPTER 1 OF 10

The number to use before you multiply

Back to contents

Write down the agreed purchase price and the market value used for duty. Start the BSD calculation with the higher figure. A Punggol resale flat priced at $650,000 with a market value of $630,000 has $650,000 as the starting point. If the price is $630,000 and the value is $650,000, the starting point is still $650,000. This rule matters when the buyer has negotiated a lower price or the funding worksheet uses the lower of two figures.

A lender or HDB can use a different base for its financing calculation. Ask the person handling stamping which evidence and amount to use for duty in your transaction. Keep the description and the date with the figure. An online estimate or an agent’s early price range can help you set a budget, while the official transaction evidence determines the amount you ultimately have to pay.

Work the difference on paper Consider two buyers who each agree to pay $650,000. The first has a market value of $640,000 and bases duty on $650,000. The second has a market value of $680,000 and uses $680,000 as the base. Both examples are in the 3% band on the difference, so the second buyer’s BSD is $900 higher. The price in their agreements is the same. The duty bases differ.

Put your funding number and duty number on separate lines. If the actual documents later show a higher market value, update the duty estimate and note when the extra money is required. If they show a lower value, check whether it affects CPF usage or borrowing. A single change can be helpful in one part of the budget and difficult in another.

Ask early when the conveyancer expects to confirm the final duty amount. If a valuation is still pending, record the estimated amount as provisional and reserve enough for a higher case. Keep the purchase price from the signed document in its own column so nobody substitutes the asking price.

CHAPTER 2 OF 10

The residential rates and how bands work

Back to contents

Think of BSD as several slices of the dutiable amount. Under the current residential schedule, the first $180,000 is charged at 1% and the next $180,000 at 2%. Each later rate applies only to the part that enters its band. A buyer whose value enters the 4% band still pays the earlier rates on the lower slices. Use the schedule applying to the relevant date of acquisition.

At a dutiable value of $360,000, the first two slices are used in full. Their duty totals $5,400. At $500,000, another $140,000 is in the 3% band, adding $4,200 for a total of $9,600. The same process applies when you enter the higher bands. Confirm the latest rates and any rounding in the official calculation.

A fast way to check a higher price At $1 million, the first three bands are fully used and the subtotal is $24,600. An additional $100,000 within the 4% band adds $4,000, giving $28,600 at $1.1 million. At $1.5 million, the fourth band is fully used and the cumulative amount is $44,600. Then the next part goes into the 5% band. This is useful when comparing a condo with a price just above a band boundary.

Use this calculation for buyer budgeting, then have the stamping party confirm the result. In a joint purchase the base normally comes from the transaction, with special cases such as a transfer of part share requiring their own assessment. If you are reading an old table or a calculator saved by a friend, check its effective date against yours. A threshold figure alone does not identify the correct schedule.

Write each band’s taxable portion beside its rate. This lets another person reproduce the number and catch errors, especially when a purchase has moved into a new price range after negotiation.

CHAPTER 3 OF 10

Worked HDB resale calculations

Back to contents

For a $650,000 dutiable amount, the first $180,000 produces $1,800. The next $180,000 produces $3,600. That leaves $290,000 taxed at 3%, or $8,700. Add the three figures to get $14,100. If the dutiable value moves to $700,000, add 3% of the extra $50,000, giving $15,600. These are illustrations of the duty calculation and do not describe particular Punggol sale prices.

You can work backward from a higher-value scenario before making an offer. If the price and value can reasonably be around $680,000, estimate $15,000 in BSD. Keep your cash needed for the transaction and any amount approved for CPF use separate until HDB or the conveyancer confirms them. Pay attention to the date the money is needed as well as the total.

A financing and duty comparison Imagine the flat price is $650,000 and the official value used by the household’s lender is $630,000. The buyer faces a $20,000 gap above value for financing purposes and uses at least $650,000 as the starting point for duty. The $20,000 is part of the price. The estimated $14,100 BSD is a separate purchase cost. To avoid counting the gap twice, have the price funding and duty listed separately, then ask how the deposit already paid is credited.

