Punggol Property 2027 | How to Calculate Cash Over Valuation for an HDB Resale Flat

HDB flats, road and construction works in Punggol

Cash over valuation (COV) is the amount by which an agreed HDB resale price exceeds the official value used for financing. If you agree to pay $640,000 and HDB’s value is $620,000, the COV is $20,000. The difference must be paid in cash. It is separate from other cash you may need for the deposit, purchase costs and move.

You usually learn the official value after the seller grants the Option to Purchase. If you are using CPF savings or a housing loan, submit HDB’s Request for Value by the next working day after the Option Date. Set a cash ceiling before obtaining the option, then check the result and actual financing before deciding whether to exercise it.

Quick Read

  • Calculate the positive difference between the agreed price and HDB’s value.
  • Use comparable Punggol sales to plan a range before negotiating. The official outcome comes later.
  • Submit the request on time, check the dashboard and wait for the result before exercising.
  • Compare the entire cash requirement with funds available by the due dates.

CHAPTER 1 OF 10

Three prices buyers should keep separate

Back to contents

A Punggol resale search usually involves the asking price, the price you agree with the seller and the value reported through HDB’s Request for Value. The asking price is where negotiation may start. The agreed price is recorded in the Option to Purchase. The value is used as a basis for CPF usage or a housing loan where applicable. Use the agreed price and that value to calculate COV. Leave the asking price out of that calculation.

Take a unit advertised at $665,000. Buyer and seller agree on $640,000 and HDB’s value comes back at $620,000. The COV is $20,000. The $25,000 negotiated discount from the asking price may still be relevant to the buyer’s decision, while the financing worksheet needs the $20,000 figure. Keep both numbers with their labels if you are reviewing several listings.

What happens if the value is higher? If the agreed price is $640,000 and the value is $650,000, there is zero COV. The extra $10,000 in valuation is a difference between two measures. It does not create cash you can draw from the purchase. For planning, use the lower of price and value as the relevant starting point, then apply the actual lending and CPF limits. Ask the lender for the exact funding calculation and the date each balance is due.

A household should calculate the gap as soon as the result arrives, even if the arithmetic seems obvious. Someone checking the purchase may otherwise assume the agreed price is the same as the funding base. Write the price, official value, COV, likely loan and available CPF as five lines. Use dollars throughout so it is easy to check which amounts are still needed in cash.

You can test this with a quote for two homes. One has a lower price and a larger cash gap. Another has a higher price and a smaller gap. A household with more cash than CPF might see a different practical choice from one with little liquid cash. Compare the entire purchase rather than the COV in isolation.

CHAPTER 2 OF 10

Use Punggol transactions to build a range

Back to contents

Look at completed HDB sales before deciding what to offer. Start with the same flat type and a comparable remaining lease. Compare the same block when enough transactions are available, then nearby blocks with similar access and layout. Consider floor range, age, flat model and transaction month. A four-room unit next to a station can have a different comparison set from another four-room flat with a longer walk and a different layout.

Write the transaction dates and the reasons you included each example. Keep a second list of current asking prices if you want to follow the market. Asking prices describe what sellers are seeking. Completed transactions help you judge where previous deals landed. Both can help with negotiation, and the HDB result for your specific option still controls the financing calculation.

A shortlist you can explain Suppose a buyer finds four broadly comparable sales around $600,000 to $625,000. The desired flat is priced at $640,000. The buyer asks whether the floor, condition, lease and route justify putting that unit toward the top of the comparison range. It then tests $600,000 and $620,000 as hypothetical values, which would put COV at $40,000 and $20,000. These are affordability scenarios, and the actual outcome may be outside the range.

If several transactions look unusually high or low, check whether they are really comparable before using them. A newer flat at the end of its initial occupation period may have a different lease from an older flat nearby. A renovated unit may save the buyer some expense, while other work may still be needed. Compare the purchase premium with the cost and timing of alternatives, keeping the valuation decision separate.

A household can also compare alternative routes from the same workplace or school. Test a walk to Punggol MRT and a separate LRT trip from another block at the time you travel. If the extra price mostly buys a shorter journey, put a rough time saving next to the estimated cash gap. This gives the premium a meaning you can discuss.

