Punggol Library uses NLB membership: there is no separate Punggol-only borrowing membership. Basic Membership is free for Singaporeans. For permanent residents, the listed one-time registration fee is $10.69 including GST, with specified waivers available.
Foreign residents with eligible documents can choose Basic Membership at $43.60 annually or $3.82 monthly, plus a $10.69 one-time registration fee, all GST-inclusive. NLB lists an exception for eligible MOE students below 21 at registration.
Start at NLB’s account service or read the official sign-up guide. NLB publishes in-person registration assistance from 11am to 6pm at public libraries except Chinatown Library; check Punggol’s opening notices before travelling.

The official membership and fees page explains Basic, Partner and Accessible Membership. A valid PAssion Card can affect registration fees and Partner Membership eligibility; the monthly foreign subscription does not qualify for the Partner upgrade.
Check your actual category before paying. A family’s members may have different eligibility, so do not assume one adult’s registration fee or privileges apply to everyone in the household.
Online sign-up and document checks
NLB supports online registration with Singpass for eligible residents. Its guide also specifies documents according to age and residency, including parent identification for younger children and valid residency documents where relevant.
Use the official checklist for the person joining. Keep identification within NLB’s own process rather than attaching it to a public comment or sending it to an unofficial account.
Plan a first borrowing visit
Basic Membership generally provides 16 physical loans and 16 eBook or audiobook loans, with standard 21-day periods. Partner Membership increases the physical quota to 24. Accessible Membership has different privileges.
Treat a quota as a maximum, not a reading target. For a child’s first visit, choosing a manageable number of books and noting their due dates can make the next library trip easier to organise.
Keep membership separate from account help
If you already have membership but cannot sign in, check account recovery before trying to create another account. Ask NLB which step is needed if the online process does not recognise your details.
Our Punggol Library guide covers the building and facilities. Membership and fees are NLB-wide rules; individual spaces, programmes and visits may have separate arrangements.