Now imagine price is $630,000 and market value is $650,000. There is no positive price-over-value gap in this simplified example, while estimated BSD on the higher figure is still $14,100. This illustrates why a calculation based entirely on the purchase price can be wrong even when the buyer is paying below value.

Have each buyer review the figures with the same documents. One person may have assumed the difference would be financed or may have counted a grant as cash. The duty sheet is easiest to audit when it names each source of funds and the person who confirmed it.

CHAPTER 4 OF 10

Worked condo and EC calculations

Back to contents

Suppose the dutiable value of a condo is $1.25 million. Duty through $1 million is $24,600. The remaining $250,000 is in the 4% band and adds $10,000. BSD is $34,600. At $1.55 million, start with $44,600 through $1.5 million and add 5% of $50,000. That produces $47,100. The percentages apply to the relevant slices even when two nearby homes sell on opposite sides of a threshold.

Use the actual price and market value for the property, including any issue the conveyancer needs to assess such as terms involving a parking right or a package of interests. Get confirmation if it is a transfer of a share or the consideration is unusual. The simplified examples assume ordinary purchases of one residential property with no special issues affecting the base.

Compare the new and resale route An EC buyer may be comparing a developer sale with a resale condo or resale EC. Use the relevant agreement and price for each purchase. Identify when each purchase document would be executed and when the duty would be due. For a new EC, check separately whether the acquisition meets IRAS’s specific ABSD remission conditions. For a resale EC, verify its own rules and do not carry the new EC treatment into the worksheet.

A household deciding between a $1.25 million and a $1.3 million dutiable amount would estimate an additional $2,000 BSD for the second home under the same rate band. Add that to the $50,000 difference in value only if the agreed prices differ by the same amount. Price, value, and duty are distinct figures, so check the assumptions before using the result to negotiate.

For a project with a longer wait to take possession, write the early duty deadline on the calendar even if most of the move costs are later. The timing of duty can matter as much as the total in a household that is also selling a flat.

CHAPTER 5 OF 10

BSD, ABSD and cash over valuation in one budget

Back to contents

Use three rows. BSD applies the residential bands to the dutiable value. ABSD has its own rates, tests and reliefs depending on the purchase circumstances. Cash over valuation is the positive difference between the agreed price and the value used in an HDB resale financing context. It forms part of the price and affects the cash you need. Give each line the name used by the authority or adviser who confirmed it.

For an eligible acquisition of an HDB flat or new EC, IRAS says full ABSD remission can apply if at least one purchaser is a Singapore Citizen and the remission conditions are met. IRAS describes an automatic process on HDB approval and a separate remission rule for Permanent Resident HDB buyers. Check the actual applicant group and route. A private condo has its own ABSD assessment. Do not use the HDB remission assumption for a private condo simply because it is close to an HDB development.

A buyer with two shortlisted addresses One property is an HDB resale near the interchange. The other is a private condo that the buyer could reach on the same daily route. The buyer sets up a BSD estimate for each, asks for separate ABSD assessments and checks the financing. It adds valuation-related cash, legal fees and upcoming repairs under separate headings. A line labelled “stamp duty” with no detail could otherwise hide a material difference between the two purchases.

Keep annual property tax in another column. It affects ownership after acquisition and is a different calculation. When a seller and buyer apportion property tax on completion, ask the conveyancer how that affects your payment. For a household comparing monthly expenses, include the annual tax in the running costs rather than merging it with the one-off duty.

If a proposed ABSD relief depends on later events, record what needs to happen, by when and what money may be needed in the meantime. Ask for a written explanation of the case-specific conditions before using the expected relief in the cash plan.

CHAPTER 6 OF 10

When stamp duty is due and who files it

Back to contents

IRAS generally requires documents signed in Singapore to be stamped within 14 days of signing. An overseas signing has a different rule based on receipt in Singapore under IRAS guidance. Ask the stamping party which document and execution date apply. For a resale option, the exercise is a key event. For a new purchase, follow the actual agreement. Move-in day and payment of the balance are usually later on a different schedule.

HDB may collect duty on IRAS’s behalf for HDB transactions. Where a solicitor is acting, confirm who will submit the stamping and what the firm needs from you. Ask how it will inform you when the document is stamped, and keep a copy of the certificate with the exact agreement and property details. If you have to take an action personally, write down the method and due date from official instructions.