CHAPTER 3 OF 10

What happens after the seller grants the OTP

Back to contents

Check that your HFE is valid and that the OTP details match the proposed purchase. If using CPF savings or a housing loan, the buyer submits the Request for Value through HDB after receiving the OTP. HDB says it must be submitted by the next working day after the Option Date. Its terms define a working day for this purpose as Monday to Friday, excluding public holidays. Save the official deadline and make the request promptly.

The portal asks for the required option information and supporting material. The official Request for Value terms refer to a scanned copy of page one. HDB currently lists a $120 processing fee, including GST. If an appointed salesperson submits on your behalf, ask for proof of the submission and follow the result on your dashboard. Keep your own copy of the option.

Friday example If the OTP is dated Friday and Monday is an ordinary working day, the request is due by Monday. If Monday is a public holiday, confirm the next working day using the calendar and HDB’s guidance. The exercise window is measured in calendar days under the option, so its clock continues over the same weekend and holiday. Put both deadlines on one page. Neither should be inferred from the other.

If HDB requires an inspection, the assigned valuer contacts the seller. Agree in advance who can give access when contacted. A seller working shifts or travelling might need to plan for someone authorised to be there. HDB determines whether a valuation visit is required. Contact HDB promptly if there is a problem with the request or access.

A buyer paying wholly in cash without CPF savings or a loan does not need the Request for Value under HDB’s published guidance. This can affect the timetable. The HFE, prescribed OTP and required resale steps still have their own conditions. Read the current instructions for the route you actually use.

CHAPTER 4 OF 10

Reading the result and tracking its validity

Back to contents

HDB says a Request for Value outcome is typically available within 10 working days from the request. Watch My Flat Dashboard and the relevant notification channel. HDB says to wait for the outcome before exercising where the request is required. The typical processing time helps you plan, and the actual option expiry remains the deadline to check. Speak to HDB and, where appropriate, the lender as soon as a delay could affect your ability to exercise.

Open the official result and compare it with the price in the option. Ask the lender to run the figures using that value, even if you already received an early indication of borrowing capacity. If you are applying for a bank loan, allow time to obtain the required Letter of Offer before exercise. The bank’s documentation process may continue after the value is released.

Value validity and resale submission HDB says the result is generally valid for three months from the day it appears in My Flat Dashboard. Both sides must submit their portions of the resale application and the necessary supporting material within that period. The contractual submission window and the seven-day interval between filings are separate checks. Use the earlier applicable deadline. If a new request is needed, ask HDB what to do and confirm the impact on the financing timetable.

A value released in the first week of March might still be current well into the spring, but the exercise date may be much earlier. Conversely, two parties planning a delayed submission may need to check whether it is still usable. Check exact dates shown in the dashboard and your option rather than counting on an approximate month.

The official value applies to the relevant option and transaction. If an option expires and a different option is proposed, check with HDB how to handle the new request. Keep the records separate so an earlier result does not accidentally enter the new financing instructions.

CHAPTER 5 OF 10

How COV changes the whole funding plan

Back to contents

COV is the cash amount above valuation. The value may also reduce the starting point for loan and CPF use. For a $640,000 price and $620,000 value, check your loan and CPF plan against $620,000 as the lower figure before the applicable limits. Then add $20,000 as the above-value portion. The exact amounts may depend on the loan route, borrower, remaining lease and CPF rules. Ask for a transaction-specific breakdown.

One way to check the budget is to subtract the expected loan and usable CPF from the agreed price. The result is the amount to be funded in cash for the purchase price. It already includes any COV. When the option fee and exercise fee have been paid as the deposit, ask your conveyancer to show those amounts credited so they are not counted twice. Keep stamp duty, legal costs and renovations on their own lines.

A simplified example in dollars The agreed price is $640,000 and the value is $620,000. Assume confirmed funding of $430,000 from the loan and $175,000 from usable CPF. The total of these sources is $605,000. The cash toward the price is therefore $35,000. It includes the $20,000 COV and $15,000 of cash toward the rest of the price. If $5,000 of deposit has already been paid and will be credited, the remaining cash toward the price is $30,000. Other costs may still be payable.

Now change the financing outcome. If usable CPF is $165,000 instead of $175,000 and the loan is unchanged, cash toward the price rises to $45,000. The COV remains $20,000. This is how a buyer can get the cash calculation wrong even after identifying the valuation gap correctly. Ask for the price, value, loan, usable CPF and credited payments in writing before setting the completion cash aside.

