A preschool in Punggol may charge a CCTV masking fee when footage includes other children or adults whose faces need to be obscured for privacy. ECDA’s published guidance expressly allows such a fee.
The preschool determines the charge. ECDA says the amount depends on factors including the recording’s length, the complexity of masking and the centre’s CCTV system; its FAQ does not give a standard price.
If you have concerns about the charge or difficulty paying, ECDA advises discussing them with preschool management. Ask what the quotation covers before agreeing to the proposed work.

CHAPTER 1 OF 3
Separate access from masking costs
The ECDA masking-fee FAQ addresses privacy-related processing costs. It does not say that paying a fee automatically establishes a right to view any recording.
For access requests, refer separately to ECDA’s CCTV-viewing guidance. Do not treat a quotation as confirmation of unrestricted access.
CHAPTER 2 OF 3
Ask for a clear quotation
Ask which recording period is covered, what masking is proposed and whether the amount is an estimate or a confirmed charge. Request clarification of any item you do not understand.
If a shorter, relevant time window would answer your concern, ask the centre whether it can consider that scope. This is a practical question, not a promise of a lower fee or a different access decision.
CHAPTER 3 OF 3
Raise cost concerns with management
Explain the particular difficulty and ask which options the centre can consider. Keep the request, quotation and management’s response together so the discussion remains clear.
This guide does not assess whether an individual charge or access refusal complies with every applicable legal requirement. Seek case-specific advice if that is the issue you need resolved.