A calendar example A buyer exercises a resale option and is planning completion weeks later. The buyer sends the signed information to the conveyancer promptly and asks for the actual stamping deadline. If the firm needs payment earlier than the statutory last day to process it, the household puts that earlier operational date on its cash calendar. It asks whether any CPF arrangement is available and what payment it has to make first.

If one of the owners signs abroad, explain the signing sequence and dates before assuming the ordinary domestic timeline. Save the timestamps or delivery information the adviser asks for. Where a date is ambiguous or documents were signed at different times, seek clarification while the deadline can still be met.

Before paying, confirm the beneficiary and reference through the conveyancer or official channel you already use. Then keep the receipt and the stamping confirmation together. If you pay the firm, the firm can tell you when the actual stamping is complete.

When a document is signed overseas

IRAS generally allows stamping within 30 days after the overseas-signed document is received in Singapore. Ask the conveyancer to confirm where and when the document is treated as signed and received. That can require particular attention when signatures are electronic or people sign in different places. For a cross-border purchase, keep the conveyancer’s confirmed date and the delivery record with the agreement. If the same household is signing more than one document, check the deadline for each instead of applying the same one across the file. IRAS can publish temporary changes to due dates, so use its current instructions for a date that falls in a notified period.

CHAPTER 7 OF 10

How CPF and cash affect your timing

Back to contents

Ask whether CPF can be used for eligible stamp duties under the rules for your purchase and what the approved payment sequence is. Some buyers need cash available first or have CPF usage limited by the property or their circumstances. A statement showing an Ordinary Account balance does not tell you how much will be released for a particular purchase on a particular date. Use the response from the people processing the payment.

On a resale HDB purchase, your cash may also be needed for the option fees, any cash over valuation and other parts of the down payment. On a condo purchase, the financing and down payment structure may differ. Keep two totals, one for the overall purchase cost and another for the cash due by each event. If you are also selling a home, enter incoming cash only on the date it is available.

An example where timing changes the result A buyer expects to receive proceeds from an old flat after its completion in six weeks. The BSD for the replacement home must be handled earlier. Even if the household will have enough overall, it needs an answer for the earlier duty deadline. It can check whether it already has the required cash or an approved arrangement and consider the timing before exercising the option.

Run a second version of the same plan with the old completion delayed. Write the lowest cash balance and identify which expenses can move without affecting a contractual or statutory deadline. Renovation work might be deferred if necessary, while stamping follows its own required date. This comparison tells you whether the transaction depends on an optimistic sequence.

If two buyers are contributing, put the amount and date beside each person’s name on a private sheet. Ask whether any transfer limit or document requirement could delay the contribution. Then verify that the person handling stamping has the same deadline as the household.

CHAPTER 8 OF 10

Transfers, discounts and unusual cases

Back to contents

For an ordinary purchase, use the purchase price or market value, whichever is higher. A gift, transfer of a share or change in ownership can need case-specific treatment even when little or no cash changes hands. A transfer following an estate distribution, divorce or other change may have particular rules or reliefs. Give the conveyancer the exact documents and facts before using an ordinary purchase calculation.

For a new sale, ask how any rebate, furniture package or other incentive is treated in the dutiable calculation. IRAS gives guidance on the conditions under which benefits may or may not be taken into account. Record the price in the actual agreement and keep written evidence of terms. The final stampable consideration should come from the official rules and transaction advice.

Example with a family transfer Two family members are changing ownership of part of a property. The payment between them is lower than the value they originally expected. The adviser needs the share being transferred, the market evidence, the ownership dates and the reason for transfer to assess the document. A calculator for a full sale gives a rough sense of bands but cannot establish what value or relief applies to the part share.

If a buyer expects an exemption or remission, ask which provision applies and which document supports it. Put the ordinary estimate and the confirmed net amount in different rows. If the relief depends on a later event, record the due date, required documents and who will confirm the outcome. Ask before committing so the household can cover the amount due under the actual sequence.

A correction after stamping can require a separate process. If you discover the amount or property details were wrong, contact the stamping party promptly and follow the official procedure. Retain the original confirmation and any replacement record.