CHAPTER 6 OF 10

How to set a cash ceiling before agreeing a price

Back to contents

Start with cash you can use during the purchase and the amounts you need to keep after moving. Deduct the reserve, expected legal and moving costs, and early repairs. Put aside the deposit and any cash down payment required under the financing plan, taking care to reconcile it against the purchase price later. What remains is the room available for a valuation gap or other changes. Use an amount you can actually access on the dates it is needed.

If part of the money comes from another sale, ask when it will clear and which payments arrive first. A future $30,000 receipt may help with completion but does little for a payment due before the other sale completes. Keep pending proceeds in a separate column. Compare the budget in date order, with a running cash balance and a reserve that stays available.

Test your ceiling against three prices A buyer has enough flexibility for up to $18,000 of above-value cash after planning for the other amounts. If a plausible low value is $610,000, an agreed price of $635,000 would create $25,000 of COV under that scenario. The buyer can consider a lower offer or a different flat rather than assuming the result will come in high. A value at $620,000 would produce $15,000 and may work if the rest of the budget still fits.

Ask what would happen if early works were higher than expected. An extra $4,000 for rewiring or plumbing can use part of the same cash buffer. Obtain rough quotes for work that cannot wait and record what can be deferred. A home with a smaller gap may still require more immediate work than one that is ready to occupy.

Buyers sharing finances should agree who pays any gap and when. If one person expects a reimbursement from the other, write down the amount and date. Both should see the likely low cash balance before the decision to exercise.

CHAPTER 7 OF 10

What a lower value can and cannot tell you

Back to contents

A lower official value does not automatically mean a home is unsuitable. It tells the buyer that the agreed premium over that value needs cash and that funding must be checked. The buyer can decide what the address, condition and layout are worth to their household. A long-term caregiving route or less disruptive move can have a real value, even if the financing calculation does not capture those benefits.

Keep the value outcome separate from the legal effect of the option. If the outcome creates a cash gap you cannot meet, check the option’s expiry and discuss the available choices promptly. If you do not exercise within the option period, the seller generally keeps the option fee under the prescribed process. If both parties want to explore a different price or process, ask HDB or your conveyancer what is permitted before making another payment or changing documents.

One buyer walks away and another proceeds A household sees $22,000 of COV and has a cash ceiling of $12,000. Paying the difference would use money set aside for a family need. It checks the terms and lets the option expire if it cannot proceed. Another household sees a $15,000 COV on a different home, has a sufficient buffer, and values the short route to a relative. After verifying finance and payment dates, it decides to exercise. Both choices follow from the household’s own numbers.

Keep a record of the option fee already paid and treat it separately from the remaining decision. Paying a smaller amount earlier does not change the cash you must now produce. Ask the bank or conveyancer for the revised completion figure and compare it with the balance you can meet. An option still open on paper may be too expensive for that household to use.

CHAPTER 8 OF 10

CPF, remaining lease and other cash needs

Back to contents

Remaining lease can affect how much CPF can be used, and the available loan can be constrained by the lender and the household’s circumstances. Ask CPF Board or the lender to run the relevant checks using the exact flat and buyer details. A home can show little or no COV and still need considerable cash if its lease or the borrower’s circumstances limit funding.

Break early costs into purchase, possession and renovation. Purchase includes payments under the option and at completion, with the deposit credited correctly. Possession may include utilities, moving or storage. Renovation may include safety repairs, replacement locks or work needed before the household moves. Ask which items may be payable from CPF under applicable rules and which require cash. Keep each cash due date visible.

Compare a newer unit and an older one Suppose the newer flat has $12,000 COV but fewer immediate repairs. The older unit has zero COV but requires works before a parent can safely use the bathroom. It may also have lower usable CPF under the applicable lease rules. Price the actual works and confirm funding for each. Then compare the cash required before move-in and how much you retain after the purchase.

A seller’s preferred completion can create an additional constraint. If you are moving out of rented accommodation, estimate any overlap or gap and the cost of storing furniture. A home with the lower purchase price can require more cash up front if the timing creates two moves or if a future CPF refund arrives late.

