When you get notice of a water shutdown or power shutdown in your Punggol block, prepare the day before: store water, charge phones and power banks, test your torches and switch off appliances before the power goes. Afterwards, run the taps until the water is clear. Questions about block works go to Punggol Town Council.
A planned shutdown is the gentle kind of outage, because you know it is coming. An evening of preparation turns a few hours without water or power into a small inconvenience.
This page is part of eduKate Punggol’s When You Need Help in Punggol, our practical guides for life’s occasions, big and small. It covers getting the household ready for a water shutdown or power works, what to do during and after, who to call if the supply does not return, and planning for seniors, babies and lifts. For an unexpected cut, see our guides to a power outage and no water supply.
Quick answer
- Before: store water, charge phones and power banks, test torches, and plan meals around the outage.
- During power works: keep the fridge closed, switch off appliances, and use battery torches, not candles (EMA).
- After water works: run the taps until the water is clear. Call PUB on 1800-2255-782 if it has not cleared after 10 to 15 minutes.
- Who to call: Punggol Town Council on 6590 9500 about block works; SP Group on 1800 778 8888 if electricity does not come back; PUB for the public water supply.
- Timing: follow the dates and times on your notice. We found no standard official notice period, so ask the Town Council if anything is unclear.
How to Plan for a Water Shutdown or Power Works
- Read the notice twice. Note the date, the start and end times, whether it is water, power or both, and which blocks are affected. Put it in the family calendar.
- Store water the night before. Fill a few bottles for drinking and cooking, and a pail for washing and flushing.
- Charge and test. The Energy Market Authority (EMA) suggests a Ready Bag with battery-operated torches, and says charged power banks can keep your phone going. Test the torch and radio before the day.
- Plan meals around the fridge. EMA’s advice is to keep fridge doors closed so perishables last longer, so cook or buy what you need before the power goes.
- Switch off appliances before the start time. EMA says this prevents damage from power surges when the supply is restored.
- Plan the lift. If the works may affect lifts, arrange stairs or timing for seniors, strollers and groceries. Our lift out-of-service plan helps.
- Write down the numbers. EMA suggests keeping a list that includes ambulance services, the Essential Maintenance Service Unit (EMSU) for lifts and your town council.
- When the water returns, run the taps. PUB says to run your taps and flush any water tanks in your home until the water runs clear.

Which Situation Fits You
The water is off for tank cleaning
Town Councils must have their water tanks inspected, cleaned and disinfected annually by a licensed plumber, MSE says, so these notices come round regularly. PUB says routine tank cleaning is a common cause of discoloured water afterwards. Run the taps until clear before drinking, and call PUB if it has not cleared after 10 to 15 minutes. If a pipe starts leaking when the water comes back, our burst pipe guide covers the first steps.
The power is off for electrical works
Follow EMA’s outage advice: torches rather than candles, which can be a fire hazard; the fridge kept shut; appliances switched off; and, in a longer outage, phones used for essential calls only. If someone is trapped in a lift, EMA says to sound the alarm and call the EMSU, whose number is posted inside and outside lifts. Our lift rescue guide explains what happens next.
An older parent or someone with medical equipment lives with you
We found no official guidance on medical devices during a planned power cut. If anyone at home relies on equipment that needs power, ask their doctor or the equipment supplier well before the date what to do. Plan stairs, meals and medicines for the hours affected, and check in on older neighbours who live alone.
You have a baby or young children
Store extra water for bottles, washing and nappy changes, and move bath time before or after the shutdown. For an evening power cut, give each child their own torch; it turns a dark flat into an adventure rather than a worry.
The supply has not come back
For electricity, call SP Group on 1800 778 8888. For water, call PUB on 1800-2255-782, or Punggol Town Council if the works were on your block’s tanks. Our guides to reporting a power outage and checking a no-water problem walk you through it.
It is a hazy day as well
No air purifier and no air-conditioning is hard on haze days. Our haze and power cut backup plan covers how to keep the air at home bearable.
Who Is Responsible for What
- Town Council: MSE says Town Councils are responsible for water storage tanks and water pipes on common property, including the annual tank cleaning.
- You: the pipes and fittings inside your own flat, so any leak inside your home after the water returns is yours to fix.
- SP Group: the electricity supply, through its 24-hour Electricity Service Centre.
- PUB: the public water supply. For unplanned disruptions, PUB said in February 2025 that there will be timely notifications, with temporary supply from mobile water wagons and water bags.
- Notices by email: Punggol Town Council’s email and SMS opt-in covers S&CC notices such as tax invoices, statements of account and notices of demand. It does not cover works or shutdown notices.
- Costs and notice periods: we found no charges to residents for scheduled shutdowns, and no standard official notice period. Rely on the notice you received.
Neighbour’s Tips
- Take a photo of the notice. Then the times are on your phone wherever you are.
- Fill a flask before the power goes. A hot drink is a small comfort during a long cut.
- Unplug the sensitive things. Switching off computers, the TV and the router at the wall before the start time follows EMA’s surge advice.
- Do not open the fridge to check. Every peek lets cold air out. Decide what you need before the power goes.
- Keep the first water out of the kettle. Run the tap until it is clear, as PUB advises, before you drink or cook with it.
- Knock on one door. An older neighbour may not have seen the notice. A quick reminder the evening before is a kindness, and our guide to helping a neighbour has more ideas.
If It’s Urgent or Gets Worse
EMA’s reminder is to call 995 or 999 for life-threatening or medical emergencies only. If someone is trapped in a lift, press the alarm and call Punggol Town Council’s after-hours line, 1800-325 8888, or the number displayed in the lift. Call 995 if anyone inside is unwell.
If the power does not come back when the notice says it should, call SP Group on 1800 778 8888. If the water stays off or stays discoloured, call PUB on 1800-2255-782.
Frequently Asked Questions
How do I prepare for a water shutdown in my HDB block?
Store water for drinking, cooking and flushing the night before, plan meals and bath times around the hours affected, and run the taps until clear when the supply returns.
Why is my tap water brown after the shutdown?
PUB says maintenance such as routine tank cleaning commonly causes discoloured water. Run the taps until clear, and call PUB on 1800-2255-782 if it has not cleared after 10 to 15 minutes.
How much notice will I get?
We found no standard official notice period for Town Council or SP Group works. Follow the notice you have, and call Punggol Town Council on 6590 9500 if you need more detail.
Should I switch off my appliances?
Yes. EMA advises switching off electrical appliances to prevent damage from power surges when the supply is restored.
Will the Town Council email me about shutdowns?
Its email and SMS opt-in covers S&CC notices only, not works or shutdown notices. Ask the Town Council how your block is notified.
Who do I call if the power does not come back?
SP Group’s Electricity Service Centre on 1800 778 8888, which runs 24 hours.