CHAPTER 9 OF 10

Use the estimate while comparing Punggol homes

Back to contents

Put each address on its own sheet with actual listing price, expected offer, a lower and higher valuation scenario, BSD, possible ABSD, lending assumptions and other cash costs. When the price and value are estimates, make that clear. A lower asking price might reduce one part of the budget, but a flat needing urgent work can require more cash immediately after completion.

At the viewing, check layout and condition and walk the real route to the station or school. The tax calculation helps you compare the financial side. It cannot tell you whether the flat will work for an older family member or whether a different block offers a more reliable daily trip. Compare the costs against the features the household will actually use.

Compare two $20,000 differences A family can pay $20,000 more for a newer flat or keep that amount for work after moving. If both are in the same 3% BSD band and their dutiable values differ by $20,000, estimated duty differs by $600. That is useful when the buyer is comparing an offer range. It does not include any difference in valuation-related cash, financing or repairs. Check whether the premium buys something the family will use every day.

For a price negotiation near a band threshold, calculate both values in full or break the difference at the threshold. For example, moving from $990,000 to $1.01 million adds 3% on the first $10,000 and 4% on the next $10,000. That is a $700 increase in BSD, assuming both figures are the dutiable amounts. This is a more useful comparison than applying the highest rate to the whole difference.

If the numbers are close, ask for a written funding and duty breakdown before ranking homes solely on the projected cash needed. A change in the date of payment can be more significant than a small difference in duty.

CHAPTER 10 OF 10

The buyer’s worksheet before signing

Back to contents

List the property address, document and relevant date. Record price, market value, the higher amount, BSD and any ABSD separately. Then record the actual stamping date, payee, method and who is responsible for the certificate. Keep a section for items awaiting confirmation. A partner should be able to look at the sheet and tell which values are estimates, which are final and when funds have to clear.

Review the purchase costs that sit outside the duty calculation. Confirm the option and exercise payments, balance, loan or CPF contributions, legal fees and likely moving costs. Reconcile earlier deposits against the balance to avoid counting them twice. If part of the duty is expected to be paid from CPF, note how that will be arranged and when the household needs to have cash available.

Three checks before you pay Ask what amount was used as the basis, which schedule applies and when the document has to be stamped. For example, when a conveyancer supplies a number for a $650,000 flat, compare it with the band estimate and confirm whether market value changed the base. If ABSD is included in the same request for funds, ask for the split. Keep the confirmation with the transaction record.

After stamping, verify that the certificate belongs to the correct property, document and parties. Save a copy where the household can find it later. If the transaction terms or parties change, check whether that affects the filing. Update the budget as the price, value and financing become final.

A household moving between two homes should review both calendars together before committing. Place the duty due date beside the expected old-home receipts and flag any gap. Even a short timing difference can matter when most savings are tied up in the outgoing property.

Common questions

Is BSD the same for an HDB flat and a private condo?

For an ordinary residential purchase the same residential BSD bands apply. The amount depends on the higher of price and market value. ABSD conditions and possible remissions are separate.

How much BSD is payable on a $750,000 flat?

If $750,000 is the dutiable value, the estimate is $17,100. That is $1,800 plus $3,600 plus 3% of the remaining $390,000.

Do I subtract my deposit before calculating BSD?

No. The duty calculation uses the applicable full price or value. The option and exercise amounts are part of how the purchase price is paid.

Who arranges stamping for my HDB purchase?

HDB can collect duty for IRAS. Ask HDB or the solicitor handling your purchase to confirm who will stamp it, the amount due and how you will receive the stamp certificate.

Does the deadline start on completion day?

Generally it is tied to execution of the relevant document, with separate rules for documents signed overseas. Confirm the applicable document and date rather than counting from key collection.

Can ABSD be remitted on a qualifying HDB purchase?

Yes. IRAS publishes specific remission conditions for HDB and new EC acquisitions. Ask your conveyancer to check the actual purchasers and eligibility.

What to do next

Make a purchase-cost sheet with the contract price, verified dutiable value, BSD, any ABSD, date of signing, stamping deadline and payment method. Keep the completed certificate with the signed agreement and receipts.