Have each person describe which expenses they included. This often uncovers a double-counted deposit or a missing contractor payment before it becomes part of the purchase decision. Save the final version used to decide whether to exercise.

CHAPTER 9 OF 10

A worksheet to use when the value arrives

Back to contents

Enter the option date, exercise expiry, official value date and price. Calculate the difference if the price is higher. Confirm the loan and usable CPF with the correct flat details. Ask the person handling the transaction to show the deposit credited and the balance due at completion. Put fees and move costs in separate rows, and then compare the running cash balance with the money available on each date.

Add a second column for unknowns. If an amount depends on the bank’s offer or CPF assessment, mark it pending and ask when it can be confirmed. Put a date and source beside every confirmed number. With two buyers, make sure both see the same version. One may have included cash from a sale that has been delayed. A dated worksheet makes the discrepancy easier to find.

Use the worksheet before an option too Run a lower-value case before asking for the option. If you could manage $18,000 of COV but a reasonable lower comparison produces $30,000, decide how that affects the offer. Check whether the seller expects quick exercise and when both sides can file. If the calendar depends on a result arriving unusually early, agree what can realistically happen and keep time for the bank’s work.

When the official result comes in, replace the scenario numbers with the actual value and confirm the funding again. If the figures fit, keep a copy of the result with the signed option and finance documents. If the purchase falls through, update your next search with the maximum cash gap you can absorb. Use the next flat’s own price and value.

This approach also gives a first-time buyer a clear question for the conveyancer. Ask for the total cash price contribution, how much is already credited as deposit, what remains, and on which date each amount has to clear.

CHAPTER 10 OF 10

Your final checks before exercise

Back to contents

Confirm the official value is available when required and that the HFE, option and financing documents support the purchase. Check the exercise deadline and the agreed submission window. If taking a bank loan, ensure you have the required Letter of Offer. Add a reminder for the period within which both sides must submit their resale applications. Mark the value validity date separately.

Look once more at the reserve after paying for the purchase, immediate work and the move. If the budget only works with a payment you cannot verify or a loan still pending, take that uncertainty into the exercise decision. Ask HDB or the conveyancer what is required if a deadline is close. Keep written confirmation of any change and avoid altering the prescribed form yourself.

What a complete file looks like Keep the HFE, OTP, request confirmation, result, bank or HDB loan information, CPF figures, payment receipts and the resale application timetable. Name each file with the transaction date or its purpose. If one buyer handles correspondence, make sure the other can still see the deadlines and the payment record. The agreed price should be consistent across the documents.

When comparing two Punggol flats, save a final worksheet for each. The one with the smaller valuation gap may be the better choice for the household’s cash position, while a different home might fit better once you account for layout, lease and work needed. Make the decision on the full cost and on the cash you can put down without borrowing from another essential budget.

After exercise, switch attention to the remaining submission and funding steps. The valuation has done its job once the figures are incorporated into a workable transaction. The next task is to keep the finance, documents and property handover moving together.

Common questions

Can I use CPF to pay the part above valuation?

CPF savings cannot cover the price above valuation. Work with HDB or your lender to establish the rest of the funding and the cash due for the transaction.

Can I get HDB’s valuation before agreeing a price?

HDB requires the buyer to have been granted an OTP before submitting a Request for Value. Earlier transactions can guide your price discussion, while the official result arrives later.

How much is a Request for Value?

HDB currently lists a $120 processing fee including GST. Check the portal when you apply.

How long does the result take?

HDB says the result is typically available within 10 working days from the request. Track the option expiry separately and contact HDB if the result is late.

Does an all-cash buyer have to request a value?

HDB says a buyer using only cash, with no CPF usage or housing loan, does not need to submit a Request for Value. The normal eligibility and resale process still applies.

Can I reuse a value I saw for another unit or an old OTP?

The result applies to its own transaction and option. A neighbour’s valuation or an older value can help with informal planning, while the official requirements apply to the current purchase.

If the value equals the price, do I need zero cash?

Zero COV only means there is no excess over the value. Deposit payments, any cash portion of the down payment, fees and early work may still require cash.

What to do next

Use recent comparable sales to set a cautious price before the option. Once the HDB value comes in, replace the estimate with the actual result and ask for a payment schedule that credits the deposit. Make the exercise decision using that schedule and your accessible cash reserve.
